Al-Mashat details Egypt's economic reform progress at IDSC conference

Egypt's Minister of Planning, Economic Development, and International Cooperation, Rania Al-Mashat, on Tuesday detailed the nation's efforts to implement its National Programme for Structural Reforms and enhance macroeconomic stability.
Al-Mashat was speaking at the annual scientific conference of the Information and Decision Support Center (IDSC), held in collaboration with Cairo University's Faculty of Economics and Political Science. The conference, themed 'Structural and Institutional Reforms in Egypt: The Road to Sustainable Growth,' was also attended by Dr Osama El-Gohary, Assistant to the Prime Minister and IDSC Chairperson; Mohamed Sami Abdel Sadek, President of Cairo University; Hanan Mohamed Ali, Acting Dean of the Faculty of Economics and Political Science at Cairo University; and Omneia Helmy, Professor of Economics at the faculty and Chairperson of the conference.
During her address, Al-Mashat stated that Egypt has made significant strides in economic reform over recent years, aiming to achieve macroeconomic stability, address structural imbalances, and bolster the economy's resilience. She said these efforts involved a combination of macroeconomic policy reforms and integrated structural and institutional reforms, implemented by various state agencies and overseen by her ministry.
The minister explained that this ongoing process is increasingly acknowledged by the international community and global economic institutions. She noted that major institutions like the International Monetary Fund and the World Bank recently revised their growth forecasts upwards for the Egyptian economy in 2025 and 2026, even as they downgraded forecasts for many other countries due to growing complexities in the global economic landscape. Al-Mashat said this 'confirms the effectiveness of the reform policies adopted by the Egyptian state and the confidence of international partners in its path.'
Al-Mashat added that Egypt aims to transform its economic model to achieve sustainable growth, based on tradable and exportable sectors, by stimulating investment, localising industry, and implementing measures to enhance the national economy's resilience and shock absorption capacity. She noted that economic and structural reform measures implemented since March 2024 contributed to a GDP growth rate of 4.3% during the second quarter of the 2024/2025 fiscal year, compared to 2.3% in the corresponding period of the previous fiscal year.
'Despite positive indicators, the most important aspect is the components of this growth and which sectors experienced greater growth,' Al-Mashat clarified. She stated that second-quarter growth was driven by the non-petroleum manufacturing sector, which recorded a growth rate of 17.74% for the third consecutive quarter, compared to a contraction of 11.56% in the same period of the previous fiscal year. Growth was also seen in the transportation and storage, tourism, and communications and information technology sectors, reflecting the impact of structural reforms aimed at enhancing productivity and supporting export-led growth, the minister said.
Furthermore, Al-Mashat noted that structural and institutional reforms are a primary focus for the Ministry of Planning, Economic Development, and International Cooperation. These efforts are part of implementing the National Programme for Structural Reforms, in coordination with relevant ministries and in partnership with international financial institutions and development partners. This programme is based on three pillars: enhancing macroeconomic stability, improving the business environment and promoting the competitiveness of the Egyptian economy, and supporting the transition to a green economy. 'There is no doubt that structural reforms are a top priority in the government's programme until 2027, given the pivotal role these reforms play in consolidating macroeconomic stability and enhancing its ability to face external challenges,' she stated.
In this context, Al-Mashat added that Egypt successfully implemented over 86 structural measures last year. These included enacting amendments to the Public Finance Law to set an annual ceiling on government debt, preparing a draft procedural guide for programme and performance budgeting, and taking measures to cancel exemptions granted to state-owned enterprises, alongside offering investment incentives and facilitating tax policies.
The minister highlighted that her ministry is working to enhance coordination with partners, primarily the European Union and the World Bank, to mobilise funds supporting the state's general budget for the implementation of the national structural reforms programme. Egypt received approximately €1bn from the European Union by the end of 2024. Al-Mashat said the ministry is intensifying efforts with development partners to complete the second phase of the macroeconomic support mechanism and budget support, valued at €4bn, which will see the implementation of numerous structural reform measures to enhance fiscal policy control, stimulate the investment environment, and establish macroeconomic stability.
Al-Mashat continued that, as part of advancing the reform process and achieving the transition to Egypt's new developmental economic model, the ministry is preparing the National Narrative for Economic Development. This executive plan aims to achieve alignment between the government programme and Egypt Vision 2030, setting clear targets that reflect governmental ambitions and are consistent with current global economic changes.

President Sisi's comments were stated during a meeting with Prime MinisterDr. Mostafa Madbouly, and Minister of Finance, Mr. Ahmed Kouchouk, on Sunday. U.S. President Donald Trump stated that American aircraft had conducted heavy airstrikes on several Iranian nuclear sites, including Fordow, Natanz, and Isfahan. 'A full payload of BOMBS was dropped on the primary site, Fordow,' Trump said. President Sisi's meeting also reviewed the increasing volatility in global markets and the repercussions of geopolitical events, especially the war between Iran and Israel, on the rising state of uncertainty in major international markets, particularly shipping prices and some commodities. Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, said the President was briefed on the outcomes of monitoring the utilization of the first tax facilitation initiative up to June 19, 2025. The Minister of Finance indicated that the total number of voluntary tax dispute resolution requests submitted over the past months reached 110,000 requests. He added that the number of amended or new tax declarations submitted by taxpayers reached more than 450,000 declarations, which reflects taxpayers' confidence in the tax facilitation initiative and their positive interaction. These new and amended declarations included declaration for additional taxes totaling EGP 54.76 billion. The Minister also pointed out that the number of taxpayers who applied to benefit from tax incentives and facilitations for projects with an annual turnover not exceeding EGP 20 million, in accordance with Law No. 6 of 2025, has reached 52,901 taxpayers. The meeting also touched on the latest developments in the Ministry of Finance's plan for international issuances for the fiscal year 2024/2025, and the actions taken in this regard in line with the directives to reduce the external debt of budget agencies. Preliminary indicators show the success of the government and the Ministry of Finance in their efforts to reduce the external debt balance of budget entities by an amount ranging from $1 to $2 billion annually. The meeting also included a review of the actual financial performance from July 2024 to May 2025, including achieving a significant and strong primary surplus, reducing the overall deficit, and achieving strong and accelerating growth rates for tax revenues reaching 36%. This was realized through improved economic activity, broadening the tax base, without imposing new financial burdens, and continuous efforts to rationalize expenditures. The meeting also addressed the key targets for the fiscal year 2024/2025, particularly the debt-to-GDP ratio (both domestic and foreign) for budgetary entities, the evolution of tax revenues in the fiscal year 2024/2025, the growth rate, the status of wages and employee compensation, and the status of goods and services purchases and interest. The meeting also reviewed progress in government investments during the fiscal year within the same framework. The Minister of Finance presented the updates on the progress and developments related to monitoring the implementation of the IMF program reforms and the ongoing negotiations to reach an agreement and approve the disbursement of the fifth review's tranche. President El-Sisi directed to benefit from all outstanding international experiences in establishing stable fiscal and tax policies to improve the business environment, broaden the tax base, attract more investments, increase production and exports, and increase employment opportunities. The President also instructed to further strengthen efforts aimed at enhancing fiscal discipline through government measures to contribute to developing the performance of the Egyptian economy and support national development efforts. Additionally, he emphasized continuing to strengthen allocations directed towards social protection, human development, and support programs for priority groups.

Abdelatty's remarks came shortly after the US announced on Sunday 'obliterating' key Iranian nuclear facilities, a move strongly condemned by Iran and its world allies, including Russia and China. The US attack came amidst a war between Israel and Iran, which Tel Aviv initiated on 13 June, bombing nuclear and military sites in Iran and assassinating key military officials and senior nuclear scientists. The Israeli strikes, which have been supported by the US, disrupted US-Iran talks that aimed at limiting Iran's nuclear enrichment. He stressed that diplomacy and political solutions are necessary to neutralize the risk of a comprehensive escalation in the Middle East. US President Donald Trump announced today a 'very successful' attack on Iran's nuclear sites of Fordow, Natanz and Esfahan, claiming that key enrichment facilities there were 'totally and completely obliterated.' Tehran accused the US of 'betraying diplomacy' and launching a 'dangerous war' against Iran. Egypt has expressed 'grave concerns' over the recent US strikes in Iran and emphasized the necessity of resepcting the sovereignty of nations. The Ministry of Foreign Affairs underlined in a statement Egypt's rejection of any violations of the United Nations Charter and international law. For the first time ever, Egypt has officially assumed the position of Vice President of the International Gas Union (IGU) through the Egyptian Gas & Energy Association. This step paves the way for Egypt's upcoming presidency of the next triennium (2028-2031). This role reflects increasing international confidence in Egypt's capabilities to effectively contribute to shaping the future of global energy, marking it as the first country from Africa and the Middle East to hold this prestigious position. Eng. Khaled AbuBakr, Chairman of the Egyptian Gas & Energy Association (EGEA), has taken up the role of IGU Vice President. In this capacity, he participates in all meetings and activities of the IGU and the Executive Committee. He also represents the IGU in the ongoing gas debates, such as the G7, G20, and UN Climate Change Conferences, in addition to the major international conferences, to advance its strategic vision and enhance its global influence. Eng. Mohamed Fouad, Secretary General of EGEA, serves as the Egyptian Presidency Team Director for the IGU, in addition to his role as Chair of the National Organization Committee for the 2031 World Gas Conference (WGC), which is to be held in Egypt. Meanwhile, Eng. Karim Shaaban, Head of the Strategy and Planning Committee of EGEA, holds the position of Vice Chair of the Coordination Committee and a member of the Executive Committee of the IGU. This event stands as the global gas and energy industry's most significant gathering, convening top experts and decision-makers to delve into the sector's primary challenges and opportunities.
