J&K Opposition slams Omar govt for not addressing concerns on reservation — ‘deliberate denial of justice'
A day after the cabinet subcommittee on reservations tabled its report to the Jammu and Kashmir Cabinet, the Opposition has targeted the ruling National Conference for 'delay' in making the document public.
Government sources told The Indian Express Wednesday that the report had been forwarded to the Law Department for review.
Introduced in April last year by the Lieutenant Governor-led UT administration, the UT's reservation policy amends Rule 4 of the J&K Reservation Act of 2005 to increase reservation for reserved category in the state to 67 per cent from 43 per cent, with 3 per cent horizontal reservation to ex-servicemen. This has meant that only 33 per cent was left for the general category of candidates – a change that has been vehemently opposed by various political parties as well as students.
Student groups from the 'Open Merit' or general category have been demanding a rationalisation of this reservation for over a year. The protests prompted Chief Minister Omar Abdullah's government to announce a subcommittee to look into the issue.
PDP leader Waheed Para said Thursday that the J&K government had promised to resolve the reservation issue through a subcommittee report.
'That deadline has passed, leaving thousands of students heartbroken and disillusioned, their trust in the system shattered and their futures put on hold,' Para said.
Terming the delay in addressing concerns of the protesting students 'a deliberate denial of justice,' Para said: 'These students have already endured violence, lockdowns, and lost opportunities. Now, as they seek fair representation and rationalised reservation, the government is pushing them further to the margins'.
The Pulwama MLA said that the ruling National Conference government has the power to 'strike down' the BJP-imposed policy with a single administrative order, 'but the party that promised to reverse BJP's damage is now complicit in continuing it.'
Meanwhile, People's Conference chairman Sajad Lone Thursday accused the government of being 'clueless' on reservation and stated that they have 'no intentions of doing anything.'
'Coming to this draft proposal. To the best of my knowledge, anything sent to the cabinet should be vetted by the law department. It is not the other way round. You can't send something to the cabinet which is outside the domain of law. It looks like another round of time-wasting tactics,' Lone said.
The protests were among the first challenges faced by the elected government in J&K. Chief Minister Omar Abdullah had met with students protesting outside his residence in December 2024.
In April, the government-appointed cabinet subcommittee began deliberations with student groups and in the first week of June, the minister concerned Sakeena Itoo announced that the subcommittee had compiled its report and it would be presented before the UT cabinet. However, after the cabinet met Thursday, the findings of the report were not made public and sent to the law department for review.
The reservation policy has also been challenged in the High Court of J&K and Ladakh.

Back from war-torn Iran, Valley students head to home towns
Jammu and Kashmir chief minister Omar Abdullah on Thursday confirmed the arrival of 110 Indian students, including 94 from Kashmir, in Delhi and said that the government had made transport arrangement for their journey back to Kashmir. Out of the 94, 20 students have already reached Kashmir via flights. As many as 94 students from Jammu and Kashmir were among the 110 people evacuated from war-affected Iran on Wednesday. They were taken to Armenia before being flown to Doha. The students arrived in Delhi from the Qatari capital early Thursday. '94 of our students evacuated from Iran have safely reached Delhi. The Government is making transport arrangements to ensure their smooth journey home, which will be in place within the next few hours,' Omar Abdullah wrote on X. However, after reaching at Delhi Airport the students claimed that no one from J&K government was there to receive them and also criticised the state government for making poor transport arrangement. However, new buses were arranged by the government on the intervention of chief minister Omar. 'The chief minister has taken note of the request of the students evacuated from Iran regarding the quality of buses arranged to transport them from Delhi to J&K. The resident commissioner has been tasked with coordinating with the JKRTC to ensure proper deluxe buses are arranged,' wrote office of J&K chief minister on X. Earlier J&K Students Union had also taken up this issue with the government and requested to arrange air tickets for the evacuated students. 'We had raised the issue of inadequate transportation facilities and the replacement of SRTC buses for Kashmiri students evacuated from Iran with the CM's office. Following this, we were informed by J&K CM's advisor, that new sleeper buses have now been arranged to ensure more comfortable travel for the students. While our primary demand remains connecting flights, we appreciate the prompt response and intervention,' J&K Students Association convener Nasir Khuehami said. He said it was after a wait of nearly 10 hours, the sleeper deluxe buses finally arrived for the students. 'The students are now on way to Kashmir and could reach Srinagar tonight or past midnight, he said, adding that the students reached Delhi Airport at 3.30 am on Thursday after their flight got delayed. Saba Rasool from Srinagar who was among the few students to reach Srinagar thanked Government of India and Prime Minister Narendra Modi for timely evacuation. 'I had booked a morning ticket and reached home in the afternoon. I am thankful to Government of India and PM,' she said. There are still hundreds of Kashmiri students who are being evacuated. Kashmiri students usually opt for Iranian universities because of their affordability and similar cultural milieu. The students are spread in Tehran, Shiraz and Qom. Iran is home to more than 4,000 Indian students, half of them from J&K, who are enrolled in medical and other professional courses. Meanwhile, Jammu and Kashmir students association said that around 600 Indian students, including 500 from Kashmir, have safely reached Mashhad from Qom. 'This is the second group of students who were earlier relocated to Qom, where they stayed for three days. Their evacuation process is currently underway. From Mashhad, they are expected to be taken to Turkmenistan, from where they will likely board flights to Delhi tomorrow. We are maintaining constant communication with the ministry of external affairs (MEA) and the Indian Embassy in Iran to ensure the safety and smooth evacuation of the students,' said Khuehami. He further said that 140 Kashmiri students from Tehran University have been relocated to Gilan Province in Iran. 'The students have been relocated to a safer place by the university administration, but have been enduring immense mental and emotional trauma due to the ongoing uncertainty and deteriorating security situation.' He said this is the same group in which two Kashmiri students suffered injuries after their dormitory was struck by shrapnel during a nearby airstrike.

‘You are already finished': Shinde rebukes Thackeray
MUMBAI: The 59th foundation day of the Shiv Sena on Thursday was marked by bitter accusations, taunts and a virtual declaration of war ahead of local body elections in the state. Quoting from Nana Patekar-starrer Prahaar, Shiv Sena (UBT) chief Uddhav Thackeray challenged his bête noir Eknath Shinde, saying, 'Come on, kill me!' Uddhav launched his attack at Shanmukhananda Hall, where the Sena (UBT) was celebrating the party's foundation day. Shinde, whose faction of the Sena was celebrating the occasion at the NSCI Dome in Worli, countered Uddhav, declaring that he did not want to kill someone who was 'already finished'. Shinde's speech was largely devoted to slamming Uddhav and emphasising that his faction was the 'original Sena', which was carrying forward the legacy of Shiv Sena founder Bal Thackeray. He said the strike rate of his party was very high. 'In 2014, the (undivided) Shiv Sena contested 282 seats and won 63 seats. In 2019, the (undivided) Shiv Sena contested 124 seats and won 56 seats, and this time (2024), they (Sena-UBT) contested 85 seats and won 20. Of this, many were won with slender margins. Many seats were won due to Congress votes as real Shiv Sena voters had bid goodbye to them. We have confidence, and they (Sena-UBT) have arrogance, which will bring them to another defeat,'' said Shinde. 'They consider BMC as golden goose. Mumbai and its importance is not under threat, but their politics and finances will come under threat as their soul is in the BMC treasury, while our soul is Hindutva. There will be no compromise on it,'' said Shinde. 'Is Hindutva a T-shirt you can wear or remove any time,' he asked, referring to Thackeray's statement that he has not quit Hindutva. Virtually kickstarting the Sena's campaign for the upcoming elections to the Brihanmumbai Municipal Corporation (BMC) and other local bodies in the state, Shinde told party workers that the BJP-led Mahayuti coalition would contest the polls as an alliance but details would be revealed later. However, he did not comment on speculation over the reunion of the estranged Thackeray cousins – Uddhav and Raj Thackeray, chief of the Maharashtra Navnirman Sena (MNS). Challenging Shinde, Uddhav said at Shanmukhananda Hall, 'Come on, kill me,' a line from the Hindi film Prahaar. He added that if they wanted to attack, they must come with an ambulance as they would 'come walking and go back injured'. Shinde countered him, saying mere talk is not enough. 'You need a tiger's heart and strength in your wrist. How can we kill someone who is already dead? People of the state have already finished them in the assembly polls.' On the undivided Sena's legacy, Shinde declared, ''We have the Shiv Sena bow and arrow symbol, and the people's support. We have protected Balasaheb's ideology. 'Balasaheb's ideology is our wealth.' The Sena chief also taunted Sena (UBT) leader Aaditya Thackeray, whose friend, actor Dino Morea, is being interrogated by the Enforcement Directorate (ED). 'When Dino opens up, let's see how many people sink.' The Nationalist Congress Party (NCP) led by Ajit Pawar, an ally in the Mahayuti coalition, had faced major embarrassment due to the suicide of Vaishali Hagawane, daughter-in-law of NCP leader Rajendra Hagawane. It put Pawar in a particularly awkward position as there were pictures of him handing over the keys to an SUV, part of Vaishnavi's dowry, to her husband Shashank Hagawane. In a damage-control exercise, the Shiv Sena launched a campaign for daughters-in-law. 'Our shakhas will attend to issues faced by daughters-in-law, who face issues at home. We must treat our daughters-in-law like our daughters,'' said Shinde. Shinde said more than 50 corporators from the Sena UBT, from the 2017-22 term, had joined the Sena. 'We are growing,' he declared. In a timely move, three local Sena-UBT leaders joined Shinde's party – Ajit Bhandari (Sena-UBT vibhag pramukh and former corporator), Sanjay Jangam (shakha pramukh) and Vijendra Shinde (former corporator). Nadia Sheikh (former corporator from the NCP-SP) also joined the Sena on Thursday.

BJP trying to bury Tamil culture: CM Stalin
CHENNAI: DMK president and Chief Minister MK Stalin accused the BJP-led union government of attempting to suppress and bury the pride of Tamil culture that emerged through the Keezhadi excavations. Praising the DMK student wing for organising an agitation - Keezhadi Engal Thaimadi - in Madurai on June 18, Stalin wrote a detailed letter in Murasoli, the DMK's mouthpiece, emphasising the importance of the excavation findings. The protest was held to condemn the union government for not approving the archaeological report on the Keezhadi findings. 'In 2013, during the UPA government, the ASI identified, through its inspections along the Vaigai river bank, that Keezhadi was an important settlement. The BJP government continued the excavations, but after three phases in 2015, the work was halted. The remaining seven phases were carried out by the state archaeology department,' Stalin said in the letter. He also recalled how officer Amarnath Ramakrishna was transferred from the project and later returned after a legal battle to continue his work. 'The artefacts found at the excavation sites were sent to renowned laboratories across the world for testing. Based on the results, Ramakrishna submitted a scientifically grounded 982-page report in 2023. However, even after two years, the BJP government has not approved the report and has instead sent it back, seeking additional proof,' he added. Referring to the scientific findings that iron was used in the Tamil region over 5,300 years ago, Stalin said, 'BJP leaders, including PM Narendra Modi, did not even acknowledge it on social media, even though Tamil Nadu is part of India and Tamils are Indian citizens. BJP leaders in Tamil Nadu are betraying Tamils for positions.'
