Call to minimise fallout from builder's projects ban
A lawmaker says the government had "no choice" but to pull the plug on a major contractor in charge of several public construction projects, saying work-site safety must come first when renewing the registration of firms.Lo Wai-kwok, who represents the engineering sector, also said he hopes authorities would do their best to ensure that existing subcontractors and staff can stay on when projects being handled by the major contractor are passed on to new firms.Lo made the call following an announcement by Secretary for Development Bernadette Linn on Thursday that Aggressive Construction will be removed from the government's list of approved general building contractors from June 20.The firm was involved in multiple construction incidents between 2020 and 2023, resulting in five deaths.Speaking on RTHK's Hong Kong Today programme on Friday, Lo explained why it took the government years to make up its mind."The time taken seems to be quite long, but we have to understand that to deal with such an application is indeed not an easy task," he said."The Buildings Department and the Contractor Registration Committee had to verify all the data submitted and analyse the incidents and the track record of the company, their submission."And they have to interview the authorised signatories and the project directors involved...So these really take time and it's not an easy decision."Aggressive Construction has been given one month to wrap up its work.Lo said the firm is in charge of six public projects, including four housing estates."This, unfortunately, will cause delays for these projects, but I think we've got no choice," he said.To speed up the transition, the lawmaker expects the government to directly engage "trustworthy" contractors, instead of inviting interested firms to lodge tenders.

Photo: RTHK Chief Executive John Lee on Saturday said Hong Kong would take a 'new leap forward' by fulfilling its constitutional responsibility to safeguard national security while seizing new opportunities by leveraging on its strong internal connections with the mainland, as well as its ties to the international community. Speaking at a national security forum, Lee said the 'colour revolution' of 2019 had brought great harm to the city, but the implementation of the National Security Law five years ago had successfully restored order. It is this return to stability, and then prosperity, he said, that has enabled the SAR to claim top position as the world's freest economy, and count itself among the globe's most competitive and safest cities. The Chief Executive said the territory must firmly safeguard national security as it strives for high-quality development. 'With security, there's stability and stability promotes development. So we must continue to safeguard national security. 'At the same time we must seize upon the opportunities presented by our stability, and we must spare no effort in developing the economy and improving people's livelihood,' Lee said. 'We must cherish what we have and grasp development opportunities. We now enjoy stability and it's hard to come by,' he added. Lee said the SAR will continue fulfilling its role as a 'super connector' and 'super value adder', and work to attract more mainland and foreign enterprises to invest in the city. Photo: RTHK Polytechnic University president Teng Jin-guang has expressed hopes that all PolyU students will have the opportunity of going on exchange programmes to the mainland or to overseas countries by the 2027-28 academic year, to learn more about the nation and the world. Speaking on RTHK's NSL Chronicles III programme on Saturday, Teng said the university has done a lot to encourage its students to go on such programmes. "Of course I hope some students can go to the mainland to learn more about the country, and some can go global," he said. "When there was a storm in society in 2019, it was rather difficult to engage in international exchanges. It's smoother now." Teng also noted that his university had made courses on Chinese history and culture mandatory three years ago, saying he doesn't think local primary or secondary schools provide enough teaching on these subjects He also said his university faced no restrictions under the National Security Law in recruiting overseas talent, noting that it has hired 15 non-local scholars since 2021 under a government scheme to attract talent in the fields of science, technology, engineering and mathematics. Teng added that he hasn't seen any changes at all in the level of academic freedom in Hong Kong over the past few years, noting that such rights are protected under the city's national security legislation.
