SCBA chief wants govt to engage BNP-M

Supreme Court Bar Association (SCBA) President Mian Rauf Atta has urged the federal and provincial governments to form a fully empowered committee to hold negotiations with Balochistan National Party-Mengal (BNP-M) chief Akhtar Mengal.
Last Friday, the BNP-M announced a long march from Wadh to Quetta to protest against the arrests of Baloch Yakjehti Committee leaders and activists, including Dr Mahrang Baloch and Sammi Deen Baloch, as well as the police crackdown on their sit-in in Quetta. Sammi was released on Tuesday.
An official statement was issued regarding the meeting between SCBA president and BNP-M chief, which took place in a remote location in Mastung district.
According to the SCBA statement, BNP-M, which is engaged in a protest movement, presented its stance, asserting that their struggle and protest are constitutionally justified.
During the meeting, Mengal disclosed that a committee from the Balochistan government had approached him. In response, the BNP-M laid out three key demands, including release of all detainees held under MPO and withdrawal of the related notification, as done by the Sindh government.
The BNP-M sought permission to hold protests or sit-ins within a designated area which fell within the Red Zone. It further stated that if these demands are not met, BNP-M's entire leadership was prepared to court arrest.
According to the statement, the BNP-M clarified that if their demands were not fulfilled within a day or two, they would proceed with their planned protest march towards the Red Zone.
The SCBA president reaffirmed that the right to peaceful assembly, protest, freedom of expression, and movement are fundamental rights guaranteed by the Constitution.
The statement further noted that both sides agreed that dialogue, negotiations, and democratic processes are the only viable solutions to BNP-M's concerns and the broader issues of Balochistan.
Separately, the SCBA president met with former Balochistan chief minister Dr Abdul Malik to discuss the province's pressing issues. Senator Mir Kabir Muhammad Shahi was also present during the meeting.
According to an SCBA statement, the meeting was held in the context of efforts to unite all national political parties in addressing Balochistan's ongoing challenges. The discussions focused on formulating a long-term solution to the province's issues.
Both sides agreed that border management and equitable distribution of resources are critical provincial matters. However, they emphasized that these concerns should not take precedence over public safety and the well-being of Balochistan's citizens.
The statement expressed concerns over the "lack of seriousness displayed by mainstream political parties" regarding Balochistan's issues.

In response to the uproar, Nisar Khuhro addressed the opposition members directly, saying, 'Even you should feel proud of Mohtarma Benazir Bhutto. By protesting during this resolution, you are only tarnishing your image in the eyes of the people of Sindh. This resolution has been prepared in consultation with Syed Qaim Ali Shah and Chief Minister Murad Ali Shah.' Despite the opposition's absence, the resolution paying tribute to Benazir Bhutto on her birthday was adopted by the House. Later, speaking to the media outside the Assembly, Leader of the Opposition Ali Khursheedi condemned the government's move, calling it a violation of Assembly norms and the Constitution. 'We were told on budget day that no resolutions could be tabled during the budget session. When we tried to bring a resolution in support of Iran, we were denied. But today, the same rules were bent for a political tribute. This selective application of the Constitution is unacceptable,' he said. Khursheedi further remarked, 'Mohtarma Benazir Bhutto is indeed a respected figure for all, but no one — regardless of stature — should be paid homage at the cost of violating the House's procedures during a budget session.' Taking a pointed jab, he added, 'I'm merely reminding history — Nisar Khuhro once distributed sweets upon the martyrdom of Zulfikar Ali Bhutto.' The Constitutional Bench of the Sindh High Court (SHC), comprising Justice K.K. Agha and Justice Adnan-ul-Karim Memon, heard Acting Governor Owais Qadir Shah's petition challenging the locking of Governor House offices. The court ordered the immediate reopening of these offices and directed the principal secretary to submit a compliance report by June 23. During the urgent hearing, the bench granted acting governor immediate access to the Sindh Governor's official residence. The court specifically ordered the unlocking of all offices (excluding private residential quarters) and restrained the principal secretary from obstructing the acting governor's access. The court also directed that a copy of the judicial order be transmitted to the President of Pakistan and the Principal Secretary of the Governor's House, Sindh. In the petition, it was averred that since assuming charge, the Acting Governor, Owais Qadir Shah, has been denied entry to the Governor's House for official duties which is a violation of Article 104 of the Constitution. Governor Kamran Tessori has been abroad since June 2. Acting Governor of Sindh, Owais Qadir Shah, informed the court that a meeting on law and order in the was scheduled for today, specifically to discuss matters related to Muharram. The home minister, secretary, IG Sindh, and other officials reached for the meeting. However, the principal secretary stated that the governor had taken the office keys with him. Owais Qadir Shah stated that this was an act of considering the Governor's House as their personal lounge. He cited the Constitution, which clearly states that in the absence of the governor, the acting governor can perform duties. Owais Qadir Shah said, he would write to the chief minister, highlighting that this was a mockery of the Constitution.

KARACHI: The Sindh High Court (SHC) has directed the Principal Secretary of the Governor of Sindh to grant full access to the Acting Governor, Syed Awais Qadir Shah, to all official rooms, offices, and chambers within the Governor House. In a constitutional petition, Syed Awais Qadir Shah, who is also the Speaker of the Sindh Assembly, pleaded that despite Governor Sindh Kamran Tessori being abroad, and as per Article 104 of the Constitution, which mandates the Speaker to perform the Governor's functions, he was being denied access to the Governor House and its associated offices. The petitioner's counsels, Barrister Azain Memon and Zubair Ali Butt, argued that the Principal Secretary had repeatedly refused the petitioner and his staff access to the Governor House, despite formal requests; this denial hindered the Acting Governor's ability to perform his official duties. The court was informed that the denial of access was not an isolated incident but had occurred multiple times, including on the day of the hearing. The petitioner sought immediate and unobstructed access to the Governor House and its resources to discharge his duties as Acting Governor. The Advocate General Sindh, Jawad Dero, stated that the Acting Governor was legally entitled to use the Governor House for official business. The court, after interpreting Article 104, concluded that the petitioner could not be denied access to the Governor House to carry out his official duties. The court directed the Principal Secretary to provide immediate access to the Acting Governor to all rooms, offices, and chambers in the Governor House, except the residential portion, to enable him to perform his official duties.
