'Disturbing': Allan government accused of 'cutting' oversight of government spending under guise of modernisation
The Victorian government has been accused of cutting financial integrity measures despite state debt being forecast to hit $194 billion in just four years' time.
The Allan government has proposed a series of reforms to 'modernise' Victoria's financial management regulations, but the state opposition has accused the government of reducing oversight of government spending.
"There has never been a more important time to scrutinise the overspending of the Victorian Government in this state's history... (yet) under the guise of improving financial integrity, the Labor Government is cutting it,' shadow treasurer James Newbury told SkyNews.com.au.
A key measure in the bill is the removal of the requirement for a 'warrant' to be issued before any taxpayer funds can be released from consolidated revenue and spent by government departments – a process that requires the sign off of the state's Governor and the Auditor-General.
Justifying the move in parliament, Finance Minister Danny Pearson said the warrants requirement was an 'antiquated cash accounting system'.
'Warrants originated in the days when public servants would seek to take cash from the vaults below Old Treasury Building to fund the activities of departments… once it was taken, there was no practical way to track it,' he said.
'We now have modern banking and IT systems, and strong requirements to provide annual reports demonstrating how funds are spent, making warrants redundant in the 21st Century.'
But shadow treasurer James Newbury said the removal of warrants was 'disturbing'.
'Since our Parliament was formed, the Victorian Governor formally signed off on Government spending," he said.
'Labor wants a blank cheque and is attempting to change the law, so that the Governor no longer has oversight of Labor's profligate spending.
'These changes are disturbing and the Opposition strongly opposes them.'
Responding to the claims, a Victorian government spokesperson said the Opposition's concerns were 'complete rubbish'.
"Warrants are an inefficient and ineffective practice developed nearly two hundred years ago. This will bring Victoria in line with other Australian jurisdictions,' the government spokesperson told SkyNews.com.au

An Australian global Islamic politics expert has urged the world to be "sceptical" of Israeli Prime Minister Benjamin Netanyahu claims after numerous intelligence reports concluded that Iran is not "close at all" to building a nuclear weapon. Professor Greg Barton from Deakin University told Sky News Netanyahu's strategy to close down Iran's nuclear program may not be as "clear cut and simple", as he would present it to be to President Donald Trump, in an attempt to persuade the US to join the Israeli assault. "I think that the way that Benjamin Netanyahu will sell it to Trump is that you just send in a couple of B2s over Fordow and it's done," Mr Barton told Sky News host Steve Price. "You've closed down the nuclear program and we're good. "But of course, it is not likely to be so clear cut and so simple." According to Axios, President Trump believes the US has leverage over Iran due to its bunker buster munitions – which Israel does not have – that are capable of destroying the Fordow nuclear enrichment facility that sits deep under a mountain. Mr Barton added the bunker buster bombs are unlikely to demolish Iran's nuclear program and could instead result in dangerous escalation of war in the Middle East. 'First of all, those B2 strikes with massive ordnance, penetrator bombs over Fordow, 90 metres underground, that likely wouldn't finish Iran's nuclear program,' he said. 'They'd probably scramble to take what they have left and actually move towards nuclear weapons. 'In the meantime, they're likely to strike out against US targets all around the Middle East and use their proxies to do so. 'So a very dangerous risk of escalation and a prolonged conflict.' When questioned about the validity of Netanyahu's claims about Iran's existential threat to Israel, Mr Barton said they were 'at odds' with other publicly available intelligence reports have said, including what Trump was briefed on by his own security adviser. Mr Barton highlighted Israel's remarkable capabilities at penetrating Iranian society and its defence apparatus, but noted other intelligence reports suggest 'Iran is some way off, it's not close at all' to building a nuclear weapon. 'It is possible they know something that no one else knows, but what all the other intelligence reports are saying is that Iran is some way off, it's not close at all,' he said. 'We can't know, we're sort of making a claim from Netanyahu who is desperate to involve Trump and America in this programme, and on balance you sort of want to be a bit sceptical about what he's saying for that reason.' Israel has been trading missiles with Iran since last Friday in an attempt to shut down any efforts of Tehran building an atomic weapon to wipe out the existence of the Jewish state. Netanyahu said the operations were to "strike the head of Iran's nuclear weaponisation program". White House press secretary Karoline Leavitt told a media briefing on Thursday, local time, she had been asked to pass on a 'direct quote' from President Trump on the possibility of US intervention in the Israel-Iran war. 'Based on the fact that there is a substantial chance of negotiations that may or may not take place with Iran in the near future, I will make my decision whether or not to go within the next two weeks,' she said, quoting the President. Ms Leavitt also urged sceptics of US involvement to 'trust' in President Trump's judgement, before emphasising his 'top priority' was to prevent Iran acquiring a nuclear weapon.

Waverley Park: AFL likely to snap up historic Hawks' home
Waverley Park in Mulgrave. Melbourne's historic Waverley Park may not be lost to football, with the AFL firmly in the race to purchase the venue from Hawthorn. It would be the league's second major piece of infrastructure, following their purchase of Marvel Stadium in Docklands for more than $30m in 2016. Expressions of interest for the property closed on April 3, and a deal is expected to be finalised within a matter of days. They also confirmed the sales price would likely fall in the $10m to $20m range. Hawthorn purchased the ground for just $1 in 2006, with the club set to cash in big-time on any sale. Commercial real estate agency Colliers' director Ben Baines, Victorian chief executive Rob Joyes and executive Lucas Soccio, who have the listing, declined to comment. The Goodlife Gym at Waverley Park generates $600,000 in annual rental income. The offering includes the Hawks' soon-to-be former training and administrative headquarters set within the within the Sir Kenneth Luke Stand, with the club set to move to a purpose-built new Dingley Village site this year. While the venue once had a capacity of 72,000 people, much of the stadium has since been demolished and is now surrounded by a housing estate. The AFL said only on Friday night that it was always looking for more facilities to accommodate the growth of the game. 'The AFL has targeted having 10 million attendees at AFL/AFLW games, events or festivals, two million AFL club members and one million participants and in order to achieve the target for participation we need two ovals a week every week for the next five years,' AFL spokesman Jay Allen said. 'We are always looking for ovals, either already in the system that we can continue to use for football, or new greenfield developments so we can continue to expand the space we need to accommodate the strong national growth in people playing our game.'
