For more accurate data, IIP to use chain-based approach

The government is set to revamp the Index of Industrial Production. A chain-based mechanism will be adopted for enhanced data accuracy. Weights will be revised more frequently, potentially every 1.5-2 years. The base year will be updated to 2022-23, with a new series expected in 2026-27. Retail inflation item weights will also be updated more regularly.

New Delhi: The government plans to switch to a chain-based mechanism for the Index of Industrial Production (IIP) to enhance the accuracy and relevance of data.The ministry of statistics and programme implementation (MoSPI) is exploring the idea of a chain-based IIP index, where weights will be revised more frequently to reflect changes within the industrial sector.The weights assigned to items in the IIP are derived from the Annual Survey of Industries (ASI) conducted by MoSPI."We plan to revise the weights every 1.5-2 years," said a government official. The official also mentioned that a back series will be maintained for comparison.A chain-based index measures economic change over time by linking successive periods with the previous year's reading.At present, the ministry is working to update the base year to 2022-23 from 2011-12, with weights based on the ASI 2022-23. The new series is likely to be released in 2026-27.The chain-based index is followed by many countries internationally and a previous working group on IIP considered this approach when revising the base year in 2017. However, it found challenges in updating weights every time the industry code structure is revised.In the current IIP series, manufacturing accounts for 77.633 weight, followed by mining at 14.373 and electricity at 7.994.Additionally, the ministry aims to update item weights in the retail inflation basket every four years, using data from the Household Consumption Expenditure Survey (HCES). The ministry has also decided to conduct HCES every three years instead of the current five years. The most recent survey was conducted in 2023-24.While the government initially decided to use HCES 2022-23 data to update weights for the new Consumer Price Index (CPI) series, it is now considering HCES 2023-24 (August-July), as more recent data is available.

Bengaluru: Minister for RDPR, IT and BT, Priyank Kharge, has written a letter to the External Affairs Minister S. Jaishankar on Friday seeking clarification on denial of political clearance for an official visit to the United States. In his letter, Minister Kharge stated, 'I am writing to seek a formal clarification from the Ministry of External Affairs on the denial of political clearance for my scheduled official visit to the United States from June 14-27, 2025." "The visit was planned around two significant international forums, the BIO International Convention in Boston and the Design Automation Conference (DAC) in San Francisco, as well as several official meetings with top companies, universities and institutions, where I was to represent the Government of Karnataka to explore collaborations, attract investments and create employment opportunities for the state,' he said. "In the absence of a formal communication from the Ministry outlining the reasons for denial, it becomes difficult to assess and plan future engagements of this nature. It also raises concerns about the consistency of the process, especially when the visits are official, sector-critical and in National Interest," Minister Kharge noted. 'I would, therefore, request the Ministry to kindly provide a formal explanation for the denial and consider a more transparent and consultative approach in handling such official engagements in the future,' Priyank Kharge demanded. "Given Karnataka's unique leadership as stated above, the absence of ministerial-level representation during an official visit of such significance is a lost opportunity to further elevate India's engagement, strengthen confidence among global partners and demonstrate the seriousness with which we approach these sectors. More importantly, participation in such visits are aligned with our National priorities and would have directly supported the larger vision of 'Viksit Bharat' laid out by the Prime Minister," Kharge emphasised. Commenting on the Central government's denial of permission for his visit to the US, Minister Priyank Kharge had stated on Thursday that the NDA government was attempting to undermine Karnataka's success. Speaking to reporters at the Bengaluru International Airport after returning from a tour of Paris, Priyank Kharge had said, 'It seems they are trying to prevent Karnataka's success.' 'It is okay if they reject the permission, but there must be valid reasons for doing so. If they provide appropriate reasons, it becomes acceptable. However, the categorical denial of permission for the US visit is not right,' he stated. 'We were not going to the US to play 'Dandiya' (a traditional dance form). I will meet Chief Minister Siddaramaiah to discuss this matter. After the discussion, we will brief the media,' he said. "The Central government must provide valid reasons for refusing the visit to the US. Initially, the entire delegation was denied permission. Later, the delegation was cleared, but I was still denied permission,' Kharge said.

Its cumulative index declined by 1.7 per cent during April to May, 2025-26 over the corresponding period of the previous year, as per the ministry production increased by 6.7 per cent and its cumulative index increased by 5.5 per cent during April to May, 2025-26 over the corresponding period of the previous production also rose by 9.2 per cent in May. India's eight core infrastructure sectors grew by just 0.7% in May 2025, marking the slowest pace in nine months, according to official data released by the commerce ministry on Friday. The previous low was recorded in August 2024, when the index had contracted by 1.5%. In April this year, core sector growth had come in at 1%. The eight sectors had expanded by 6.9% in May 2024. The Index of Eight Core Industries (ICI) — which makes up 40.27% of the Index of Industrial Production (IIP) — was pulled down by contractions in crude oil, natural gas, fertilisers, and electricity. The data was released by the Department for Promotion of Industry and Internal Trade (DPIIT). During April–May FY26, the combined growth in the eight sectors stood at 0.8%, sharply lower than 6.9% in the same period last year. Among the individual sectors: Cement output rose 9.2% YoY in May, while steel production expanded 6.7% Coal and refinery products grew at 2.8% and 1.1% respectively Crude oil production contracted 1.8%, natural gas fell 3.6% Fertiliser output slipped 5.9%, while electricity generation dropped 5.8% The government will release the full IIP data later next month, which includes manufacturing, mining and electricity indices in addition to the eight core sectors.
