Oman fast-tracks Artificial Intelligence for economic transformation

MUSCAT: The Sultanate of Oman is intensifying efforts to integrate artificial intelligence (AI) across various economic sectors as part of its broader digital economy strategy. Central to this initiative is the National Program for Artificial Intelligence and Advanced Digital Technologies, which promotes AI adoption in economic and development sectors, localises AI technologies, and ensures responsible governance with a human-centered approach.
Oman's focus on AI is yielding results. In 2024, the country climbed five spots to rank 45th globally out of 193 countries on the Government AI Readiness Index. The national AI programme has led to several milestones, including the 'Engineer It with AI' competition, which generated eight qualified generative AI applications now available on digital platforms.
To foster innovation and reduce implementation risks, the Ministry of Transport, Communications and Information Technology (MoTCIT) has piloted a range of AI-powered experiments in controlled settings. These include facial recognition systems, air quality monitoring, AI-driven agricultural census, smart urban planning, drone-based surveying, and intelligent systems for fish farming and construction.
Meanwhile, the Ministry of Higher Education, Research, and Innovation is backing academic research aligned with national AI priorities. A standout project from the National University of Science and Technology—focused on maximising benefits and minimising risks of generative AI in education—has made notable progress. The research involves building smart models and analysing educational data to create a national framework for AI's impact in the sector.
In a bid to accelerate economic diversification, Oman is implementing the 'Artificial Intelligence Economics' initiative, which supports government innovation and AI-based solutions across sectors. Among the approved projects are the National Centre for Virtual Health, Geological Data Analysis, Environmental Information Bank, Ain Media Platform, Investment Dashboard, smart governance portals, and a support program for Omani startups.
Dr Salem bin Humaid al Shuaili, Director of AI and Advanced Technologies Projects at MoTCIT, revealed that Oman allocated RO 10 million in 2023 and RO 15 million in 2024 for AI projects. Between 2021 and 2024, total investment in the AI sector reached RO 60 million.
Dr Al Shuaili also highlighted the ongoing development of 'Oman GPT,' a national language model to improve public sector efficiency using generative AI. Additionally, the upcoming 'Studio Oman' AI Centre will serve as a platform to bridge innovators with market needs, boost GDP contributions from AI, and localise key digital technologies.
Oman is also setting up a Fourth Industrial Revolution Centre—the sixth in the Middle East and 22nd globally—to drive AI localisation and benefit from international expertise. The move underscores Oman's ambition to become a leading nation in AI readiness, attract more startups, and increase annual AI investment by 20%.

By OUR CORRESPONDENT Muscat – In an effort to enhance digital sovereignty and support technology localisation, Ministry of Transport, Communications and Information Technology (MTCIT) has invited expressions of interest (EOI) from local companies and investors to develop open-source office software. The ministry's Internal Investment Committee has called on Omani firms with expertise in software development to propose solutions for word processing, presentations and spreadsheets based on open-source platforms. The aim is to deploy these applications across government and institutional settings, meeting standard office software requirements. MTCIT said the government plans to sign a licensing agreement with the selected developer for a fixed term, as part of wider national efforts to build local technological capabilities and reduce reliance on foreign proprietary systems. Interested firms must submit a formal letter expressing their interest, along with a preliminary operational model of the proposed solution, company profile, commercial registration and valid business licence. A preliminary economic feasibility study and documents demonstrating experience and technical capability are also required. All submissions must be in PDF format and emailed to [email protected]. Submission deadline is July 20.

Muscat: As part of its ongoing efforts to build national research and innovation capabilities, the Ministry of Higher Education, Research and Innovation (MoHERI) has launched the second edition of its Research and Innovation Training Support Programme. This initiative aims to equip researchers and innovators across the Sultanate of Oman with the necessary skills and knowledge through specialised training programmes, developed in partnership with academic institutions. Ali Abdullah al Maskari, Director of Capacity Building at MoHERI, said that the programme was introduced to strengthen national research capacity through targeted training that promotes knowledge production and scientific excellence. "Our aim is to improve the quality of research and innovation output in Oman by providing high-level, specialised training courses in cooperation with academic institutions. This contributes directly to the Sultanate of Oman's global ranking in science and innovation indicators. Previously, each institution could only submit two proposals — one in research and one in innovation. Now, based on the size and research profile of each institution, universities are allowed to submit up to six proposals. This enables wider participation and diversity in training content,' Al Maskari explained. The programme targets a broad segment of society including students, academics, technicians, administrators, researchers, innovators, entrepreneurs, jobseekers and staff at higher education institutions. Both Omani and non-Omani participants aged 18 and above are eligible to apply. The supported fields this year include research and innovation project management, scientific research methodologies, proposal writing, grant and funding acquisition, Artificial intelligence and digital transformation in research. Applications are assessed against a set of criteria that ensure quality and relevance. 'We look at the quality and relevance of the content, the qualifications of the trainers, alignment with national research priorities, the proposed training duration, the training methods used, accessibility of the training location and the availability of essential facilities,' Al Maskari said. Reflecting on the first edition, Al Maskari shared that 18 academic institutions submitted 36 training proposals, of which 18 were funded. The programme attracted 489 participants from across Oman, achieving a satisfaction rate of 87 per cent. One particularly inspiring example was a group of four participants from the Wilayat of Ibri in Al Dhahirah Governorate who attended a three-week training in Al Buraimi without missing a single session — demonstrating extraordinary commitment and enthusiasm. The programme's inaugural cycle also revealed a number of challenges. One such issue was the inconsistent visual branding of the training materials. 'We resolved this by developing a unified template for presentations, posters and electronic materials to be used by all participating institutions,' said Al Maskari. Other measures included shortening some training courses and offering hybrid options (in- person and online) to increase accessibility and participation. Looking ahead, Al Maskari revealed that the ministry is working on launching a new initiative aimed at supporting Omani researchers and innovators to participate in international training programmes. 'This expansion will open new global learning pathways and will be launched in the last quarter of this year. It complements our current programme and directly supports the goals of Oman Vision 2040,' he said.

Muscat – Oman is taking steps to increase the contribution of the artificial intelligence (AI) sector to its national economy by expanding the number of specialised start-ups and boosting research and investment in the field. He said the programme aims to increase the number of technology companies specialising in AI by 20% each year. The number of such companies now exceeds 25, up from fewer than ten at the programme's launch last year. Cumulative investments in AI projects have reached about RO60mn over the last four years, with annual investment expected to grow by 20%. Hassan bin Fida Hussain al Lawati In September 2024, the Council of Ministers approved the National Programme for AI and Advanced Digital Technologies as part of a broader strategy built on three pillars, the first of which is promoting AI adoption in economic and development sectors. The second focuses on localising AI technologies and developing national expertise to position Oman as a technology producer. The third pillar governs AI and digital applications with a human-centred approach to ensure ethical and effective use under flexible laws. Lawati noted that Oman moved up five places in the Oxford Insight Government AI Readiness Index, ranking 45th globally out of 193 countries in 2024, compared to 50th in 2023. It ranks fifth in the Middle East and North Africa and fourth in the Gulf. Oman aims to join the world's top 30 countries in this field, he added. He further informed that MTCIT, in partnership with University of Technology and Applied Sciences, launched an initiative called AI Makers to encourage work in the field and reward top researchers, scientific papers and projects in AI. MTCIT also introduced a competition called 'Engineer it with AI' to support local development in generative AI, enhance national skills and encourage innovation. The contest aims to boost economic returns by helping new start-ups and raising national performance indicators. In addition, an initiative called Humanising AI has been launched to maintain a balance between technical progress and the human aspect of service delivery, ensuring inclusivity for all groups in society.
