Qatar ranks among top ten countries in 2025 Global Competitiveness Report

The National Planning Council (NPC) has announced that the State of Qatar has made remarkable progress in its development journey by ranking 9th globally in the 2025 Global Competitiveness Report, issued by the International Institute for Management Development (IMD).
This marks the first time Qatar enters the top ten countries in the global competitiveness ranking. The achievement reflects Qatar's well-established position in economic and administrative performance indicators and reaffirms the effectiveness of its long-term national policies in implementing the Third National Development Strategy and achieving Qatar National Vision 2030.
The Global Competitiveness Report assesses the performance of 67 economies across more than 330 indicators covering four main themes: economic performance, government efficiency, business efficiency, and infrastructure. Qatar has made significant progress in overall ranking, rising from 11th in 2024 to 9th in 2025.
A key driver of this advancement was Qatar's leap in the business efficiency axis, from 11th place in 2024 to 5th in 2025, reflecting ongoing reforms to enhance labor market flexibility, stimulate entrepreneurship, and empower the private sector. Qatar also maintained its 7th place globally in both economic performance and government efficiency, highlighting the resilience of its fiscal policy, the efficiency of public institutions and the quality of governance, especially in light of the current global economic challenges.
In the infrastructure axis, Qatar moved up three ranks, indicating continued strategic investment intransport, education, healthcare and digital infrastructure. Commenting on this achievement, HE Dr Abdulaziz bin Nasser bin Mubarak Al Khalifa, Secretary General of the National Planning Council, stated: 'Qatar's entry into the top ten globally in the competitiveness Report is a true testament to the clarity of our strategic vision, the solidity of our institutions, and the cohesion of our national efforts. This progress underscores the country's firm commitment to building a dynamic knowledge- and innovation-based economy, that offers fair and sustainable opportunities for all. We continue to implement the Third National Development Strategy in alignment with Qatar National Vision 2030, while focusing on enhancing competitiveness, achieving sustainable development, and improving the quality of life for the entire population.'
The report pointed out that Qatar recorded a significant improvement in several key indicators, where real GDP growth increased by 2.4%, real GDP per capita increased by 0.82%. Additionally, the Consumer Price Index (CPI) recorded a modest 1.07% year-on-year increase, while the homicide rate dropped to 0.07 cases per 100,000 people—the lowest globally.
Moreover, Qatar ranked first globally in 14 sub-indicators in the report, including youth unemployment rate, overall unemployment rate, consumption tax rate, individual income tax rate, homicide rate, human capital from expatriate labor, use of big data and analytics, effectiveness of corporate boards, banking and financial services, credit availability, perceived need for economic and social reforms, environmental legislation, financing of technological development, and healthcare infrastructure. Qatar also ranked second in several other sub-indicators, reinforcing its leading position in various aspects of competitiveness.
This progress yields tangible benefits for individuals and businesses alike. Qatar's high ranking in global indices boosts investor confidence, generates greater levels of foreign direct investment, and expands job opportunities in developed and future-oriented sectors. It also contributes to creating a business environment that stimulates growth and innovation and supports the diversification and long-term stability of the national economy, which is a key pillar of the Third National Development Strategy. This advancement underscores the effectiveness of Qatar's data-driven policy approach, empowering the private sector, and instilling a governance system based on performance, transparency and innovation, ensuring Qatar's position as a regional and global leader in competitiveness and sustainable development.
It should be noted that this is Qatar's 17th consecutive participation in the Global Competitiveness Report, representing a sustained collaboration between the International Institute for Management Development (IMD) and the National Planning Council.

In a statement, Qatar Airways said that this milestone collaboration forms part of a long-term partnership between Qatar Airways, Barzan Holdings, and Satys, aimed at enhancing Qatar's aviation ecosystem throughcapability building, technology transfer, and innovation. The new Qatar facility will be the first widebody Satys paint facility in the region to feature next-generation digital technology aircraft painting. Designed to accommodate commercial, VIP, and military aircraft, the project will include two widebody paint facilities, including a multipurpose hangar for light maintenance activities. The new facility will serve as a regional hub for airline operators across the Middle East and the Indian subcontinent, offering access to specialised painting services that reduce aircraft ground time by eliminating the need to ferry aircraft overseas for livery changes or repainting. The cutting-edge digital technology with future plans for automatic robotic painting leverages environmentally friendly paint systems, including energy-efficient booths and waste management controls. Through internship programmes like Mehnaty and Al Meydan, university students are gaining practical, hands-on experience that complements their academic journeys – and prepares them for an ever-evolving job market. Available to QF university students, Mehnaty is a work-study programme offering part-time, paid opportunities for students to contribute to QF centres and departments, while Al Meydan is an internship programme that places students in hands-on roles related to their fields of study, giving them valuable professional experience. Ahmad Kareem, head of Student Support and Outreach, Higher Education Division, QF, said: 'What makes these programmes so powerful is Qatar Foundation's unique ecosystem, which consists of a shared campus bringing together several world-class universities, leading research institutes, startup incubators, and corporate entities. This close proximity has created an environment students can seamlessly connect with a diverse range of internship and work-study opportunities, without ever leaving campus. 'Through this setting, both programmes aim to equip students with practical experience and professional readiness, foster initiative and a strong work ethic, and develop local talent across a wide range of sectors.' Roles available through Mehnaty and Al Meydan span a wide range of fields, including administrative support, research assistance, communications, event coordination, IT and digital innovation, creative design, library services, and sustainability-focused projects. Maryam Mostafawi, a student at QF partner university Northwestern University in Qatar, participated in the Al Meydan initiative and spent three months working in the Multimedia Department within QF's communications team. 'It was like the first time I'd ever worked in a formal setting, so it really helped me build the confidence I needed. I obviously need confidence to work, but I also needed it at university. Now, I'm more comfortable sharing my opinions and speaking in public,' said Mostafawi. 'I also learned how a department operates and how a creative team functions. Beyond that, I gained real, practical skills – like conducting in-depth research, using Excel, and carrying out interviews.' Mostafawi explained that the internship also played a pivotal role in shaping her future path, reaffirming her desire to pursue a career in a creative field with the goal of eventually teaching – inspired by the influence of her advisor. Abdullah Alokar, a student at Hamad Bin Khalifa University, participated in the Mehnaty programme, working in the Outreach and Initiatives Department within QF's communications team. 'My internship was transformative in developing my professional capabilities. The experience enhanced my ability to work effectively under pressure and thrive in team-based environments, while the communication-focused nature of the role strengthened my interpersonal skills,' Alokar said. 'Under the exceptional mentorship of Leena, I discovered my passion for this career path and gained valuable insights from her expertise. The constant interaction with diverse individuals prepared me perfectly for my current position, where relationship-building and communication remain central to my daily responsibilities. This internship laid the foundation for my professional growth and continues to influence my approach to work.' According to Kareem, Mehnaty and Al Meydan play a key role in QF's vision of producing graduates who are capable, confident, and ready to contribute meaningfully to Qatar's development and the wider world. 'In essence, the QF ecosystem is not just a place of learning - it's a dynamic launchpad where students become professionals, innovators, and leaders,' he said.
