LG polls in ICT: ECP-govt officials talks remain inconclusive
ISLAMABAD: Uncert ainty continues shrouding the fate of local government elections in the federal capital, as another meeting between the poll body and federal government officials on holding the much-delayed polls remained inconclusive on Friday.
In this context, the Election Commission of Pakistan (ECP) again passed the buck on the federal government for lingering delay in the LG polls.
Not attended by Chief Election Commissioner Sikandar Sultan Raja, the meeting was attended by other senior officials of ECP, and those of Interior Ministry and Islamabad Capital Territory Administration (ICTA).
'Whenever the ECP finalises the polls preparations, local government laws are amended,' said an ECP statement issued after the meeting.
The ECP issued a similar statement this February after the hearing of a case related to persistent delay in LG elections in Punjab, Pakistan's largest province.
In Friday's meeting, the ECP officials asked the Interior Ministry representatives to ensure the conduct of LG elections in Islamabad.
The ministry officials informed the meeting that the amended draft of Islamabad Local Government Act 2025 was presented in the Cabinet Committee for Disposal of Legislative Cases (CCLC) meeting on 30th April. Following CCLC's approval, the draft would be sent to the federal cabinet for its nod, after which, it would be sent to the Parliament for legislation, the officials said.
'If the government does not show seriousness in holding the LG elections in Islamabad, then ECP would fix the matter for regular hearing, and issue orders accordingly, the implementation of which would be mandatory,' said the ECP statement issued after Friday's meeting.
Presently, the local bodies are in place in Sindh, Khyber Pakhtunkhwa and Balochistan but LG elections in Punjab and federal capital have been facing an inordinate delay since 2021.
The local bodies' term in ICT expired on 14th February 2021, and in Punjab on 31st December 2021.
The ECP is bound to hold LG elections within 120 days of the expiry of local bodies' term, under Section 219(4) of the Elections Act 2017.
This law provides that the ECP shall hold elections to the local governments within 120 days of the expiry of the term of local governments of a province, cantonment or ICT.
Article 218(3) of the Constitution provides that it shall be the ECP's duty to organise and conduct the elections, and to make such arrangements as are necessary to ensure that an election is conducted honestly, justly, fairly and in accordance with law, and that corrupt practices are guarded against.

SHC orders opening of Governor House for acting governor
The Constitutional Bench of the Sindh High Court (SHC), comprising Justice K.K. Agha and Justice Adnan-ul-Karim Memon, heard Acting Governor Owais Qadir Shah's petition challenging the locking of Governor House offices. The court ordered the immediate reopening of these offices and directed the principal secretary to submit a compliance report by June 23. During the urgent hearing, the bench granted acting governor immediate access to the Sindh Governor's official residence. The court specifically ordered the unlocking of all offices (excluding private residential quarters) and restrained the principal secretary from obstructing the acting governor's access. The court also directed that a copy of the judicial order be transmitted to the President of Pakistan and the Principal Secretary of the Governor's House, Sindh. In the petition, it was averred that since assuming charge, the Acting Governor, Owais Qadir Shah, has been denied entry to the Governor's House for official duties which is a violation of Article 104 of the Constitution. Governor Kamran Tessori has been abroad since June 2. Acting Governor of Sindh, Owais Qadir Shah, informed the court that a meeting on law and order in the was scheduled for today, specifically to discuss matters related to Muharram. The home minister, secretary, IG Sindh, and other officials reached for the meeting. However, the principal secretary stated that the governor had taken the office keys with him. Owais Qadir Shah stated that this was an act of considering the Governor's House as their personal lounge. He cited the Constitution, which clearly states that in the absence of the governor, the acting governor can perform duties. Owais Qadir Shah said, he would write to the chief minister, highlighting that this was a mockery of the Constitution.

Armenia PM in talks with Erdogan on 'historic' Turkey visit

Photo: AFP Armenian Prime Minister Nikol Pashinyan was meeting President Recep Tayyip Erdogan in Istanbul on a rare visit to arch-foe Turkey, in what Yerevan describes as a "historic" step toward regional peace. The talks began shortly before 7:00 pm (1600 GMT) at Istanbul's Dolmabahce Palace, Erdogan's office said. Armenia and Turkey have never established formal diplomatic ties and their shared border has been closed since the 1990s. Analysts said Pashinyan would make the case for speeding up steps towards normalisation with Turkey in a bid to ease Armenia's isolation. Relations between the two nations have been historically strained over the World War I-era mass killings of Armenians in the Ottoman Empire — atrocities Yerevan says amount to genocide. Turkey rejects the label. And they have been further complicated by Ankara's close ties to Turkic-speaking Azerbaijan, and its support for Baku in its long-running conflict with Armenia. Ahead of the talks, Pashinyan visited the Armenian Patriarchal Church and the Blue Mosque and met members of the Turkish Armenian community, he said on his official Facebook page. But his visit sparked unease back home. Police rounded up "several dozen" opposition supporters in the capital Yerevan and beyond Friday, rights groups and a lawyers coalition said. Armenia's interior ministry did not comment on the detentions, but said police had acted on information about plans to disrupt the peace. "This is a historic visit, as it will be the first time a head of the Republic of Armenia visits Turkey at this level. All regional issues will be discussed," Armenian parliament speaker Alen Simonyan told reporters on Thursday. "The risks of war (with Azerbaijan) are currently minimal, and we must work to neutralise them. Pashinyan's visit to Turkey is a step in that direction." An Armenian foreign ministry official told AFP Pashinyan and Erdogan would discuss efforts to sign a comprehensive peace treaty as well as the fallout from the Iran-Israel conflict. A day ahead of his visit, Azerbaijani President Ilham Aliyev was in Turkey to meet Erdogan, hailing the two nations' alliance as "a significant factor, not only regionally but also globally". Erdogan repeated his backing for "the establishment of peace between Azerbaijan and Armenia". Acting governor be given full access to Governor's House: SHC
KARACHI: The Sindh High Court (SHC) has directed the Principal Secretary of the Governor of Sindh to grant full access to the Acting Governor, Syed Awais Qadir Shah, to all official rooms, offices, and chambers within the Governor House. In a constitutional petition, Syed Awais Qadir Shah, who is also the Speaker of the Sindh Assembly, pleaded that despite Governor Sindh Kamran Tessori being abroad, and as per Article 104 of the Constitution, which mandates the Speaker to perform the Governor's functions, he was being denied access to the Governor House and its associated offices. The petitioner's counsels, Barrister Azain Memon and Zubair Ali Butt, argued that the Principal Secretary had repeatedly refused the petitioner and his staff access to the Governor House, despite formal requests; this denial hindered the Acting Governor's ability to perform his official duties. The court was informed that the denial of access was not an isolated incident but had occurred multiple times, including on the day of the hearing. The petitioner sought immediate and unobstructed access to the Governor House and its resources to discharge his duties as Acting Governor. The Advocate General Sindh, Jawad Dero, stated that the Acting Governor was legally entitled to use the Governor House for official business. The court, after interpreting Article 104, concluded that the petitioner could not be denied access to the Governor House to carry out his official duties. The court directed the Principal Secretary to provide immediate access to the Acting Governor to all rooms, offices, and chambers in the Governor House, except the residential portion, to enable him to perform his official duties.
