Road ministry cites 'critical lapses', expands oversight on NH works implemented by states
The Ministry of Road Transport and Highways (MoRTH) has issued directives to expand oversight of regional officers on National Highway works implemented by state public works departments and road construction departments.
In a circular, the Highways Ministry said critical lapses have occurred due to a lack of due diligence in several projects pertaining to NH works implemented by state public works departments and road construction departments (PWDs/RCDs).
According to the circular, the ministry's regional officers (ROs) are sometimes neither consulted nor involved during the bidding process or while defending contractual disputes before arbitration tribunals or courts, wherein such disputes are dealt with mechanically often without adequately safeguarding the interests of the Central Government or aligning with the ministry's position.
'In order to prevent recurrence of such issues and to ensure greater due diligence in the bidding process... For all NH project works (including those costing less than ₹100 crore but excluding maintenance works), the bid documents, especially the Schedules prepared by State PWDs/RCDs shall be scrutinised by the concerned RO prior to the invitation of bids,' it said.
As per the circular, ROs shall examine the bid documents for any anomalies, inconsistencies, or deficiencies, particularly with respect to quantities, specifications, and contract conditions and also conditions imposed by the appraising and approving authority.
'It is imperative that ROs remain actively involved in all legal contractual disputes adjudication processes including arbitration matters related to NH works.
'State PWDs/RCDs shall not pursue such matters independently without consultation with ROs,' the circular said.
It also said all replies, statements of defence, and written submissions intended for courts / arbitrations shall be vetted by the ROs and returned after scrutiny with comments or amendments, as the case may be, before submission within a period of 15 days failing which, the replies, statements or submissions may be deemed cleared.
'ROs shall ensure that these submissions are aligned with contractual terms or Ministry policy and protect the interests of the Central Government,' the circular said.
Where necessary, it said, ROs may engage legal experts from NHAI-empanelled law firms for advice and support.

Government may slow down declaring more state highways as National Highways
Representative Image NEW DELHI: In a major policy change, the Centre is preparing a model to provide financial assistance to state govts for one-time improvement of state highways rather than declaring more of these as NHs. The road transport ministry will instead focus on building more new greenfield highways and expressways. This comes after PM Narendra Modi's direction to the ministry to come up with a model by July end for the purpose. State govts will maintain the upgraded state highways. TOI has learnt that in the last infrastructure review meeting, Modi had asked the ministry to come up with innovative models for supporting state highway projects and connecting non-major ports under state govts. This change in approach gains importance considering that in the last 11 years, govt has notified conversion of 55,000 km of state highways to NHs and now, the total length of NHs stands at 1.46 lakh km. This has been highlighted as one of the biggest achievements of govt. Sources said that after expanding the NH network, now there is a need to focus more on widening them and maintaining them. Data shows that till March, India has more than 63 lakh km of road network.

Shifting of high tension towers delay Vijayawada West bypass road works
Vijayawada: The full-fledged completion of the Vijayawada West bypass road is likely to be pushed to the end of the year or early next year. The shifting of the High Tension (HT) line towers spanning approximately 520 metre on the package-III stretch from Gannavaram to Gollapudi is expected to take another three months. It will bypass the vehicular traffic going towards Chennai and Hyderabad from Visakhapatnam and vice versa, as vehicles could bypass without entering Vijayawada city, significantly reducing the traffic burden on the city. While the Bharat Mala Pariyojana road infrastructure project was divided into four packages, the works on the first two packages—package-I from Gundugolanu to Kalaparru and package-II from Kalaparru to Chinna Avutapalli, which includes the six-laning of the highway road—were completed. The completion of package-III and package-IV from Chinna Avutapalli to Gollapudi and Gollapudi to Chinna Kakani has hit multiple roadblocks, resulting in the delay of the inauguration of the Vijayawada Western Bypass. "Originally, the bypass road was to be completed by March 2025. However, govt objected to the bypass not having road cuttings to the roads within the Amaravati capital, which led to its delay for some time. Following this, the bypass road project hit the HT lines roadblock, wherein HT line towers near Nunna stretching nearly 1.2 km had to be shifted due to their positioning right within the project alignment," an NHAI official said. "We missed the June deadline given by the chief minister as the problem to shift HT line towers in around a 520-metre stretch is still pending resolution. We are awaiting the shifting of the HT line towers, which is expected to take another three months, thus to fast-track the remaining works, which would be completed in a short span," the NHAI official said.
