
How reliable are the rankings of India's top IITs and IIMs?
Every year, around the time when the new academic year begins, the ministry of education releases its annual rankings of government and private higher education institutions in the country. The rankings, which have been published since 2016, are calculated based on the government's National Institutional Ranking Framework.
The rankings are published across different categories, including engineering, management, medicine and law. In each category, the ministry lists the 200 institutions that in its assessment are the best in the country that year.
The NIRF rankings are a crucial resource for millions of students who have to decide what institutions and programmes to seek admission in each year.
But are the rankings based on a rigorous methodology and consistent data?
This question came to fore last September when an employee of the Indian Institute of Management Mumbai alleged that the institute had inflated numbers pertaining to income, expenditure and faculty strength in the data it submitted to the NIRF. Scroll cross-checked these claims by sourcing data that the institute had submitted to the NIRF, as well as the data published in its annual reports, and found that there were indeed significant discrepancies between the two. Neither the institute nor the ministry of education had responded to Scroll 's requests for comment.
However, the case highlighted one of the fault lines of the rankings system: it relies on self-reported data. Data that the institutions submit is used to assign ranks to them, raising questions about the reliability of the process.
The IIM Mumbai employee's allegations raised concerns over whether similar discrepancies could be found in data from other leading institutions.
Scroll examined the data submitted to NIRF by all government engineering and management institutes ranked in the top ten. We picked data from 2022-'23, the same year for which IIM Mumbai's data came into question.
That year, seven Indian Institutes of Management were among the top 10 institutes in the management category. The engineering category featured nine Indian Institutes of Technology.
We compared the data submitted by the institutes to NIRF with the data published in their annual reports. We specifically considered the data in these documents pertaining to income and expenditure.
Our analysis showed significant discrepancies between data submitted for NIRF and data published in the annual reports of institutions.
Most institutes did not respond to our questions about these discrepancies. But professors with administrative experience in public institutes, speaking on the condition of anonymity, admitted there was a widespread lack of clarity about how data should be categorised. One IIT professor said he had heard that 'institutions often exaggerate numbers to get higher rankings, even when it comes to their number of published papers'.
Confusion over data
Experts who have analysed the NIRF system have raised concern in the past over the lack of clarity and transparency when it comes to the data submitted for the rankings.
In June 2024, V Ramgopal Rao, a former director of IIT Delhi, and Abhishek Singh from the Birla Institute of Technology and Science published a paper on the rankings and found several flaws and inconsistencies in the system.
'The reliance on self-reported data raises pertinent questions regarding the consistency and accuracy of the information presented,' they wrote.
This was not only because it would be in each institution's interest to report favourable data. 'Institutions varying in size, structure and resources may interpret and report data differently, potentially leading to disparities in the ranking outcomes,' they wrote. 'The absence of stringent mechanisms for verifying the accuracy and uniformity of the submitted data introduces an element of uncertainty into the rankings.'
This, they noted, has serious implications on the reliability of the rankings system. 'Without standardised reporting practices, the rankings may inadvertently favour institutions adept at presenting data in a favourable light rather than those genuinely excelling in academic parameters,' the paper stated.
The paper also criticised the NIRF system for the lack of transparency about its methodology, specifically about the assessment of financial data.
'To mitigate ambiguity and potential misinterpretations, it is imperative to establish unambiguous and explicit definitions of metrics, especially those which capture financial data,' the paper noted. 'Formulating clear and well-defined rules and criteria is essential to ensure a standardised and equitable assessment.'
Comparing data for the IIMs
In the NIRF documents of the IIMs, expenditure is broken down into two heads: operational expenditure and capital expenditure.
In contrast, the annual reports of the IIMs break down expenditure into several heads, including staff payments and benefits, academic expenses, and administrative and general expenses.
The IIT professor mentioned above, who has been involved in submitting data for NIRF, and an IIM professor, who has analysed such data closely, told Scroll that the categories of expenditure mentioned in the annual reports correspond to the 'operational expenditure' category of the NIRF documents.
Thus, we compared these two sets of figures between the NIRF documents and annual reports.
We found that only in one instance, of IIM Lucknow, did the two figures correspond exactly. IIM Bangalore reported an operational expenditure of around Rs 287.87 crore to NIRF, which was Rs 70 crore higher than what it declared in its annual report. In the remaining four IIMs, expenditure figures declared to NIRF were lower than those declared in the annual reports.
Thus, the data did not suggest that a majority of these institutes had exaggerated expenditure figures in their NIRF submissions. This was despite the fact that the framework's methodology rewards institutions for high operational expenditure, as part of a calculation termed 'financial resources and their utilisation'. But the data did show widespread discrepancies between these figures and those in the annual reports, indicating a lack of clarity about what data that falls under these heads.
When it comes to income, the IIM NIRF document lists income from three categories: sponsored research, consultancy projects and 'executive development programs/management development programs'.
However, the annual reports of the IIMs list income under several heads, including from academic receipts, 'grants/subsidies', income from investments, income from sponsored research and consultancy projects, and income from executive/management development programmes, as well a category termed 'other income'.
Where the NIRF documents and the income statements of annual reports contained identical categories, we compared figures directly. When the categories did not match, we examined other sections in the annual reports to locate income from sources mentioned in the NIRF documents, such as sponsored projects. Even in instances where money from sponsored research was listed under sections such as 'current liabilities and provisions', we included it in our calculations, despite three IIM professors maintaining that these entries were not technically categorised as income.
Thus, we compared the total income from sponsored projects and consultancy listed in the NIRF documents, with the highest income or credit shown under these heads in any section of the institutions' annual reports.
Separately, we compared the income from executive and management development projects in the former documents, with the highest income or credit listed under this category in the annual reports.
We found that of a total of 12 such comparisons across the six institutes, in 10 cases, the income reported to NIRF was higher than that declared in the annual report. The highest such difference was found in the instance of IIM Kozhikode, whose NIRF documents listed an income from executive development programmes of Rs 137.13 crore, which was Rs 60.16 crore higher than the figure declared in its annual report.
'Higher income and expenditure allows institutions to project a bigger scale of operations,' a professor from a private university told Scroll.
Another professor from a public university said, 'If institutions are able to garner higher earnings from their consultancy programmes and research, it secures them a higher ranking.'
Indeed, the NIRF methodology rewards institutions for high research funding and consultancy income, and in the case of management institutes, for income from executive and management development programmes.
Scroll emailed all the above institutions, seeking clarity on these apparent discrepancies. As of publishing, only IIM Bangalore had responded.
The institute did not reply to specific queries about figures in the two sets of documents. It noted that a 'NIRF Methodology document spells out the ranking formula for Financial Resources Utilisation'. A guidelines document 'has further instructions on what kind of expenditure should be included and what are those that are to be specifically excluded', it noted. It added, 'Our reporting is compiled on the basis of the Methodology and Guidelines documents.'
For their annual reports, the institute said, 'institutes like the IIMs are governed by the uniform reporting format issued by the Ministry of Education in consultation with the CAG'. It stated, 'The Income and Expenditure and Balance Sheet formats and significant accounting policies are spelt out in that document. Our annual accounts are also compiled on the basis of the mandated reporting format.'
Further, it said, 'Given this background, when we report relevant data under Financial Resources utilisation for the NIRF evaluation, data is taken from the annual accounts and specific inclusions and exclusions as per the guidelines are made in order to arrive at the final number that is used in the methodology document to arrive at per student values.'
Data for the IITs
Similarly, Scroll also analysed the data submitted by all the IITs that figured in the top 10 ranks of the engineering list for the year 2022-'23. Nine out of the ten ranks were occupied by the IITs – but since data was unavailable for the Hyderabad and Rohtak institutes, we analysed data for a total of seven institutes.
With regard to the IITs too, Scroll compared the sums of operational expenditure mentioned in the NIRF with the total expenditure mentioned in the institutions' annual reports.
Out of the seven, three institutions stated higher expenditure figures in the NIRF documents. IIT Madras had the largest difference between the figure submitted to NIRF and the figure mentioned in its annual report. In its NIRF submissions, the institute stated that its expenditure for the year was around Rs 1,360 crore, but in its annual report, the figure mentioned was around Rs 727 crore, or Rs 633 crore less.
The other two institutions that stated higher expenditure figures in the NIRF documents were IIT-Delhi and IIT BHU.
When it came to income, the NIRF documents listed income from sponsored research and consultancy projects. As with the IIMs, we looked through the annual reports and compared these figures with figures listed in any section of the annual report under the same category. If more than one section contained an entry under the same head, we used the higher number.
This analysis indicated that four IITs had reported higher income from sponsored research and consultancy projects to NIRF than the figures they had declared in their annual reports.
The largest such difference was seen in the case of IIT Bombay, which showed a total income from these sources of Rs 569.49 crore. Of this, the consultancy income mentioned in the two sets of documents was identical: Rs 99.63 crore. But the declared income from sponsored research in NIRF documents, Rs 469.86 crore in NIRF documents, was Rs 196.52 crore higher than the figure in the annual report.
On the other end of the spectrum was IIT Madras, which in its annual report declared income of Rs 1505.16 crore from consultancy and sponsored projects, which was Rs 656.74 crore higher than that declared in its NIRF documents.
Only IIT Kharagpur explicitly mentioned a specific category under the income statement of its annual reports that listed income from 'Sponsored/Research/Consultancy Projects'. While the institute listed income from these sources of Rs 227 crore in its NIRF documents, it listed income of Rs 116 crore from them in its annual reports.
'I've also heard that institutions often exaggerate numbers to get higher rankings, even when it comes to their number of published papers,' the IIT professor said. 'There is no proper verification that happens to ensure all the data institutions are sending in is true.'
Another professor from an IIT noted that 'if NIRF made definitions clearer', confusion over data categories could be avoided. 'Some of these discrepancies happen because there is not enough clarity,' the professor said. 'Sometimes when we have doubts, we ask counterparts in other IITs to find out what data to submit.' The professor suggested that NIRF conduct sessions or workshops to clearly explain all the categories and what they entail.
After the IIM Mumbai staffer flagged concerns about the institution's data, the administration suspended two of its staff for six months – one, the whistleblower themself, and another staffer who the adminstration believed was involved in the process of drafting the letter. Staff at IIM Mumbai said that the author of the letter faced pressure from the institute and decided to give up on the matter. After their six-month suspension ended, they were absorbed back into the administration.
However, the other employee, a professor at the institution, continued to be targeted by the administration, other staffers told Scroll. His six-month suspension was extended to nine months and in January to his surprise, he was handed a termination letter. Both the reasons for his suspension and termination were that he had allegedly 'maligned the name of the institution'.

Citing ‘misuse', EC cuts storage time of polling videos, photos to 45 days
The Election Commission has reduced the retention period of video footage and photographs of the polling process to 45 days, citing 'recent misuse' of such material, The Indian Express reported on Friday. In a notice to state chief electoral officers on May 30, the commission stated that videography and photography of polling were not mandated by law but were used as an 'internal management tool', the newspaper reported. The panel said that the data can be deleted after the 45-day period if no election petition is filed for it, The Indian Express reported. It was referring to petitions filed in courts to challenge the election of a candidate in a poll. In 2024, the Election Commission had issued instructions laying out timelines, ranging from three months to a year, for storing video footage from stages of the election process, the newspaper reported. The guidelines mandated that the footage from the pre-nomination period must be retained for three months. Recordings from the nomination stage, campaign period, polling and counting were to be preserved for periods between six months and one year, it had stated. In its May 30 notice, the poll panel said that the 'recent misuse of this content by non-contestants for spreading misinformation and malicious narratives on social media by selective and out-of-context use of such content, which will not lead to any legal outcome, has prompted a review', The Indian Express reported. It added: 'If no election petition is filed in respect of a particular constituency, then the said data may be destroyed'. With the new instructions, the time for storing the footage aligns with the 45-day period for filing an election petition, The Indian Express quoted unidentified polling officials as saying. As first reported by Scroll, the Union government in December amended Rule 93(2)(a) of the rules, which stated that 'all other papers relating to the election shall be open to public inspection'. The amended rule says: 'All other papers as specified in these rules relating to the election shall be open to public inspection.' With this change – notified by the Union Ministry of Law and Justice, in consultation with the Election Commission – not all poll-related papers can be inspected by the public. Only those papers specified in the Conduct of Election Rules can be scrutinised. Courts, too, would also not be able to direct the poll panel to provide all election-related papers for public scrutiny. The Congress has challenged the change of rules in the Supreme Court. The December amendment, unidentified Election Commission officials had told The Indian Express, would clarify that electronic footage of the polling process is not covered within the definition of election papers and hence not open to public scrutiny. Providing security camera footage would amount to the violation of the secrecy of the vote and open it up to potential misuse through the use of artificial intelligence, they were quoted as having argued.

Caught in Iran crossfire, Kashmiri students wait for a passage home
In a few weeks, Syed Aiman Zahra, 24, was supposed to be flying home to Kashmir after completing her medical studies in Iran. A final-year undergraduate medical student at Shiraz University of Medical Sciences in Iran's southwestern city of Shiraz, Zahra has spent nearly six years studying in Iran. Her final examination was scheduled for June 19 and her father was expected to join her five days later. Instead, on Tuesday afternoon, Zahra was among the 200 Indian students relocated to the city of Yazd, more than 450 km north of Shiraz. Four days earlier, Israel had launched a surprise attack on Iran's top military leadership, nuclear scientists, uranium enrichment sites and ballistic missile programme. Around 1,500 Indian students, most of them from Jammu and Kashmir, are studying medicine, engineering and religious studies among other subjects in Iran. 'We are in a hotel right now,' Zahra told Scroll in an interview over text messages. Following Israel's attacks on Friday, the internet speed in Iran has gone abysmally slow. 'My family is under a lot of stress because of all this. But I am trying to convince them that everything is alright.' Indian students say there is little clarity on whether they will be moved out of Iran. Indian Embassy authorities in Iran have relocated most of the students from the capital city of Tehran and other cities targeted by Israeli bombardment that began on June 13. But so far, the Indian government has not ordered a complete evacuation of its citizens from the country. Calling it a 'fluid situation', the Ministry of External Affairs said on June 17 that the Indian Embassy remains 'continuously in touch with the community' and that further advisories may be issued. 'It was terrifying' Zahra, who is in the final month of her degree, said till a few days ago everything was normal. 'I was regularly going to the hospital for rounds and night shifts. Everything was going fine but suddenly all of this happened.' According to Zahra, Iran's Ministry of Education on June 15 cancelled all examinations after the Israeli attack. Though upset about her delayed examination, Zahra felt safe as most of the Israeli strikes were aimed at Tehran. 'Over the past two-three days, there were a few incidents in some parts of Shiraz, but nothing major,' Zahra wrote. But that changed dramatically late on Monday. 'Around 8 pm, our warden told us to come downstairs. Our study room is in the basement, so we went there, and she stayed with us. The strike was going on, there were interceptions, and everyone was really worried. We turned off the lights and sat there quietly, waiting for things to settle down,' Zahra said. By 10 pm, just as they had moved back to their rooms, another round of airstrikes began. 'It lasted until around 11 pm. So again, we rushed to the basement. Lights off, everyone tense, just waiting for it to be over,' she wrote. Once the second strike ended, Zahra went back upstairs and began packing. Two days earlier, Zahra said Indian Embassy officials in Tehran had told nearly 200 Indian students at the campus that they would be relocated. 'I went to sleep around 2.15 am but around 2.40 am my juniors came to my room saying they were hearing noises outside,' she said. 'I stepped into the hallway and suddenly, another round of strikes began.' This round of strikes, Zahra said, felt nearer. 'We immediately sat on the floor and turned off the lights. It was terrifying,' she said. 'Everything finally calmed down around 4.15 am. By 5 am, we left the hostel.' She said she is positive about her safety and getting home soon. The facilities in Yazd are good and Indian Embassy officials are helpful, she said. 'We will come back, Inshallah. We are safe, Alhamdulillah [All thanks to Almighty].' On Sunday, Jammu and Kashmir Chief Minister Omar Abdullah said he had spoken to External Affairs Minister, S Jaishankar. In a post on X, Abdullah said Jaishankar had assured him that the ministry was in close contact with their counterparts in Iran and that they would take 'all necessary steps to safeguard all Indian students in Iran'. On June 14, Iran retaliated by targeting several cities in Israel, including capital Tel Aviv, by launching nearly 400 missiles and hundreds of drones. At least 250 have been killed in the four-five days of hostilities, with Iran suffering at least 90% of the casualties. Two Kashmiri students suffered minor injuries after an Israeli strike near Tehran University of Medical Sciences on June 15 shattered a hostel building. But so far, all Indians in Iran are safe. It is unclear when the military attacks between the two long-hostile countries in West Asia will end. On June 16, United States President Donald Trump said Tehran should be evacuated. It also said that the Indian Embassy in Iran has advised Indian residents who have their own transport 'to move out of the city in view of the developing situation'. The embassy, however, did not say which areas or cities it had suggested Indian citizens go to. Without specifying any number, the ministry also said that 'some Indians have been facilitated to leave Iran through the border with Armenia'. Some Indian students in Urmia, in northwestern Iran, were shifted to the neighbouring country of Armenia on Monday evening. 'We have been asked to wait and there's a word going around that they may take us to India tomorrow [Wednesday],' said Mushabir Reyan, a fourth-year Kashmiri MBBS student at Urmia university. Reyan is among the 110 Indian students who reached the Armenian capital Yerevan on Tuesday morning. 'Urmia was not directly targeted by Israeli strikes,' he said. 'There were some reports of attacks in Jolfa city which is some 220 km from Urmia.' Nasir Kheuhami, National Convener of Jammu and Kashmir Students Association, said on Wednesday that 110 Indian students in Armenia would be flying to Doha on Wednesday morning and then to New Delhi. 'We have been informed by the office of the External Affairs Minister that all tickets have been arranged free of cost by the Government of India,' Kheuhami said. 'Evacuate us too' So far, Israeli strikes have targeted only parts of Iran, primarily Tehran, but the panic among Indian students has spread across the length and breadth of the country. Sadia Wani, 20, from North Kashmir's Kupwara district, is a first-year MBBS student at Golestan University of Iran's Gorgan city, more than 400 km northeast of Tehran. Wani is among the 60 Indian students at the university. Fifty of these Indian students are from Kashmir. 'We are safe for now but given the war, no place is safe,' said Wani, adding that the university has cancelled examinations. '[Indian] students have been evacuated from the universities of Tehran and Shiraz as the situation there is really bad.' Though they are relatively safe with no concerns about food and medical supplies, Wani said they do not want to be left behind in case the Indian government wants to evacuate citizens from Iran. 'If there's an evacuation, then we should also be evacuated,' said Wani. 'Our safety is paramount.' Amid the uncertainty, Wani said she does not anticipate the situation returning to normal soon. 'The Indian Embassy is in touch with us and they have informed us that the next 24 hours are crucial as there is a possibility of a ceasefire,' said Wani. 'In case there is a ceasefire, then it would be great. If not, then we should be taken home.' 'Media needs to be careful' Some say the panic is being aggravated by false media reporting and sensationalism. Waseem Reza, a Kashmiri religious scholar in Qom, one of Iran's holiest cities known for its revered shrines and a centre of learning for Shiite Muslim clerics, said the situation is far from what is being portrayed in the media. 'Definitely, it's a war-like situation but it has remained confined only to certain parts of Tehran. Rest of the things are normal,' Reza told Scroll on Tuesday over the phone from Qom. 'People are going to offices, shopping malls and cinemas are open, traffic is running smoothly.' The Iranian government has advised locals to avoid venturing closer to military and security infrastructure sites, said Reza. Reza is among 100-150 Kashmiri students pursuing religious education in Qom. While students of medicine or engineering live in hostels or shared apartments with their classmates, those pursuing religious education in Iran's seminaries live with their families, including children. On Tuesday, Reza said, he also appeared for his university examination. 'It's not that the entire country has come to a halt as the media back home is projecting,' he said.

How the life of an interfaith couple from Ghaziabad was upended by BJP leader's ‘love jihad' claims
'Mujhe help chahiye, mere ghar walon ne mujhe bandi bana rakha hai.' Help me, my family has been keeping me captive, 25-year-old Sonika Chauhan had pleaded in a surreptitious message to Scroll on June 12. Until a few weeks ago, Chauhan was running a beauty parlour in the National Capital Region's Ghaziabad city. Next door, Akbar Khan, her 29-year-old husband, operated a centre to help people fill out government forms. The two had got married privately in August 2022 but did not move in together. They were trying to convince Chauhan's family to approve of their union, Khan told Scroll. They hoped to hold a wedding reception with the two families at a hill station later this year. But their plans were violently upended on May 24. In mere 48 hours, Chauhan's family has prevented her from meeting Khan and their businesses were vandalised by a mob that saw their marriage as a case of so-called love jihad. Love jihad is a Hindutva conspiracy theory that holds that Muslim men pose as Hindus to trick Hindu women into relationships with the aim of converting them to Islam. Chauhan said she has since been held captive by her parents. Khan spent two weeks in prison for purportedly abducting his own wife. At the scene when the mob gathered at the shops run by Chauhan and Khan on May 26 was a Bharatiya Janata Party leader and a former municipal councillor called Meena Bhandari. Chauhan alleged that Bhandari had played a key role in the events leading up to Khan's arrest. It is all Meena Bhandari's doing, Chauhan claimed. But Bhandari denies these allegations. 'I would have to be a very powerful person for the police to do as I say,' she said. 'But I do accept that I came forward to help the Chauhan family in this case. I will keep doing whatever I can to have miscreants like him [Khan] punished.' A violent evening Neighbours who saw the couple run their businesses side by side for several years expressed surprise at the violent turn that events took that evening. 'I cannot understand what went wrong,' said a tailor who works across the road from them. 'They spent all their time together and everybody knew about them. Her father or brother would drop her at the parlour every morning and pick her up in the evening.' Khan's relatives said that the two families had cordial relations. 'We celebrated all festivals together and visited each other's homes often,' said his nephew. A niece countered the 'love jihad' allegations against her uncle by pulling up pictures on her phone that showed the couple praying at a Hindu temple. Khan and Chauhan had been married under the Special Marriage Act on August 29, 2022. Scroll has seen the marriage certificate and spoken to one of the three witnesses listed in the document to verify its authenticity. 'The marriage is absolutely genuine,' the witness said. 'Both of them appeared before the sub-divisional magistrate. They were both adults and decided to marry each other of their own accord.' But Chauhan's parents claim that they did not know about the marriage. Laxman Singh Chauhan, her father, told The Indian Express that he learned of it only three weeks ago, on May 24. That evening, he turned up at the beauty parlour with his wife to confront the couple. Sonika Chauhan alleged that they beat her and tried to pressure her to divorce Khan. The couple left for Prayagraj that night to seek protection from Allahabad High Court, Khan said. Chauhan's parents were acting on pressure from Meena Bhandari, the BJP leader, the couple alleged. 'She used to come home and ask my mother to get us divorced,' Chauhan claimed. Added Khan: 'Bhandari would tell her parents that their community would disown them for letting their daughter marry a Muslim. They were under tremendous social pressure for the last six months.' However, Bhandari claimed that she only stepped in after the couple ran away on May 24. 'I got a call from someone saying Laxman Singh Chauhan's daughter had eloped with Akbar Khan,' she said. 'I knew the family from before because we are both from Uttarakhand. That is why I went to Indirapuram police station.' There, she demanded that Khan be arrested. She refused to leave the police station till the officers on duty assured her that it would be done the following day, Bhandari said. The next morning she was at the police station once again. The pressure led the couple to abort their trip to Prayagraj midway and come back to present themselves before the Ghaziabad police on the afternoon of May 25, Khan said. They did so, he added, because they feared for his family's safety. They hoped that the police would record Chauhan's statement confirming their marriage and put an end to their ordeal. Instead, the police arrested Khan and forced Chauhan to go with her parents, the couple said. Khan, two of his sisters, one sister-in-law and a Hindu neighbour were all arrested for allegedly confining Chauhan in the beauty parlour and then abducting her. According to the first information report seen by Scroll, the police also invoked a charge of rioting against him even though no such incident had taken place that day. The next evening, on May 26, a mob of about '50-60 people' vandalised the couple's businesses, according to a second FIR registered at the Indirapuram police station. Play This FIR was registered against unknown persons. But locals who witnessed the attack identified Meena Bhandari in the crowd that evening. 'Politicians made the most of the opportunity that day,' said a businessman who works in the same neighbourhood. 'Khan was lucky to have been arrested the previous day. If those in the mob had caught hold of him, they would have killed him.' Bhandari admitted to being present at the scene but claimed she was there because the police asked her to help control the crowd. 'I cried myself hoarse that Khan is in jail but people were angry with him because of his misdeeds,' she said. 'What else could I have done? The mob was very aggressive.' However, footage from a closed-circuit television camera installed outside Chauhan's beauty parlour shows that Bhandari arrived on the scene well before the mob started its attack. Bhandari was talking on her phone as the crowd slowly gathered outside the shops. Several people walked up to her and greeted her. At one point, Bhandari is seen raising her clenched fist and the mob around her emulates the gesture. The video footage ends with one member of the mob pulling down the closed-circuit television camera and breaking it. Settling old scores The couple alleged that Meena Bhandari was doing this because of past acrimony with Khan. 'It began in 2018, when she was the councillor,' Khan said. 'I did not invite her for the opening of my centre. She later asked how there could be two such centres within a kilometre of each other. But I had a licence from the government of Uttar Pradesh. So she could not stop me from running my business. But she would often threaten me.' The BJP leader admitted that she had previous runs-in with Khan. In fact, she claimed that she was preparing her own case of alleged financial fraud against him. 'When I was the councillor, I had his centre investigated,' Bhandari said. 'I have been after him and his family for a long time because of all their fraud.' However, Bhandari insisted that her animosity with Khan was separate from the complaint filed by Chauhan's father. She was helping the Chauhans because she seriously saw it as a case of so-called love jihad and wanted Khan punished for it. 'He trapped her in love when she was 16,' Bhandari said. 'He wore a sacred thread around his wrist and put vermillion on his forehead to present himself as a Hindu. In the beginning, the girl did not even know he is Muslim. All of this is proof of love jihad.' However, the Hindu neighbour of the Khans who had also been arrested by the police, said that Bhandari was acting out of envy. Khan, she explained, had done well for himself and that riled many in the neighbourhood. Bhandari responded to this by alleging financial wrongdoing against Khan. 'He has 32 flats, three Scorpios and two Fortuner cars but where did all this money come from?' she claimed. The role of the police Khan spent two weeks in prison before getting bail on June 8. His lawyer said that the case now hinges on Sonika Chauhan's statement. Khan's family alleges that the delay in recording the statement allowed the Chauhan family to pressure her. On June 6, The Indian Express cited neighbours of the family to say that the family had taken Chauhan to Uttarakhand. But when Scroll visited their home in Indirapuram, we found the family there. However, they refused to discuss the case or share any information at all. The police deny any lapses on their part. Abhishek Srivastava, Indirapuram's assistant commissioner of police, dismissed Chauhan's allegation that her family was holding her captive. 'There is no such issue,' he told Scroll on Friday. 'Her statement is due to be recorded in court. We will take whatever legal steps we need to take on the basis of her statement.' In fact, the police argue that rather than being held captive, Sonika Chauhan is not willing to come forward and give a statement. 'My job is to ask her if she is willing to record her statement,' said Sub-Inspector Anuj Kumar, who was initially handling the investigation. 'If she is not willing, how can I proceed? In such cases, it is all about the mental state that she is in.' Kumar also refuted the idea that the police had been acting under pressure from Meena Bhandari. 'I don't work for Meena Bhandari,' he said curtly. In the rioting and vandalism case, the police are yet to make any arrests. Sub-inspector Rajendra Singh, who is leading that investigation, said he had not come across any political angle so far. Khan's side, however, is not buying that the police are acting fairly. The neighbour who had been arrested along with Khan alleged that the police have acted in a biased manner all along. She argued that the issue could have been resolved on May 25 itself because Chauhan was ready to give her statement right then. 'It looked like the police were afraid of Meena Bhandari,' she said. 'If they start doing Hindu-Muslim, they have no right to be here. Just because a crowd gathers, can you forget justice?'
