UPI fuels rural women's digital leap—but few own their phones

Even as millions of rural women in India are using mobile phones and the internet, and making digital payments, many may be doing so on borrowed devices.
A new government survey of 142,065 people across India reveals a striking paradox: while 76.3% of rural women aged 15 and above use mobile phones—for personal calls or internet access—just 48.4% actually own one. That means more than a quarter of female mobile users in rural India don't own the device they use, exposing a deeper gap in digital agency and privacy.
These findings, from the Comprehensive Modular Survey: Telecom (CMS:T) conducted by the statistics ministry between January and March 2025, highlight how India's digital revolution, fuelled by affordable smartphones and cheap internet, still leaves large swathes of women behind.
In contrast, 89.5% of rural men use mobile phones, with an ownership rate of 80.7%.

The gender gap is especially stark in states like West Bengal, where 80% of rural women use mobile phones, but only 43% own them, the largest gap recorded in the country. Madhya Pradesh (67% usage vs 32% ownership) and Uttar Pradesh (75% vs 43%) show similar trends. States such as Kerala (92% usage, 85% ownership) and Goa (94% usage, 90% ownership), however, demonstrate more equitable access.
Progress, but with caveats
The usage-ownership gap is significant, but it doesn't mean rural women haven't made progress in recent years.
Compared to the findings of Comprehensive Annual Modular Survey (CAMS), conducted between July 2022 and June 2023, more rural women are now using mobile phones and the internet, sending messages with attachments, and performing online banking transactions.
While the two surveys—CAMS 2022-23 and CMS:T 2025—aren't strictly comparable due to differences in duration and definitions, they still offer a sense of momentum. Mobile phone usage among rural women rose modestly by 1.4 percentage points, from 74.9% to 76.3%. But sharper gains were seen in internet use (up 15 percentage points), the ability to send attachments (up 13.9 points), and performing online transactions (up 12.9 points).
Gender gap persists
Despite notable improvements, the gender gap in digital access remains pronounced, much like in many other areas of life.
Younger rural women (aged 15–29) are better placed than the overall group of rural women (15 and above), but they still lag significantly behind their male counterparts.
Among the younger cohort, mobile phone and internet usage rates are nearly on par with rural men. But the disparities emerge sharply in phone ownership—81.2% of young rural men own a mobile phone, compared to just 56.9% of women—and in the ability to conduct online transactions (75.9% vs. 50.4%).

The gaps are even wider when looking at all rural women aged 15 and above. Mobile ownership and internet usage are skewed heavily in favour of men, though the gap in the ability to perform online transactions is only marginally smaller: 23.9 percentage points overall, versus 25.5 points among the younger age group.
UPI helps bridge the gap
Shifts in payment habits after demonetisation, the covid pandemic, and the widespread ease and accessibility of UPI have enabled more rural women to perform online transactions.
While just 30% of rural women are able to transact online, compared to 51% of urban women and 54% of rural men, nearly 89% of them rely solely on UPI. This suggests that low digital literacy and language barriers may be limiting the use of other payment modes like net banking.

UPI is popular across user groups, but urban men and women are far more likely to diversify into other forms of online banking. The data underscores how targeted innovations like UPI can meaningfully reduce access barriers for disadvantaged groups.

New Delhi [India], June 18 (ANI): At the Digital Payment Award distribution ceremony held in the national capital, Union Minister for Finance & Corporate Affairs Nirmala Sitharaman hailed India's extraordinary achievements in digital payments and financial technology, noting that the country is now leading the world in real-time digital transactions. 'In terms of digital payments, India is not just catching up -- it is ahead of the world,' she declared, as the audience of innovators, policymakers, and industry leaders applauded. 'The pace of innovation we are witnessing in India is a dream for many developed nations.' Minister Sitharaman emphasised that India's fintech sector is not only progressing rapidly within its own ecosystem but is also redefining global paradigms. 'Several advanced countries are nowhere close to the kind of momentum our fintech companies have achieved. What is happening in India is unique -- a bold reimagination of financial infrastructure,' she noted. Quoting a World Bank study, the Minister highlighted that India's focus on Digital Public Infrastructure (DPI) has helped the nation reach 80 per cent financial inclusion in just six years -- a feat experts estimate would have otherwise taken five decades. 'With 48.5 per cent of all real-time digital payment transactions in the world now originating from India, the impact is global. The UPI ecosystem alone now connects over 35 crore users, becoming the backbone of digital payments in the country. 'During the COVID-19 pandemic, payment apps became lifelines, enabling contactless transactions and doorstep banking -- keeping the economy moving while mobility was restricted,' Sitharaman reflected. According to the Reserve Bank of India, the Digital Payments Index, a benchmark for the adoption of digital transactions, has quadrupled from 100 in 2018 to 465 in 2024. 'Our Prime Minister Narendra Modi, has always emphasised that we must not only 'Make in India', but also 'Make for the world',' the Minister said. 'In this context, India's fintech innovations are now poised to become global public goods, bringing benefits to both emerging and developed economies.' Already, international UPI merchant payments are being accepted in 7 countries Bhutan, France, Mauritius, Nepal, Singapore, Sri Lanka, and the UAE. Sitharaman called on Indian fintech firms to export their successful models, saying, 'We have the talent, the market scale, and the proven solutions to lead globally.' Looking ahead, the Finance Minister shared a bold vision for the sector: India's fintech market is projected to grow to over $400 billion by 2028-29, with an annual growth rate of over 30 per cent. 'The best chapters of India's fintech story are yet to be written. The opportunity is immense.' She urged the industry to rally behind a collective mission: 'Let us Innovate, Include, and Inspire. Innovate new solutions fearlessly, include every citizen in your vision, and inspire the world with what India can achieve.' The event also spotlighted India's achievement in Direct Benefit Transfers (DBT). Since 2014, Rs 44 lakh crore have been transferred transparently through DBT, saving Rs 3.48 lakh crore by eliminating leakages. 'This is the power of technology that drives policy and banking,' Sitharaman said. Another milestone has been the rise of the Account Aggregator (AA) framework. From just 24 entities in FY22, over 700 entities across banking, insurance, pensions, and securities have joined the AA ecosystem as of FY25. The number of accounts linked has surged from 1.5 lakh to over 15 crore, facilitating loans of over Rs 88,700 crore, while empowering nearly 1 crore individuals with better personal finance management. Concluding her address, Sitharaman encouraged fintech firms to look beyond urban markets. 'Rural India is not just a social responsibility. It is a fertile ground for innovation, inclusion, and opportunity. The next big wave of growth lies in the Bharat beyond the metros.' (ANI)

Stock market today: Indian stock markets began on a favourable note on Tuesday, maintaining the upward trend from the earlier session. Nevertheless, increasing geopolitical tensions in the Middle East are making investors globally anxious. The Nifty 50 index started at 24,977.85, rising by 31 points or 0.13%, while the BSE Sensex opened higher by 79 points at 81,869.47, reflecting a gain of 0.10% in initial trading. Analysts noted that while the market's momentum is positive, escalating tensions between the US and Iran could pose a significant concern. Sachin Gupta at 5paisa recommends two stocks on Tuesday — Computer Age Management Services Ltd (CAMS), and Oberoi Realty Ltd. The Nifty 50 index surged 227.9 points to close at 24,946.5, up 0.92%, as broad-based buying lifted the benchmark to a new high. The market sentiment remained overwhelmingly positive, with 44 of the 50 constituents ending in the green. The index has bounced back strongly on broad-based buying. All the sectoral indices were positive. It has breached both the near term and medium term trend lines. This suggests fresh support from the 20Days EMA. Nifty 50 has been in the 24,500 to 25,000 rectangle pattern for more than a month. Even after the recent breach of 25,000, it could not sustain the strength. As such, breaching these levels convincingly remains a key for near term outlook. Near term support and resistance are at 24,770/24,660 and 25,123/25,233. On shares to buy on Tuesday, Sachin Gupta recommends two stocks on Tuesday — Computer Age Management Services Ltd (CAMS), and Oberoi Realty Ltd. CAMS share price has recently rebounded from its 200-day Exponential Moving Average (EMA), a key long-term support level that often attracts fresh buying interest. This bounce also coincides with the 38.2% Fibonacci retracement level, suggesting that the recent pullback was a healthy correction within a broader uptrend. Furthermore, the price has moved above the middle Bollinger Band, indicating a shift in short-term momentum toward the upside. Based on these technical factors, CAMS appears well- positioned for further gains in the near term. Traders are advised to look for buying opportunities in CAMS around the ₹ 4,100–4,120 range, targeting 4,270 and 4,380 levels. A stop loss is recommended at ₹ 3,935 on a closing basis to manage risk effectively. On the weekly chart, Oberoi Realty share price has been hovering above the 50% retracement level, which continues to act as a strong immediate support area. On the daily chart, the price structure remains healthy, characterized by a series of higher tops and higher bottoms — a classic indication of an ongoing uptrend. Additionally, the stock recently took support at a rising trendline, further reinforcing the strength of its current bullish trajectory. This rebound is also backed by increasing volumes on the daily chart, highlighting renewed buying interest and accumulation at lower levels. Based on this technical structure, we anticipate continued bullish momentum in Oberoi Realty in the short term. On the downside, key support is seen around 1,830, while resistance is placed at 2,050 and 2,100 levels. Modi heads to Canada for G7 summit after concluding visit to Cyprus

Prime Minister Narendra Modi on Monday left for Canada to attend the G7 summit after concluding his visit to Cyprus. The Ministry of External Affairs (MEA) said Modi's visit to Nicosia, the first by an Indian prime minister in over two decades, strengthened bilateral ties and was important in the larger context of the India–EU strategic partnership and India's growing engagement with the Mediterranean region. With its strategic location, Cyprus can act as a gateway to Europe and the Mediterranean, Secretary (West) Tanmaya Lal said after the conclusion of the visit. Cyprus takes over the presidency of the Council of the European Union during the first half of next year. This comes at a time when there is strong interest in significantly enhancing the India–EU strategic partnership, Lal said. The visit was also significant given the territorial dispute between Cyprus and Türkiye, and India's unhappiness with Ankara's support to Islamabad during Operation Sindoor. India supports Cyprus on the Cyprus question, Lal said. He said Gift City and the Cyprus Stock Exchange are discussing cooperation. Easier cross-border payments through UPI integration are also being explored. Indian shipping firms are exploring opportunities in connectivity and logistics, which have relevance in the context of IMEC (the India–Middle East–Europe Economic Corridor), Lal said. Cyprus has emerged as one of the top 10 sources of FDI for India, with cumulative FDI inflows at around $15 billion. During the visit, Cyprus President Christodoulides conferred upon the prime minister the Grand Cross of the Order of Makarios III, the highest honour bestowed by Cyprus on foreign heads of government. The prime minister gifted a handmade Kashmiri silk carpet to Christodoulides and a silver clutch purse crafted in Andhra Pradesh. Modi is on a four-day, three-nation tour to Cyprus, Canada and Croatia.
