FCAA demands changes in FCA

PESHAWAR: President Frontier Customs Agents Association (FCAA) Khyber Pakhtunkhwa Zia-ul-Haq Sarhadi has demanded changes in newly introduced 'Faceless Customs Assessment', making it convenient and practical for business community dealing in import and export through upcountry dry ports such as Peshawar.
In a press statement issued here on Sunday, Sarhadi who also holds the offices of Senior Vice President Pak-Afghan Joint Chamber of Commerce and Industry (PAJCCI) and Executive Member Sarhad Chamber of Commerce and Industry (SCCI), said that centralisation of Goods Declarations (GDs) process at Karachi port is causing difficulties for business community of other cities due to delay in processing and clearance.
The government must immediately engage with the business community to craft flexible and practical policies, Zia emphasized.
He welcomed a recent decision by Peshawar High Court (PHC) directing FBR to make necessary amendments in the system and bring it in conformity with the scheme governing the assessment and clearance of goods. The court also issued a directive for restricting application of Faceless Custom Assessment to clearance of goods reached at Azakhel Dry port.
Sarhadi explained that under the new system introduced by the Custom Department, all Goods Declarations (GDs) are routed to the Central Assessment Unit (CAU) in Karachi, even if they are filed at local dry ports.
This centralization has resulted in delays in clearance, as local agents cannot directly communicate with the assessing officers in Karachi in case queries or objections are raised, he added.

The State Bank of Pakistan (SBP) has injected a record high Rs14.3 trillion in conventional commercial and Shariah-compliant banks for one week to help overcome the shortage of liquidity in the system after people withdrew significant cash during Eid-ul-Adha and external inflows delayed, it was learnt on Friday. The volume of the injection through open market operations (OMO) comes to almost 44% of the total deposits standing at Rs32.7 trillion in May 2025, according to the central bank latest data. SBP injects massive Rs11.85 trillion into banking system for up to 14 days Citing SBP Governor Jameel Ahmad from an analysts briefing held after the issuance of the latest monetary policy at the outset this week, Arif Habib Limited (AHL) and Topline Research said the OMO stock had increased mainly due to two reasons, including higher currency in circulation during Eid (temporary effect) and delays in external inflows. 'However, OMO levels are expected to decline in the coming weeks as (external) inflows materialise,' AHL reported Ahmad saying this. AHL's Sana Tawfiq and AKD Securities' Awais Ashraf said the cumulative supply of over Rs14 trillion to banks through OMO were record high injections. Elaborating SBP Governor Ahmad's reasoning for the elevated OMO stocks, Tawfiq said people withdrew huge cash from banks during Eid that reduced deposits levels and created additional demand for liquidity in the system. Besides, the reliance of the government on domestic debt has spiked after external inflows from multilateral creditors like the International Monetary Fund (IMF), World Bank, and Asian Development Bank (ADB) got delayed. She added the government reliance on domestic debt, including the one from commercial banks, had been on the rise, as the collection of revenue in taxes had remained low compared to government expenditure. The low tax collection was increasing fiscal deficit, which is being met through piling up debt. Ashraf said the external inflows had remained low for the past two to three years, shifting the government reliance solely on domestic debt to finance budget deficit. Pakistan salaried class rejects govt's claim of giving relief in income tax He said commercial bank financing and national saving schemes had remained two rich avenues available with the government to raise new debt. Out of total Rs31.8 trillion the domestic debt, the share of bank loans had stood at Rs28.1 trillion at present, he added. SBP OMO breakup The breakup of the data suggest the SBP injected Rs13.9 trillion into conventional commercial banks at the rate of return of 11.03% for a period of seven days, as it accepted all the 34 quotes received from banks for the loan. The central bank supplied another Rs375 billion to Shariah compliant banks at the rate of return of 11.11% for seven days, accepting all the three quotes received from Islamic banks.

Speaking on Punjab's rapid development, Azma Bokhari noted that under Chief Minister Maryam Nawaz's leadership, the province is experiencing an unprecedented era of progress. As part of recent initiatives, 911 vehicles have been inducted into the 'Clinic on Wheels' fleet to ensure timely medical assistance for the public, she said. Highlighting the provincial budget 2025-26, Bokhari said it is a balanced, tax-free, and people-friendly financial plan that truly reflects a commitment to public welfare. She emphasized that the budget not only offers relief to salaried individuals but also lays the foundation for strengthening the economy by expanding the tax net. Efforts are underway to bring non-filers into the tax system, aiming to promote transparency and accountability. While addressing a joint press conference at DGPR alongside Provincial Minister for Labour and Sports, Malik Faisal Ayub, the minister information further stated that the Punjab government is making substantial investments in education, healthcare, sanitation, and transport. Under the 'Clean Punjab' campaign, exemplary cleanliness arrangements were made during Eid-ul-Azha, and soon, 1,100 eco-friendly buses will be operational across the province. KARACHI: The Pakistani rupee posted marginal decline against the US dollar, depreciating 0.03% during trading in the interbank market on Thursday. At close, the local currency settled at 283.64, a loss of Re0.09 against the greenback. On Wednesday, the local unit closed at 283.55. Internationally, the US dollar firmed on Thursday, buoyed by safe-haven demand due to the looming threat of a broader conflict in the Middle East and possible US involvement, while investors weighed Federal Reserve Chair Jerome Powell's cautionary tone on inflation. After a muted start in Asia hours, the US dollar advanced across the board, weighing heavily on risk sensitive currencies after a report said US officials are preparing for the possibility of a strike on Iran in the coming days. The Australian dollar fell as much as 0.5% but was last down 0.3% at $0.6489, while the New Zealand dollar slipped 0.5% to $0.5998. Emerging market currencies also struggled, with the South Korean won 1% weaker. Rapidly rising geopolitical tensions have led to the dollar swiftly reclaiming its safe-haven status, making inroads against the yen, euro and the Swiss franc. Iran and Israel traded further air attacks on Thursday, with the conflict entering its seventh day. Concerns over potential U.S. involvement have also grown, as President Donald Trump kept the world guessing about whether the United States will join Israel's bombardment of Iranian nuclear sites. The conflict has heightened fears of broader regional instability, compounded by the spillover effects of the Gaza war. Oil prices, a key indicator of currency parity, rose on Thursday after Israel and Iran continued to exchange missile attacks overnight and US. President Donald Trump's stance on the conflict kept investors on edge. Brent crude futures rose $1.60, or 2.1%, to $78.29 a barrel by 1030 ET. U.S. West Texas Intermediate crude for Julywas up $1.64, or 2.1%, at $78.34. Brent had surged to its highest in nearly five months at $78.50 on June 13, when Israel began its attacks. Open-market movement In the open market, the PKR lost 27 paise for buying and 11 paise for selling against USD, closing at 284.13 and 285.69, respectively. Against Euro, the PKR gained 64 paise for buying and 88 paise for selling, closing at 324.57 and 327.45, respectively. Against UAE Dirham, the PKR lost 15 paise for buying and 10 paise for selling, closing at 77.28 and 78.02, respectively. However, regarding the British pound, the Pak rupee witnessed a closing at Rs 379.75 and Rs 383.10 against the previous closing of Rs 382.50 and Rs 387.60 respectively.
