Oman prepares framework for 2026 budget and 11th five-year plan

MUSCAT: The Ministry of Finance held a preparatory meeting today to set the stage for the state's general budget for 2026 and the financial framework of the Eleventh Five-Year Development Plan (2026–2030). The meeting, aligned with Financial Circular No. 1/2025, brought together representatives from 70 government units to ensure a unified approach to fiscal planning.
The session aimed to clarify the budget preparation guidelines and development project approval rules outlined in the circular. It also stressed the importance of aligning financial allocations with annual plans, adhering to performance indicators, controlling public expenditure, and reinforcing program and performance-based budgeting.
Abdullah bin Salem al Harthy, Under-Secretary of the Ministry of Finance, highlighted the positive impact of the government's fiscal measures since 2020, supported by higher oil prices. He noted improvements in key economic indicators, including reduced public debt and restored credit ratings. However, he cautioned that these gains remain fragile due to global economic uncertainty and ongoing geopolitical tensions, which continue to affect energy and commodity markets.
Al Harthy stressed the need for continued collaboration across government entities to manage public finances effectively, boost non-oil revenues, and enhance spending efficiency.
Mohammed bin Ahmed al Barashdi, Director General of the General Directorate of Budget, emphasized the Ministry's commitment to fostering integration and coordination among government units. He said the meeting was essential to ensure accurate budget estimates for 2026 and alignment with the priorities of the Eleventh Five-Year Plan in line with the government's fiscal reform agenda. – ONA

Muscat – In continuation of its efforts to ensure the safe return of Omani citizens from abroad, the Foreign Ministry has successfully concluded the second phase of its organized repatriation plan, in coordination with the Embassy of the Sultanate of Oman in Tehran. The latest phase facilitated the evacuation of 245 Omani nationals, along with a number of citizens from sisterly and friendly countries, through the port city of Bandar Abbas. The operation was conducted in close cooperation with the relevant Iranian authorities to guarantee the safety and smooth transit of all individuals involved. As part of the wider evacuation efforts, the Ministry also arranged ground transport for Omani citizens stranded in northern regions of the Islamic Republic of Iran. Ten buses were deployed to transfer citizens to the border with the Republic of Turkey, while three additional buses were arranged to transport citizens to the Shalamcheh border crossing with the Republic of Iraq. These logistical efforts were coordinated with the competent authorities in neighbouring countries in preparation for subsequent stages of evacuation. The Foreign Ministry extended its sincere thanks to the Iranian authorities for their cooperation and facilitation throughout the operation. It reiterated its ongoing commitment to the safety and wellbeing of Omani citizens abroad, underscoring that efforts are continuing around the clock in coordination with all concerned parties to ensure the successful repatriation of remaining nationals.

More Omani students will benefit from the Siraj Foundation, an endowment foundation supporting education, during the 2025-2026 period, turning their dreams into reality, as announced by the Ministry of Higher Education, Research and Innovation. This announcement was made at the First Annual Forum to Enhance Integration between the Academic and Industrial Sectors, held under the auspices of Dr Rahma bint Ibrahim al Mahrouqiyah, Minister of Higher Education, Research and Innovation, at the Ministry's General Diwan office on Wednesday. During the forum, 18 agreements were signed to promote community engagement in enhancing education, with the primary goal of strengthening partnerships between higher education institutions and society. These agreements aim to cultivate a culture of endowment in support of education, focusing on raising awareness among students, teaching staff and administrative departments, as well as encouraging participation in educational institution events and activities. The forum also featured visual presentations from private higher education institutions, public and private sector organisations; and the Siraj Education Endowment Foundation. The Ministry also presented the Ejaad platform, emphasising cooperation between the academic and industrial sectors. Engineer Mahmoud bin Khalfan al Hadidi, CEO of the Siraj Foundation, expressed pride in expanding the network of partnerships with educational institutions to enhance social solidarity and support students in need. The Foundation is actively implementing initiatives and programmes to support education in Oman, including the "University Student Sponsorship" initiative and the "Siraj Advantages" electronic platform, which facilitate donations and support for students pursuing higher education. The First Annual Forum to Enhance Integration between the Academic and Industrial Sectors brought together institutions from both sectors and was attended by CEOs of public and private sector organisations, as well as presidents and deans of private higher education institutions. In his opening speech, Yahya bin Salam al Mandhari, Acting Undersecretary of the Ministry of Higher Education, emphasised the importance of aligning higher education with the needs of the labour market to contribute to sustainable development, in line with Oman Vision 2040. The forum aimed to exchange experiences in areas such as scientific research, training for graduate students and financing projects in private higher education institutions, highlighting the significance of developing a flexible educational system to meet the demands of the changing times and supply the labour market with skilled national talents.

MUSCAT: The Sultanate of Oman has taken part in the 2025 Annual Forum of the Opec Fund for International Development (OFID), held in Vienna under the theme 'Transformation Empowering Our Future'. Oman's delegation, led by Abdullah bin Salim bin Abdullah al Harthy, Under-secretary of the Ministry of Finance, participated in discussions centred on sustainable development financing, economic transformation in developing countries, climate change resilience, and the role of digital innovation in fostering robust economies. On the sidelines of the forum, Al Harthy met with officials from OFID and other regional and international financial institutions to enhance cooperation. A significant outcome of Oman's participation was the signing of two key agreements with OFID. The first agreement will finance the implementation of the Khasab–Dibba–Lima Road Project (Sultan Faisal bin Turki Road), while the second is a five-year framework agreement aimed at deepening collaborative efforts between Oman and OFID. In addition, a separate financing agreement was signed with the Arab Fund for Economic and Social Development. The agreement supports the first phase of the Surface Water Drainage Project in the Rawdha Economic Zone, Al Buraimi Governorate. The project will provide comprehensive protection for tourism, industrial and agricultural sites by establishing an integrated system of open canals, flood barriers, and water harvesting ponds.
