What does it provide?
The Dam Safety Act, 2021, aims to provide for the surveillance, inspection, operation, and maintenance of specified dams across the country to prevent dam failure-related disasters and establish an institutional mechanism to ensure their safe functioning. It received the President's assent on Dec 13, 2021.
What are specified dams?
Specified dams in the country are defined as dams with a height of more than 15 metres, or between 10 and 15 metres with certain design and structural conditions, such as reservoir capacity or flood discharge capacity. This includes dams on both inter-state and intra-state rivers.
What is Punjab's stance?
Punjab chief minister Bhagwant Mann indicated on Monday that the state govt was already working on a draft to replace it with its own legislation. The resolution moved by the AAP govt in the Punjab assembly on Monday sought the repeal of the Dam Safety Act.
Punjab minister for water resources Barinder Kumar Goyal alleged that the Centre was trying to use the law to exercise control over dams in states. 'That is their planning. Dams belong to the state, and they have no business to interfere,' he said.
Congress objecting to parts of trifurcation law too
The Congress has also objected to sections 78, 79, and 80 of the Punjab Reorganisation Act, 1966, which laid out the grounds for the trifurcation of Punjab, on similar grounds. After the session, Congress MLA Pargat Singh said the AAP govt is silent on the law.
'These were overlooked even during the Punjab Termination Agreement Act, 2004. Both the laws should be annulled. There should be an expert committee to follow up on the issue,' he said.
What do the parts state?
Sections 78, 79, and 80 specifically deal with the rights and liabilities related to the Bhakra-Nangal and Beas projects, which are crucial water and power resources in the region.

Prime Minister Narendra Modi Friday said he turned down the invitation of President Donald Trump to visit US because he wanted to 'come to the Land of Lord Jagannath'. 'I humbly rejected invitation of President Donald Trump to visit US to come to the Land of Lord Jagannath,' PM Modi said. Speaking at a rally in Bhubaneswar commemorating one year of the BJP government in Odisha, he said the state government 'fulfilled demands of people as four gates of Puri Jagannath temple, its 'Ratna Bhandar' were reopened'. He further said that the first BJP government in Odisha had successfully completed one year with good governance, and delivery of public services. He also alleged that during the Congress rule, India suffered from lack of good governance. While PM Modi was in Canada to attend the G7 meeting on the host country's invitation, he held a 35-minute phone conversation with Trump, their first since Operation Sindoor, after the US President left the summit early. Foreign Secretary Vikram Misri gave details about the conversation: 'President Trump enquired if Prime Minister Modi could stop over in the US on his way back from Canada. The Centre, meanwhile, has scheduled events which will last a year. With the Congress-led Opposition often accusing the Modi government of causing 'death of democracy" and imposing 'undeclared emergency", the BJP plans to use the occasion to strike back. On the eve of the 50th anniversary of the imposition of Emergency in India, BJP's think tank Dr. Syama Prasad Mookerjee Research Foundation (SPMRF) has organised a mega event at Delhi's Prime Minister Museum and Library. This strictly by-invitation event will have a huge exhibition, with a series of stands chronicling the Emergency era and the fight against it and the formation of the first non-Congress government of Morarji Desai, News18 has learnt. 'Every prominent opposition leader of the time from all political spectrums who fought against the Emergency will be prominently displayed in the exhibition. After all, everyone fought it together," said a source privy to the developments. From Gujarat Navnirman agitation to Jayaprakash Narayan's movement — the exhibition is likely to feature all key moments that shaped India spanning from 1975 to 1977, which was marked by suspension of civil liberties, censorship of the press, and widespread persecution of political opponents. Union Home Minister Amit Shah will be the chief guest who will deliver the keynote address of the evening. Shah will speak for around 45 minutes, where he is expected to lash out at the Congress in his signature style. Invites are now being sent out. 'This eve of reflection will revisit the suppression of civil liberties, censorship of the press, and imprisonment of political voices during the Emergency and will reaffirm our enduring commitment to democratic values and constitutional freedoms," reads the invite that News18 has seen. Binay Kumar Singh, Director of SPMRF, wants to set the tone a night before the D-Day when the BJP's youth and the whole government apparatus goes into making it a big success. The Centre has already instructed all states and Union Territories to undertake a year-long commemoration of the 50th anniversary of the Emergency's imposition as 'Constitution Murder Day' with a Mashal yatra launched from Delhi on June 25, which will end at Kartavya Path on March 21, 2026, with Prime Minister Narendra Modi in attendance.
