Remove encroachments or face action, traders at DLF 1 shopping mall told

Gurgaon: The district town planner (enforcement) has issued a notice to all shop owners and the Shopping Mall Condominium Association at Arjun Marg, DLF 1, citing
illegal encroachments
in common areas of the shopping mall.

A recent survey found that corridors and passages were blocked with furniture, goods, and kiosks, violating Section 3B of the Haryana Development and Regulation of Urban Areas Act, 1975. In the notice, DTP termed these encroachments a safety hazard and directed their removal. Shopkeepers have been summoned on May 14 to submit replies or face legal action under Section 10 of the Act.
The notice said kiosks set up in front of shops on both the basement and ground floors obstruct movement in public corridors.
These temporary stalls reportedly narrow walkways and raise serious concerns about
public safety
in case of emergencies. While some residents have welcomed the crackdown, others say the kiosks add to the shopping experience. "This market has become unsafe to walk through, especially on weekends. The walkways are congested and in case of an emergency, there's no space to evacuate people quickly," said Anjali Mehra, a resident of DLF Phase-1.
"It's high time the authorities enforced the rules," she said. However, shopkeepers see things differently. "We put out displays for more footfall. These small kiosks don't block anything—people like street-style food," said Ravi K, who runs a garment shop. "We're ready to cooperate, but the authorities should also consider a structured way to allow some flexibility," he added.
The notice has sparked a debate on the balance between commercial interests and urban planning norms.
While enforcement has begun, all eyes are now on May 14, when the shop owners are expected to present their case to avoid penalties and possible demolition of unauthorised structures.

8.5L applications received during Revenue Sadassulu: Telangana Minister Ponguleti

HYDERABAD: Revenue and Housing Minister Ponguleti Srinivasa Reddy on Saturday revealed that around 8.5 lakh applications related to land-related issues were received during the recent Revenue Sadassulu conducted by the state government. 'The recently held Revenue conferences revealed how landowners were troubled by the previous Telangana Rights in Land and Pattadar Pass Books Act, 2020,' he said. Srinivasa Reddy held a review meeting at the Secretariat on the just-concluded Revenue Sadassulu (conferences). During the meeting, he instructed the Revenue authorities and officials of various districts to respond promptly to the applications received from the people. After the meeting, he issued a press statement, stating that the state government was revamping the land administration system, which according to him had been completely destroyed during the BRS regime. He also said that the government was strictly implementing the Telangana Bhu Bharati (Record of Rights in Land) Act, 2024, while claiming that the change is already being felt in the state. 'The new RoR Act brought transparency to land governance, which was lacking in the Telangana Rights in Land and Pattadar Pass Books Act, 2020. The new Act is paving the way for addressing the long-pending land issues,' he added. He said that around 60% of the approximately 46,000 applications received in the second phase have already been addressed. He said that over eight lakh applications were received from 10,239 villages during the third phase of Revenue conferences. The government has already computerised around 3.27 lakh applications, he added.

Push to ease-of-doing biz: Pb nod to self-certification of factory plans; Okays validity period for fire-safety certificates

Chandigarh: The Punjab Cabinet on Saturday approved changes to bring in ease-of-doing business, okaying amendments to Punjab Factory Rules, 1952, and laws meant for labour welfare. It also okayed several other changes. The cabinet approved amendments to Rule 2A, Rule 3A, Rule 4, and Rule 102 of the Punjab Factory Rules, 1952, to simplify processes under the ease-of-doing business initiative. The amendments will allow self-certification of factory plans by civil, structural, or mechanical engineers with at least five years of experience—or a master's degree with two years of experience—subject to departmental verification. Similarly, structural stability certificates can now be issued by qualified engineers on the same conditions. Additionally, women will now be permitted to work in the manufacturing of pottery and ceramics, as well as in the vegetable oil extraction process—activities that were previously restricted. The cabinet also gave its consent to amend the Punjab Labour Welfare Fund Act, 1965, as several provisions of the Act were no longer aligned with present-day needs. The revised provisions aim to make the fund more progressive and realistic, ensuring better protection and welfare for labourers and enabling them to live with dignity. Recognising that the existing Punjab Financial Rules Volumes I and II, framed in 1984, are outdated, the cabinet approved their updating. Numerous amendments and instructions have been issued since then by the finance department. The revised rules will incorporate these changes to ensure clarity and avoid legal disputes or confusion. The cabinet aslso apoproved framing of Punjab Fire and Emergency Services (Validity of Fire Safety Certificate) Rules, 2025. These rules will allow the state govt to prescribe a validity period for fire-safety certificates for buildings and premises through official notifications.
