Banking secrecy no more? Lebanon bill takes aim at financial wrongdoing

Whoever you are, you will no longer be able to hide behind banking secrecy in Lebanon to conceal information about your account if you are accused of corruption, money laundering, tax evasion, or similar crimes.
A draft law amending banking secrecy regulations has been referred by parliamentary committees to the General Assembly, which is scheduled to convene Tuesday and vote on whether to pass it into effect.
This new version of the law includes changes to the 2022 banking secrecy amendment based on recommendations from the International Monetary Fund (IMF), which had previously deemed the earlier version insufficient.
So, what are the main changes?
1. A 10-year retroactive effect from the date the law is enacted
This means the law will apply to all bank accounts dating back to 2015.
Why 2015? According to government sources, that's when early signs of the financial crisis began to appear — most notably through financial engineering policies.
Anyone who benefited from financial engineering schemes, anyone who transferred money abroad while banks were refusing to give citizens access to their dollars during the 2019 crisis, or those who profited from the subsidy program — all could be investigated under the law.
2. Expanding the list of authorities allowed to request the lifting of banking secrecy on suspicious accounts
Under the 2022 law, this power was granted to the judiciary, the Special Investigation Commission, the tax administration, and the National Anti-Corruption Commission.
The amended law also includes the Central Bank, the Banking Control Commission, and the National Deposit Guarantee Institution — which previously only had access to accounts for the purpose of bank restructuring.
3. Access to accounts by name, not just by account number
Unlike the 2022 version, authorities will now be able to access suspicious accounts using individuals' names, not just numbers.
Most importantly, this law is expected to promote transparency and accountability, facilitate the restructuring of banks, and help return deposits.
In short, it is a step toward restoring confidence in Lebanon's banking sector — and without that confidence, few will feel safe putting their money in a bank.

In a key financial decision, the Cabinet approved an agreement with the International Monetary Fund (IMF) to open a permanent IMF representative office in Lebanon. It also approved raising the housing loan cap for beneficiaries from $50,000 to $100,000. The Cabinet approved several ministry requests and grants while rejecting a conditional donation. The Lebanese Energy Minister said he proposed suspending a planned increase in fuel prices. He emphasized that support for military personnel remains in place and stated that he would return to the Cabinet with a comprehensive proposal.

Man United completes signing of Brazil forward Matheus Cunha

The 26-year-old forward signed a five-year contract to 2030, with the option of a further 12 months. United paid a reported 62.5 million pounds ($84 million) for Cunha, who is expected to be one of several signings for the fallen Premier League giant as coach Ruben Amorim looks to overhaul his squad following a woeful season. Cunha scored 17 goals for Wolves last season. The United attack had the fifth worst scoring record in the English top flight last term. "All my focus is now on working hard to become a valuable part of the team, and helping get this club back to the top," he said. United was 15th in the standings, its worst position since the Premier League era began in 1992. It also had its most losses in a Premier League season and recorded its lowest points total. The joint record 20-time English champion has gone 12 years without the title since last winning it in former manager Alex Ferguson's final season in 2013. "Bringing in Matheus was one of our main priorities for this summer, so we are delighted to have completed his signing so early in the window," said Jason Wilcox, United director of football. Defense Minister Backs UNIFIL, Condemns Attacks
Minister of National Defense Michel Menassa visited the United Nations Interim Force in Lebanon (UNIFIL) headquarters in Naqoura, where he met with Force Commander General Aroldo Lázaro. The meeting, attended by officers from both UNIFIL and the Lebanese Armed Forces, addressed recurring tensions between peacekeepers and local residents in southern Lebanon. In an English-language address, Minister Menassa praised UNIFIL's steadfast presence since its 1978 deployment following extensive Israeli aggression that claimed 2,000 lives and caused widespread displacement and destruction. He underscored that UNIFIL has become part of the fabric of southern Lebanese society, sharing in both its trials and celebrations. Menassa urged the international community to renew UNIFIL's mandate under UN Security Council Resolution 1701 without amendments, calling it 'crucial for maintaining the stability and peace your mission has fostered over the years.' He emphasized the Lebanese state's unwavering commitment to full implementation of the resolution and pledged close coordination between the Lebanese Armed Forces and UNIFIL in securing the south, enabling the return of displaced communities, and promoting reconstruction.
