Explained: What is the new Bharat Forecast System and how does it work?

The Ministry of Science on Monday launched the Bharat Forecast System (BFS), saying it is the world's most precise indigenously developed weather forecasting model. The system has become operational after three years of testing since its launch in 2022.
Let's understand in detail what the Bharat Forecast System is and how it is more accurate, fast, and effective than the previously used models.
What is Bharat Forecast System?
Bharat Forecast System, developed by the Indian Institute of Tropical Meteorology (IITM) in Pune, is a weather forecasting and monitoring system which uses high-end computer systems and satellite imagery. The use of the supercomputer 'Arka' makes it possible to deliver the results at the highest possible speed, which is faster than any other forecasting system in the world. The supercomputer has a capacity of 11.77 petaflops and a storage capacity of 33 petabytes.
According to Parthasarathy Mukhopadhayay, one of the researchers involved in the project, the data from a network of 40 Doppler Weather Radars (a system of high-resolution weather monitoring stations) from across the country will be used to run the BFS model. With this, BFS is now able to deliver more localised forecasts and nowcasts (forecasts of present weather conditions immediately).
The number of Doppler radars will gradually rise to 100, enabling the weather office to issue nowcasts—short-term weather forecasts for the next two hours—nationwide.
What makes BFS better than any other forecast system?
The modified BFS system came up with a lot of new upgrades in comparison to the previously used forecast systems. However, BFS's speed, accuracy, and much more localised predictions make it the best forecasting system in the world.
Speed: Suryachandra Rao, Director of IITM-Pune, stated that earlier weather forecasting models required around 12 to 14 hours to produce predictions for a specific area. However, with advancements in high-performance computing systems under the central government's 'Mission Mausam', forecasts can now be made within four to six hours.
Accuracy: The use of high-end computers not only improved its speed but also accuracy. "This significant milestone represents a major leap in India's self-reliance in meteorological sciences, enabling more accurate and granular weather forecasts up to panchayat level for disaster risk reduction, agriculture, water resource management, and public safety," a senior official from the Earth Sciences Ministry said, as quoted by The Economic Times.
Furthermore, the system has demonstrated a 30 per cent improvement in accuracy for extreme rainfall events, which are frequent during the monsoon season, compared to existing models. It has also shown significant enhancement in predicting cyclone paths.
Localised predictions: Previously operated weather forecasting systems used to forecast weather patterns over a 12 km grid. However, in a much more localised way, now BFS is able to predict weather conditions in a 6 km grid. This means the current model can forecast weather systems down to the village and panchayat level, with an improvement of nearly 64 per cent in prediction accuracy.

Mrutyunjay Mohapatra, Director General of the IMD, stated the launch is part of the Centre's initiative to make weather forecasts more accessible and beneficial for everyone.
With the successful integration of this new system, India has become the only country to operate a global forecast system with such high resolution in real time.
The system was officially handed over to the IMD by Minister of Science and Technology, Jitendra Singh, on Monday.

The India Meteorological Department (IMD) has sounded a yellow alert in Delhi up to June 23 (Monday), forecasting thunderstorms with rain. A generally cloudy sky with heavy rain is forecast for Sunday and Monday; gusty winds reaching up to 50 kmph during thunderstorms are also forecast up to Monday. As a result, the minimum temperature is expected to fall to around 25 degrees Celsius while the maximum temperature will settle at 36 degrees Celsius. Between June 24 and 26, light rain is forecast. No alert has been issued for these days. On the advancement of the Southwest monsoon, the IMD said that it has entered parts of Bihar and East Uttar Pradesh, Madhya Pradesh, some parts of West Uttar Pradesh, most parts of Uttarakhand, many parts of Himachal Pradesh, and some parts of Ladakh. In the next two days, as per IMD officials, the Southwest monsoon could arrive in Delhi. 'Conditions are favourable for further advance of Southwest monsoon over the remaining parts of North Arabian Sea, some more parts of Rajasthan, remaining parts of West Uttar Pradesh, Uttarakhand, Himachal Pradesh… during the next two days,' said the IMD.

New Delhi [India], June 15 (ANI): In a significant policy shift aimed at streamlining the research environment in India, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences, Dr Jitendra Singh on Sunday announced a set of policy reforms to enhance the 'Ease of Innovation' and 'Ease of Doing Research', providing long-awaited relief to innovators, researchers scholars, scientists and institutions across the country, the Ministry of Science & Technology said in a release on Sunday. Addressing a press conference at the National Media Centre in the national capital, Dr. Jitendra Singh unveiled decisions enabling academic and research institutions to bypass some of the most cited hurdles in their day-to-day functioning, particularly around procurement delays and financial ceilings. He added that such groundbreaking decisions could not have been possible without Prime Minister Narendra Modi's personal indulgence and support. The announcement follows extensive consultations led by the Principal Scientific Adviser's office, drawing insights from 13 IITs and multiple research bodies across India. One of the most consequential decisions announced is delegating procurement powers to institutional heads. Directors of scientific organisations and Vice Chancellors of universities will now be empowered to carry out non-GeM (Government e-Marketplace) purchases for specialized research equipment and materials--a departure from the existing rules which mandated GeM procurement even when suitable items were unavailable. 'We have tried to do away with red tape-ism,' said Dr Jitendra Singh. 'This is a move that places trust in the science leaders of this country. The message from the Modi Government is clear--we trust you, we value you, and we are committed to you.' The government has also revised key financial thresholds under the General Financial Rules (GFR). The ceiling for direct purchases has been doubled from Rs 1 lakh to Rs 2 lakh, while the range for purchases through departmental committees has been raised from Rs 1-10 lakh to Rs 2-25 lakh. Similarly, the limits for limited tender enquiries and advertised tenders have been increased from Rs 50 lakh to Rs 1 crore. Additionally, heads of institutions can now approve Global Tender Enquiries (GTEs) up to Rs 200 crore--previously a power reserved for central authorities. The new policies respond directly to longstanding grievances from research scholars and faculty, who often faced delays due to slow exemption processes and cumbersome procurement rules. A recent report by the Economic Advisory Council to the Prime Minister, along with a presentation by the PSA's office, highlighted how rules originally intended to ensure transparency were inadvertently hampering scientific progress. Dr Jitendra Singh clarified that while these reforms offer greater flexibility, they are built on a foundation of trust and accountability. 'There is an enormous responsibility that comes with this autonomy. We are relying on the integrity of the science community to ensure that this flexibility is used judiciously,' he said. The move is seen as part of the broader national effort to position India as an innovation-driven economy. Dr Jitendra Singh pointed out that similar liberalisation in the space and nuclear sectors had yielded strong results. 'We opened up the space sector, and today we're looking at an $8 billion economy poised to grow fivefold. These reforms are meant to replicate that success across the R&D ecosystem,' he said. He also underlined the alignment of these reforms with the National Education Policy 2020, which encourages interdisciplinary flexibility and student-led academic trajectories. 'If we are allowing students to choose their learning paths, we must also enable the research ecosystem to support that ambition,' he said. The policy changes are expected to significantly reduce delays in research projects, improve access to high-end equipment, and motivate young scholars, start-ups, and innovators who had often taken to social media to express their frustration with existing bottlenecks. With the Modi government completing 11 years in office, the announcement is being seen as a reaffirmation of its focus on science, innovation, and youth-led development--core themes that Dr Jitendra Singh said are 'integral to India's future global role.' The press conference was addressed in the presence of Dr. Rajesh S. Gokhale, Secretary, Department of Biotechnology; Prof AK Sood, Principal Scientific Advisor to the Government of India; and Sunil Kumar, Additional Secretary, Department of Science & Technology, with participation from scientists and senior officials of the respective departments. Delhiites breathed cleaner air after showers on early Sunday with the Air Quality Index (AQI) touching 140, prompting the Commission for Air Quality Management (CAQM) Sub-Committee on Graded Response Action Plan (GRAP) to revoke actions under Stage-I. 'Today, Delhi's Air Quality Index (AQI) of the day clocked 140 as per the daily AQI Bulletin provided by the Central Pollution Control Board (CPCB),' said Ministry of Environment, Forest and Climate Change in a statement. While comprehensively reviewing the overall air quality parameters in the region and other aspects, the Sub-Committee said, 'AQI of Delhi has shown consistent improvement due to favourable meteorological conditions and the AQI of Delhi has been recorded as 140 for June 15 (in 'Moderate' category). Further, the forecast by IMD/IITM also predicts AQI to mainly remain in 'Moderate' category in coming days.' 'Therefore, keeping in view this trend of improvement in the AQI of Delhi and also the forecasts by IMD/ IITM predicting the average air quality of Delhi to stay in 'Moderate' category in the coming days (for which forecast is available), the CAQM Sub-Committee on GRAP unanimously decided to revoke Stage-I of the extant schedule of GRAP in the entire NCR, with immediate effect,' the statement said. It was also stressed that all the agencies of the state governments/GNCTD in the NCR, need to ensure that all statutory directions, advisories and orders issued by the Commission are followed and implemented in right earnest to prevent the air quality from slipping to the 'Poor' category. The sub-committee said that all the agencies concerned are also required to take note of various actions and the targeted timelines as envisaged in the comprehensive policy issued by the Commission to curb air pollution in the NCR and take appropriate actions accordingly in the field, particularly the dust mitigation measures, the statement said. 'The Sub-Committee, shall be keeping a close watch on the air quality scenario and review the situation from time to time for further appropriate decision depending upon the air quality in Delhi and forecast made available by IMD/ IITM,' it said.
