Teluk Intan crash: FRU truck lacked seat belts; lorry violated GPS rules, says Transport Ministry
KUALA LUMPUR, June 12 — Both vehicles involved in the fatal Federal Reserve Unit (FRU) truck crash in Teluk Intan last month were found to have breached key safety standards, according to a preliminary report released by the Transport Ministry.
The FRU truck, which was carrying 18 personnel from Unit 5 Sungai Senam, lacked essential passive safety features, including seat belts in the rear cabin and front seats, according to a report published in Berita Harian today.
The bench-type rear seats had no restraints, and the absence of seat belts is believed to have significantly increased the severity of injuries during the May 13 collision.
Investigators found that most of the passengers were likely thrown forward upon impact, particularly towards the front-left section of the cabin, causing multiple secondary impacts between individuals and the cabin interior.
Unsecured objects in the cabin may have also turned into projectiles, compounding the risk.
'The combination of missing restraint systems and unsecured objects is believed to be a major contributing factor to the high number of severe injuries and fatalities in this incident,' the report stated. It added that urgent attention is needed to improve safety standards in such vehicles.
Meanwhile, in another report published by Buletin TV3 today, the same report also revealed that the lorry involved, which was transporting stones, had not met mandatory GPS installation and operational requirements as stipulated under Land Public Transport Agency (APAD) guidelines.
The lorry's GPS system was inactive, prompting the ministry to issue a show-cause letter on May 23.
This non-compliance breached Item 11 of the Service Level Requirements and Section 57 of the Land Public Transport Act 2010 (Act 715). The guidelines require all commercial vehicles to be fitted with functional GPS to monitor speed and location, with exemptions only for school buses operating across fewer than three districts.
Operators are expected to use GPS data for monitoring, disciplinary action, and record-keeping, while preventing tampering or data falsification. Failure to comply could result in fines, imprisonment, or suspension or revocation of licenses.
While dashcams are not yet mandatory, the ministry said new safety regulations may require their installation starting in early 2026.
The crash on May 13 occurred at approximately 8.50am, killing eight officers at the scene, with another later succumbing to injuries at Teluk Intan Hospital.
Nine others were injured.
The FRU personnel were en route back to Ipoh after completing duty at the Chitrapournami celebration.

She was taken to Kepala Batas Hospital for a medical examination,' he added. Anuar said that further investigations are ongoing. The case is being investigated under Sections 379A and 363 of the Penal Code. AGC denies ‘flawed prosecution' claims after Najib's DNAA in second SRC case, delays due to overlapping cases
KUALA LUMPUR, June 21 — The Attorney General's Chambers (AGC) has dismissed as baseless allegations that it carried out a 'flawed prosecution' in the second SRC International Sdn Bhd case involving Datuk Seri Najib Tun Razak. In a statement, the AGC reiterated its firm commitment to upholding the rule of law and stated that it would continue to fulfill its responsibilities under the Federal Constitution with integrity, fairness and respect for the judicial process. However, the AGC acknowledged the decision by High Court Judge K Muniandy to grant Najib a discharge not amounting to an acquittal (DNAA) on three charges of money laundering involving RM27 million in funds from the company. 'The case was registered in the High Court on Feb 7, 2019, and scheduled for trial on five occasions: June 2020, July to August 2021, March to April 2022, September 2024 and April to May 2025. 'However, all trial dates were postponed due to the Movement Control Order caused by the Covid-19 pandemic, requests by the defence, or applications by the prosecution itself,' the statement read. According to the statement, the prosecution's requests for postponement were due to the ongoing trial of the first SRC case, which proceeded at the High Court, Court of Appeal and Federal Court until its completion on March 31, 2023. At the same time, the trial proceedings for the 1Malaysia Development Berhad (1MDB) case had also begun while the first SRC case was still ongoing. 'Both cases involved overlapping material documents required for the second SRC trial. 'As these documents were critical to the second SRC case, the prosecution had no choice but to wait until they were available, which was until the 1MDB trial proceedings were completed. 'It must be emphasised that the material documents are available but are currently being used as evidence in the ongoing 1MDB trial,' the AGC said. The AGC further stated that the prosecution had requested additional time to gather all relevant material documents to be presented as evidence in the second SRC trial. 'This delay was not intentional but was to ensure the integrity of the documents as evidence in the trial is preserved,' the statement read. Earlier today, Judge Muniandy, in granting Najib a DNAA on the three charges, stated that the case had been pending for six years since 2019, without any witness testimony being presented, having faced multiple postponements, which indicated that the prosecution was not ready to proceed with the trial. On Feb 3, 2019, Najib claimed trial to three charges of money laundering by accepting illegal proceeds amounting to RM27 million through his three AmPrivate Banking accounts at AmIslamic Bank Berhad, AmBank Group Building, Jalan Raja Chulan on July 8, 2014. The former Pekan MP was charged under Section 4 (1) (a) of the Anti-Money Laundering and Anti-Terrorism Financing Act 2001, which is punishable by a maximum fine of RM5 million or imprisonment of up to five years, or both upon conviction. Najib is currently serving a jail term in Kajang Prison for the misappropriation of RM42 million in the SRC International funds case. Siblings of alleged abuse victim placed in grandparents' care, say Perlis authorities
KANGAR, June 21 — The elder brother and younger sister of an 11-year-old girl believed to have been abused by their biological parents are now under the care of their paternal grandparents, while the victim is still being treated at the Tuanku Fauziah Hospital (HTF) here. Perlis Social Welfare Department (JKM) director Ku Chik Ku Mat Esa said the department would take steps to obtain an interim custody order and identify suitable family members to care for the children. If no suitable guardian is found, they will be placed under JKM's care. 'Perlis JKM has sent a counsellor to meet the victim's siblings, a 12-year-old brother and a one-year-old sister, who are now with their paternal grandparents and are in good condition,' he told reporters after the Perlis state government's monthly assembly, here today. Ku Chik said the 11-year-old girl is currently under the care of HTF Paediatric Unit, where doctors are treating her injuries and assessing her cognitive development. Meanwhile, he said the department would also be meeting other family members to assess their acceptance of the situation and any trauma they may be experiencing. On Thursday, Bernama reported that police detained a married couple at a house in Arau early yesterday morning on suspicion of abusing their 11-year-old biological daughter since 2023. The couple has been remanded for six days starting yesterday for further investigation. Arau district police chief Supt Ahmad Mohsin Md Rodi was quoted as saying that the 37-year-old couple was arrested at 1.30 am after Perlis JKM received a complaint from a member of the public.
