Allocate govt land for Bio-CNG plants: Chhattisgarh govt to collectors

Raipur: The Chhattisgarh govt issued a circular to all district collectors regarding the allocation of land for
Bio-CNG plants
to be established in
urban local bodies
for processing bio-waste and agricultural waste.
The circular, issued by the Urban Administration and Development Department from the ministry, references the decision taken in the state Cabinet meeting held on April 17.
In compliance with the Cabinet's decision, govt land is to be allocated at concessional lease rates for Bio-CNG plants being set up in all urban local bodies of the state for the processing of bio-waste-cum-agricultural waste. The Urban Administration Department and the concerned urban local body have been authorised to take necessary action for the establishment of these Bio-CNG plants.
The state govt instructed the collectors to allocate a maximum of ten acres of govt land at a concessional lease rate of Rs 1 per square metre to public sector undertakings and govt oil and gas marketing companies for the establishment of Bio-CNG plants for processing bio-waste and agricultural waste in urban local bodies. The department also directed the collectors to take necessary steps to lease the land to these entities for a maximum period of 25 years.

New Delhi: The city gas distribution (CGD) sector is at the core of India's energy transition, with compressed natural gas, in particular, poised for significant growth, according to a report by Crisil Intelligence. This projected growth, according to Crisil, will be powered by government thrust, urban mobility demand, and expanding infrastructure. With more than 18,000 CNG stations proposed and 12 crore households unlocked through licensing rounds, the momentum remains strong. "With the top states continuing to anchor demand, the next phase of growth should come from new geographies, backed by evolving gas-allocation patterns, private investments and aggressive vehicle conversion trends," the Crisil report titled 'City Gas Pulse' read. On the other hand, the competitive intensity is rising, exclusivity periods are closing, and infrastructure gaps are being bridged selectively. City Gas Pulse provides a sharp, state-wise and player-wise view of CNG demand evolution, infrastructure rollout, investment concentration and market readiness. CNG is becoming the focal point of India's energy mix and the city gas distribution (CGD) sector's growth as the country works towards achieving a 15 per cent share in the primary energy mix for natural gas. According to Crisil, expansion of geographical areas and the increasing demand for cleaner mobility position CNG as a viable and sustainable alternative to traditional fuels. "Regional infrastructure development and readiness play a significant role in enabling wider gas access amid a shift in market focus to electric vehicles," read the report. "CNG remains competitive despite evolving allocation and pricing pressure," it added. India meets a sizable portion of its energy needs through fossil fuels, and various renewable energy sources and relatively cleaner energy sources are seen as an avenue to reduce dependence on conventional sources of power. Green energy for climate mitigation is not just a focus area for India; it has gained momentum globally. At COP26 held in 2021, India committed to an ambitious five-part "Panchamrit" pledge. They included reaching 500 GW of non-fossil electricity capacity, generating half of all energy requirements from renewables, and reducing emissions by 1 billion tonnes by 2030. India as a whole also aims to reduce the emissions intensity of GDP by 45 per cent. Finally, India commits to net-zero emissions by 2070.

Bhopal: Madhya Pradesh Chief Minister Dr Mohan Yadav has announced that the monthly financial assistance for women under the Ladli Behna scheme will be increased to Rs 1,500 from Diwali, which is in October. Currently, around 1.27 crore women beneficiaries receive Rs 1,250 per month. The move is being seen as a continuation of the BJP's flagship welfare initiative launched ahead of the 2023 state elections. Speaking to the media, Dr Yadav said, "The announcement in our Sankalp Patra is of Rs 3,000. We made it with full confidence and will fulfill it. The scheme began with Rs 1,000, then we increased it to Rs 1,250. From Diwali, it will be Rs 1,500." The hike will place an additional burden of Rs 310 crore on the state exchequer every month, pushing the annual cost of the scheme beyond Rs 22,000 crore. When the scheme was launched in 2023, 1.29 crore women were enrolled. The number rose slightly to 1.31 crore in October 2023 but has now come down to 1.27 crore. The government has admitted in the state Assembly that while new names are currently not being added, existing names are being removed based on age and other eligibility criteria. BJP MLA Bhagwan Das Sabnani defended the move, saying, "The Chief Minister is committed to empowering women. The Congress earlier mocked the scheme, but now they are afraid because the government is consistently fulfilling its promises." Congress leader Shailendra Patel criticised the financial viability of the scheme, stating, "The economic condition of Madhya Pradesh is deteriorating. No one knows how much more they will borrow. The state is practically being run on God's mercy." Rising Debt Poses Fiscal Challenges The state budget for 2025-26 stands at Rs 4.21 lakh crore. However, the government has already borrowed Rs 9,500 crore this financial year, taking the total outstanding debt to approximately Rs 4.31 lakh crore. This marks a 115 per cent increase in the state's debt over the last five years. In 2019, the total debt stood around Rs 2 lakh crore.
