Union Minister Jayant Chaudhary to chair Central apprenticeship council meeting tomorrow
New Delhi [India], May 25 (ANI): The Ministry of Skill Development and Entrepreneurship (MSDE) will convene the 38th Meeting of the Central Apprenticeship Council (CAC) tomorrow at Vigyan Bhawan, New Delhi.
The Council, reconstituted in October 2024 under the chairmanship of Jayant Chaudhary, Minister of State (Independent Charge), MSDE, plays a pivotal role in advising the Government on key policies related to apprenticeship training across the country, Ministry of Skill Development and Entrepreneurship said in an official statement on Sunday.
The last CAC meeting was held in June 2021. Since then, India's apprenticeship landscape has evolved considerably--with over 43.47 lakh apprentices engaged across 36 States and Union Territories, with active participation from more than 51,000 establishments, enhanced outreach across districts and social groups, and renewed alignment with futuristic sectors through the PM-NAPS and NATS schemes,as per the ministry.
The 38th CAC will deliberate on critical reforms including: Digital and virtual mode apprenticeship delivery; Integration of Degree Apprenticeships through rule amendments, including the introduction of new definitions to formally regulate Apprenticeship Embedded Degree Programmes (AEDP);Provisions for global deployment of apprentices at client sites; Enhanced stipend rates linked to inflation;Measures to support women, PwDs, and apprentices from NER;Institutional strengthening including setting up of new regional boards.
The Council comprises representatives from Central Ministries, State Governments, industry (public and private), academia, labour bodies, and technical experts. Notable members include Chairpersons of BHEL, Indian Oil, Tata Group, Maruti Suzuki, Reliance Industries, NSDC, UGC, AICTE, and senior bureaucrats from Ministries such as Education, Labour, MSME, Railways, and Textiles. State apprenticeship advisors from ten key states and domain experts with experience in education, labour, and industry also serve on the Council.
Ahead of the meeting, Chaudhary, Chairman of CAC stated: 'The future of apprenticeships lies at the intersection of education, technology, and opportunity. As we prepare India's youth for a dynamic and inclusive economy, this Council meeting will serve as a catalyst to unlock greater flexibility, global linkages, and institutional coherence in our apprenticeship framework. It is an important step in our journey toward a 'Kushal Bharat, Viksit Bharat'.'
The meeting will begin at 10:30 AM at Vigyan Bhawan, with a keynote address by the Minister, followed by discussions on proposed reforms and policy enhancements. Outcomes from the Council are expected to significantly shape India's skilling priorities in the years ahead.
Earlier this week, MSDE launched a strategic Apprenticeship Scheme Pilot for the North Eastern Region (NER) in Aizawl, Mizoram, in the presence of Jayant Chaudhary and Mizoram Chief Minister Lalduhoma.
The initiative aims to boost apprenticeship adoption across all eight NER states by providing an additional Rs 1,500/month stipend to over 26,000 youth, above the standard NAPS benefit. Backed by a dedicated outlay of Rs 43.94 crore, including funds for awareness and capacity building, the scheme is being implemented by Indian Institute of Entrepreneurship (IIE) Guwahati and National Skill Development Corporation (NSDC). It marks a significant step toward mainstreaming skilling opportunities in underserved geographies, promoting mobility, inclusion, and industry-readiness among youth in the region. (ANI)

'These funds are critical for carrying out essential developmental initiatives and completing a wide range of civic and infrastructure works, including improvement of roads, sanitation, urban beautification, health and wellness, among others in the region,' it said. It added that Pradhan also sought his cooperation for affordable housing projects, PM-SVANidhi, e-bus services and effective regional waste management mechanisms. Earlier in the day, Dharmendra Pradhan paid tribute to Bharatiya Jana Sangh founder Dr Syama Prasad Mukherjee on his 72nd death anniversary, remembering him as a visionary whose principles continue to shape the Bharatiya Janata Party (BJP) and the country. Highlighting Dr Mukherjee's role in advocating for a unified India, Pradhan reflected on his 1953 protest against dual systems in the country, which led to Mukherjee's brave entry into Jammu and Kashmir. 'For the BJP and the Jan Sangh, Syama Prasad Mukherjee was a visionary whose thoughts still guide the Bharatiya Janata Party and the country. Seventy-two years ago, in 1953, he raised an important issue while protesting that there cannot be two systems within one country. He believed that if India had two separate laws or systems, it could not truly be called united or independent. To prove his point, he risked his life and entered Jammu and Kashmir. That moment became a part of history,' Pradhan said. He further emphasised that it took 72 years to fulfil his sacrifice, with the historic abrogation of Article 370 by the government in 2019, a tribute to Mukherjee's enduring legacy. 'If we compare both dates, it took almost 72 years to fulfil Syama Prasad Mukherjee's sacrifice. It was the privilege of the Prime Minister to make his dream come true. On August 5th, 2019, the government made a historic decision to abrogate Article 370, honouring Dr Mukherjee's vision,' Pradhan said. Delhi chief minister Rekha Gupta, BJP MPs from Delhi, Delhi assembly speaker Vijendra Gupta and other senior members of the Bhartiya Janata Party accompanied him. Syama Prasad Mookerjee was the founder of Bharatiya Jana Sangh, the ideological parent organisation of the BJP. Government to launch 'NAVYA' - joint pilot initiative for skilling adolescent girls
New Delhi [India], June 23 (ANI): In line with the Prime Minister's vision of 'Viksit Bharat 2047' and Government's unwavering commitment to women-led development, Ministry of Women and Child Development (MWCD), in convergence with Ministry of Skill Development and Entrepreneurship (MSDE), will launch the joint pilot initiative of both the Ministries for skilling of adolescent girls under NAVYA - Nurturing Aspirations through Vocational Training for Young Adolescent Girls - on Tuesday in Sonbhadra, Uttar Pradesh. The programme will be jointly launched by Jayant Chaudhary, Minister of State (Independent Charge), MSDE and Savitri Thakur, Minister of State, Minister of State for Women and Child Development, according to a release by Ministry of Women and Child Development. NAVYA is a pilot initiative aimed at equipping adolescent girls aged 16-18 years with a minimum qualification of Class 10, with vocational training mainly in non-traditional job roles. This pilot initiative will be implemented in 27 Districts of the country which include Aspirational districts and districts of North -eastern States spanning across 19 States, reflecting the Government's inclusive and targeted approach to reaching underserved regions and vulnerable populations, the release added. As part of the launch, both Ministries will formalize their collaboration to institutionalize convergence on skilling efforts for adolescent girls. The programme will draw upon the strengths of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and other flagship skill development schemes. The launch event will feature interactions with adolescent girl trainees, distribution of PMKVY and PM Vishwakarma certificates. Through NAVYA, Government of India will reaffirm its commitment to empowering girls with skills, confidence, and opportunities--ensuring that every young woman becomes a catalyst in India's journey towards a developed, self-reliant, and inclusive future, the release added, (ANI)

Batla House demolitions: Delhi High Court asks DDA to maintain status quo till July 10
New Delhi: The Delhi High Court on Monday told the Delhi Development Authority (DDA) and the city government to maintain status quo till July 10 as it dealt with a writ petition filed by seven 'long-standing' residents of Batla House against "the arbitrary and illegal threat of demolition". Posting the matter for further hearing on July 10 with other pending petitions, a bench of Justice Rajneesh Kumar Gupta asked the authorities in the national capital to respond to the petitioners' claim that the former have sought to indiscriminately target properties beyond the identified area and without issuance of individual notices. The petition, filed by advocate Fahad Khan, claimed that the petitioners have not been served with any demolition notices as required by law, and during a field survey, their properties were marked for demolition and were orally informed of imminent coercive action. "The threatened action thus amounts to a clear violation of the principles of natural justice, the right to livelihood under Article 21, and the equal protection guaranteed under Article 14 of the Constitution," said the petition. Adding that the petitioners have not been served with any notice whatsoever, the plea demanded that the authorities should be restrained from taking any demolition action without complying with due process of law, and to maintain the status quo pending a proper demarcation and assessment under the PM-UDAY Scheme. The Delhi High Court has already passed status quo orders after several writ pleas were filed against the demolition notices, claiming that the petitioners' properties fell outside Khasra No. 279 or fell within Khasra No. 279 but are eligible under the PM-UDAY Scheme. The DDA action stems from a Supreme Court directive ordering the clearance of encroachments on public land. The apex court order also clarified that if the occupants are aggrieved by the demolition notices, they are free to adopt appropriate proceedings in accordance with law. Earlier, the Delhi High Court had declined to entertain a Public Interest Litigation (PIL) filed by Aam Aadmi Party leader Amanatullah Khan, challenging the proposed demolition action. A division bench of Justices Girish Kathpalia and Tejas Karia observed that only aggrieved residents can make a claim that their properties exist beyond the proposed demolition site. Sensing the disinclination of the court to extend any relief, the senior counsel, appearing on the AAP leader's behalf, sought permission to withdraw the PIL. In its June 11 order, the Justice Kathpalia-led Bench took note of the submission that the legislator from Delhi's Okhla constituency would inform the residents of their right to file appropriate legal proceedings within three working days, and dismissed the petition as withdrawn.
