Govt to ensure power supply during Ramadan, including theft-prone areas

The federal government has affirmed its readiness to provide uninterrupted power supply to consumers during sehri and iftar hours across all areas in Ramadan, including those with high electricity theft, according to Express News.
Energy Minister Owais Leghari said that instructions would be issued immediately to ensure uninterrupted power for fasting households. Leghari also dismissed speculation about imposing a solar tax, stating that there were no past or future plans for such a levy.
He suggested that power tariffs could be reduced further in the coming months.
During a Senate Standing Committee on Power meeting, government officials provided updates on negotiations with independent power producers (IPPs).
Special Assistant to the Prime Minister on Power Muhammad Ali said agreements with six IPPs had already been terminated, and discussions were ongoing to transition others from dollar payments to local currency.
He noted that circular debt reduction remained a priority, with plans to waive interest on outstanding dues and seek fixed-cost loans from banks to clear liabilities.
The meeting saw a dispute over journalists recording the proceedings.
A reporter attempted to film, prompting Leghari to question whether parliamentary rules allowed such recordings.
Senator Shibli Faraz remarked that journalists could face action under Pakistan's cyber laws if they misreported the session.
However, the committee chairman, Senator Mohsin Aziz, ruled in favour of allowing media coverage, acknowledging that state broadcasters were slow to release footage.
The decisions on electricity supply and power sector reforms come as Pakistan grapples with an economic crisis and rising energy costs, making affordability and accessibility key public concerns.

Section 144 to remain in place across Punjab during Muharram
Listen to article The Punjab government has decided to enforce Section 144 across the province in view of Muharram-ul-Haram, as part of efforts to maintain law and order and prevent sectarian unrest. The ban will be in effect from the 1st to the 10th of Muharram and will prohibit the display of weapons, fireworks, and any material likely to incite sectarian or religious tensions in public spaces without prior permission from authorities, Express News reported. Double riding will be banned on Muharram 9 and 10, though senior citizens, women, and law enforcement personnel will be exempt from this restriction. Authorities have clarified that no new processions or changes in traditional Majalis routes will be permitted. Public statements or content that promote sectarian or ethnic hatred, whether through devices or social media platforms, are also banned under the order. Spectators will not be allowed to gather on rooftops or shop ledges during the processions. Apart from the double riding ban, all other restrictions will remain effective throughout the first ten days of Muharram. Meanwhile, security has been ramped up in the provincial capital. The Dolphin Squad and Police Response Unit have been placed on high alert to ensure safety during Muharram activities. In a recent operation, Dolphin Force recovered firearms from a suspicious black-tinted vehicle on Multan Road, arresting five suspects. Recovered items included two rifles, three pistols, dozens of bullets, and magazines. According to SP Dolphin Arslan Zahid, the suspects—Kashif Ali, Muhammad Rahat, Azeem Anwar, Muhammad Mansab, and Basharat Ali—have been handed over to the Chuhang police station for further legal proceedings. Previously, the Punjab government has rolled out a comprehensive security plan for Muharram, incorporating digital surveillance, inter-agency coordination, and infrastructure safety measures to ensure peaceful religious observances across the province. According to the Home Department, Muharram is likely to begin on June 26 or 27, subject to moon sighting. A digital portal has been activated to monitor majalis, procession routes, and sensitive sites, with deputy commissioners instructed to upload relevant data within five days. The system will be managed by Kamran Taj from the Home Department's MIS section. To bolster security, the department has formally requested the deployment of Pakistan Army and Punjab Rangers, asking for location and duration details within a week. The request also includes mobile signal jamming in specific high-risk zones. To prevent sectarian unrest, the government has directed that non-Shia religious gatherings remain physically separate from Shia events.

FBR to block bank accounts, cut utilities for unregistered businesses
Listen to article In a bid to expand the tax base, the federal government has proposed tough new measures under the Finance Bill, seeking to restrict unregistered businesses from operating bank accounts and to disconnect their electricity and gas connections, Express News reported on Thursday. The National Assembly's Standing Committee on Finance on Thursday granted conditional approval to the move, directing the inclusion of procedural safeguards. During a meeting of the committee chaired by MNA Syed Naveed Qamar, Federal Board of Revenue (FBR) Chairman Rashid Mahmood Langrial briefed lawmakers on the proposed amendments. He stated that businesses not registered for sales tax would no longer be allowed to operate bank accounts. Notices would be issued prior to any such action, and accounts would be reactivated within two days of registration. Read More: Govt slaps Rs415b taxes to raise Rs2.2tr Langrial further informed the committee that non-registered Tier-1 retailers would face disconnection of power and gas utilities while revealing that of the 300,000 industrial units operating in Pakistan, only 30,000 to 35,000 were currently registered with the FBR. 'Tax rates are admittedly high, and compliance remains low,' he said. 'Electricity theft alone costs the national exchequer Rs500 to Rs600 billion annually.' Responding to a question on how unregistered businesses would be identified, the FBR chairman said income tax filings and business volume would be used to assess eligibility for sales tax registration. The committee was also told that a significant number of businesses, even among those registered, underreport sales and production. 'One-third of manufacturers are not even registered,' Langrial said. 'Those that are often engage in under-filing.' Committee member Javed Hanif expressed support for the FBR's proposals under Sections 14A(C) and 14A(D) of the Sales Tax Act. However, Chairperson Qamar cautioned that any new law should not be applied in a manner that could unjustly penalise unintended parties. 'That era is behind us,' he remarked. 'Our focus is to bring more people into the tax net and to improve thresholds and procedures.' The committee advised the FBR to include clear safeguards before proceeding with temporary account deactivations. The board was also asked to present a revised draft incorporating those protections. Langrial acknowledged that many business models are based on tax evasion and sought permission to temporarily suspend bank accounts rather than permanently freeze them. He suggested that any decision on permanent closures should rest with a designated committee. The proposed crackdown is part of a broader reform package aimed at increasing tax compliance in line with Pakistan's commitments under its programme with the International Monetary Fund (IMF).

PM forms body to promote cashless economy, digitization
ISLAMABAD: Prime Minister Shehbaz Sharif on Wednesday formed a high-level committee to accelerate the country's transition towards a cashless economy and advance digital financial infrastructure. Chairing a review meeting on promotion of a cashless economy, Sharif said digitisation was among the government's top reform priorities, aimed at eliminating the informal economy and increasing transparency through digital payments and fund transfers. 'To promote a cashless economy, we are taking policy steps to encourage digital payments and money transfers,' he said. 'The federal budget includes proposals aimed at supporting this shift.' Pakistan govt's budget steps may hinder cashless economy drive: TOAP Officials from the Ministry of Finance and the Ministry of Information Technology briefed participants on the progress of digital transformation, including directives issued to traders to adopt digital payments and efforts to promote digital finance at the public level. The body will meet weekly to monitor developments in digitalisation and financial transparency. Sharif also pointed to the successful use of digital wallets for disbursing financial aid during the holy month of Ramadan. 'Beneficiaries received their entitled aid in a transparent manner without any human interference,' he said. Citing improvements in the country's economic indicators, the prime minister noted that inflation had declined and remittances had increased. He added that a bullish trend in the stock market reflected investor confidence in the government's economic direction. 'By the grace of Allah, the efforts of our economic team are bearing fruit,' he said. The meeting was attended by Finance Minister Muhammad Aurangzeb, Planning Minister Ahad Khan Cheema, Minister for Information Technology Shaza Fatima Khawaja, Federal Board of Revenue (FBR) Chairman Rashid Mehmood Langrial, and other senior officials.
