Top 10 Indian states and UTs with the highest debt-to-GDP ratios in FY 2025–26
Top Indian States/UTs by debt-to-GDP ratio FY 2025–26: India is currently the fastest-growing large economy in the world. Recently, it surpassed Japan to become the fourth-largest economy globally and is projected to overtake Germany within the next 2.5 to 3 years, according to NITI Aayog CEO B.V.R. Subrahmanyam.
While the Indian economy is growing and thriving, the recent IMF and Fiscal Monitor debt-at-risk analysis revealed that the country's debt-to-GDP ratio is 80.4% globally.
Indian central government, in a significant shift, has recently outlined a transition to using the debt-GDP ratio as the fiscal anchor from the 2026-27 financial year, as it aims for a decreasing debt-GDP ratio of 50±1 per cent by March 31, 2031.
According to the report, Jammu and Kashmir leads the list with 51% debt-to-GDP, the highest among all states. It is followed by Arunachal Pradesh, a relatively small state economy, having an exceptionally high fiscal deficit (8.9%).
Notably, the northeastern states of India—Nagaland, Mizoram, Sikkim, and Meghalaya—feature prominently in the list, showing structural fiscal imbalances driven by economic disparities, limited industrialisation, rugged terrain, and sparse population.
On the contrary, Odisha tops the list with the lowest debt-to-GDP ratio (12.7%), reflecting strong fiscal discipline, good revenue mobilisation from mining and the growing manufacturing sector, and effective expenditure control.
The largest states in terms of GDP—Maharashtra (18.4%), Gujarat (15.3%), Karnataka (24.9%) and Tamil Nadu (26.1%)—have maintained moderate debt levels with sustainable fiscal policies.

Note: The debt-to-GDP ratio is a crucial economic metric for assessing a country or state's ability to manage its debt and overall economic health. High ratios could indicate long-term fiscal issues, constrain development investment, and raise concerns about debt sustainability.
Methodology: The debt-to-GDP ratio of Indian states is derived by dividing the total outstanding debt of a state by its GDP and multiplying by 100 to get a percentage. Here is the formula: The debt-to-GDP ratio for states is calculated as (total state debt/state GDP) * 100.

Indian Workers In Israel Being Forced To Return? What Government Said
New Delhi: The government, putting an end to rumours, said that no Indian workers in Israel would be forced to return to their home country. "A message circulating on social media claiming Indian workers in Israel would be forced to return to India or face jail/fine if they register with the Embassy of India is fake," the Indian Embassy in Tel Aviv said today. It asked citizens not to "believe or forward such misinformation". "Always rely on official updates from @Indemtel (Embassy of India, Tel Aviv) for accurate info," a post on X said. The embassy said that the "registration of Indian nationals in Israel is to enable the Embassy to reach out to them not only in times of crisis but also to help them avail of the various facilities and welfare schemes of the Government of India". This comes amid a heightened tension between Israel and Iran, who have been launching fresh attacks on each other, killing scores of people on both sides. The latest crisis between the longtime foes started more than a week ago when Israel, under its 'Operation Rising Lion', conducted multiple strikes on the territory of Iran, with Tehran also returning fire after warning Israel. Last week, the embassy asked all Indians in Israel to stay vigilant and avoid any unnecessary movement while adhering to the safety protocols issued by the Israeli authorities. Indians have been employed in Israel for decades, thousands as caregivers looking after elderly Israelis, while others work as diamond traders and IT professionals. But since the war in Gaza escalated in 2023, recruiters have launched a drive to bring Indians in for Israel's construction sector also. The drive was a part of the Israeli government's effort to fill a void left by tens of thousands of Palestinian construction workers barred from entering Israel since Hamas' October 7, 2023, attack. Meanwhile, Israeli Ambassador to India, Reuven Azar, has said that his country is in "constant contact" with the Ministry of External Affairs on the subject of the evacuation of Indian nationals from there amid the escalation of conflict with Iran. On Wednesday, India announced the launch of 'Operation Sindhu' to evacuate its nationals from Iran.

Iran-Israel conflict: India to evacuate Nepalese, Lankans under Op Sindhu
As tensions continue to escalate in the Middle East, the Indian Embassy in Tehran on Saturday announced that Operation Sindhu, India's mission to evacuate its nationals from Iran, will now include citizens from Nepal and Sri Lanka as well. This comes following formal requests from the Governments of Nepal and Sri Lanka, amid the intensifying conflict between Iran and Israel, now entering its ninth day. 'The Embassy will extend assistance to Nepalese and Sri Lankan nationals currently in Iran. Those wishing to be evacuated should contact us urgently through our Telegram channel or emergency helplines,' the Indian Embassy in Tehran said in a statement. Contact numbers for emergency coordination: +98 9128109115 +98 9128109109 The Indian government launched Operation Sindhu to safeguard Indian nationals caught in the deteriorating security situation in Iran. So far, 517 Indian citizens have been successfully evacuated through special flights and coordinated land border crossings. Iran makes rare exception for India Meanwhile, in a significant diplomatic gesture, Iran has allowed India to operate three special evacuation flights from Mashhad to New Delhi, despite keeping its airspace closed to most international airlines due to ongoing missile and drone strikes involving Israeli and Iranian forces. These special flights were scheduled for Friday night and Saturday, specifically to bring back Indian students stranded in the region. According to estimates, around 1,000 Indian students are expected to return in this phase of the evacuation mission. Earlier this week, the Indian government facilitated the return of 110 students from Urmia University in northern Iran. The students were first moved across the land border to Yerevan, Armenia, from where they were flown to New Delhi. Of the group, 94 students were from Jammu and Kashmir, with others hailing from Delhi, Uttar Pradesh, Maharashtra, and Rajasthan. Operation Sindhu extended to Israel Simultaneously, India has also extended Operation Sindhu to its nationals in Israel. On Thursday, the government announced plans to evacuate citizens via land borders, followed by air transport back to India. The Indian Embassy in Tel Aviv is actively coordinating logistics and has advised all Indian nationals to stay alert and adhere to safety protocols issued by local Israeli authorities and the Home Front Command.
