Chinese student in KL fined for faking abduction video to extort RM2.9m from friend's mum
KUALA LUMPUR, May 27 — A university student from China was today fined RM17,000 by the Sessions Court here for deceiving his friend's mother by staging a fake kidnapping to extort RM2.9 million in ransom.
Judge Azrul Darus imposed the sentence on Zhang Runbao, 23, who is studying in Singapore, after he changed his plea to guilty when the alternative charge was read during the case mention.
The court also ordered a six-month jail term in default of payment.
According to the alternative charge, Zhang deceived Cheng Zhiwen, the mother of his friend Ye Yingxi, by making a phone call and showing a video of Ye appearing to be abducted.
The video showed Ye with a drenched face, hands bound, partially unclothed and mouth taped.
The kidnapper also claimed he had been choked and stomped on.
The accused then issued threats and demanded that Cheng transfer five million yuan (RM2.9 million) into a bank account in China.
The offence was committed at a hotel along Jalan Tunku Abdul Rahman between 11.44am and 9.15pm on May 2.
Zhang was charged under Section 417 of the Penal Code, which carries a maximum sentence of five years' imprisonment, a fine, or both.
Earlier, Deputy Public Prosecutor Noor Syafina Radzuan urged the court to impose a deterrent sentence, noting that the accused had caused significant inconvenience to multiple parties, incurring unnecessary time and resources for the court and police.
'In respect of the second accused (Ye), the prosecution seeks a discharge not amounting to an acquittal, as Zhang has pleaded guilty,' she submitted.
Zhang's lawyer, Ernie Sulastri Ahmad, pleaded for a lenient sentence on the basis that he was a first-time offender and had saved judicial time and expense by pleading guilty.
'He intends to resume his studies, which are expected to conclude in June 2026,' she added.
Meanwhile, Ye's lawyer Ramesh Sivakumar sought a full discharge and acquittal, informing the court that Cheng no longer wished to pursue the matter and had withdrawn her police report against her son.
However, Judge Azrul allowed the prosecution's application and ordered that Ye be discharged, not amounting to an acquittal. — Bernama

BEIJING, June 23 — The Malaysia Rail Link Sdn Bhd (MRL) has raised concerns over a series of cable theft incidents that could disrupt the planning and operational timeline of the East Coast Rail Link (ECRL) project, which is now at a critical phase ahead of its targeted completion in December 2026. MRL chief executive officer Datuk Seri Darwis Abdul Razak said several theft cases have been detected at specific locations along the ECRL track, which spans Kelantan, Terengganu, Pahang and Selangor. 'These incidents not only raise the cost of repairs and replacements but also risk delaying the train testing and commissioning schedule, which is expected to begin in June 2026,' he said during an interview with the Malaysian media delegation in Beijing. Darwis noted that if CCCC fails to complete the project on time — operations are slated to begin in 2027 — the conglomerate could incur losses of RM1.25 million per day. MRL, a wholly owned subsidiary of the Minister of Finance (Incorporated), is the owner of the mega infrastructure project, while China Communications Construction Company (CCCC) is the main contractor. As the project owner, MRL has lodged police reports on the incidents and is stepping up security measures, including appointing a dedicated security firm to monitor and safeguard ECRL assets on the ground, he said. 'However, we are also counting on continued cooperation from the authorities and local communities to help curb this crime. This is a national project that we must protect together,' said Darwis. He also plans to meet with Home Affairs Minister Datuk Seri Saifuddin Nasution Ismail and the police chiefs of the affected states to seek cooperation and solutions to the issue. The project's completion progress has reached 83.38 per cent as of May this year, on track to meet its completion target of December 2026. Darwis emphasised that 2025 marks the most critical phase of the project, with the installation of communication, information, and signalling systems now underway at the Kota SAS (Sultan Ahmad Shah) Station and soon to proceed simultaneously at other stations. However, since the installation of the systems began in March, the ECRL has been plagued by cable thieves. Aside from Kota SAS, theft cases involving cables and several transformer units have been reported in areas such as Paya Besar/Gambang, Cherating, and Kuantan Port City in Pahang; Chukai, Dungun, and Kemasik in Terengganu; and Pasir Puteh in Kelantan. In other developments, Darwis said the first two Electric Multiple Unit (EMU) train sets, along with two electric locomotives for freight operations manufactured by CRRC Dalian Locomotive & Rolling Stock Co. Ltd, are expected to arrive in Malaysia by the end of this year, with subsequent sets arriving in stages from April 2026. 'System and train testing and commissioning are scheduled to begin in June 2026. This is a crucial phase that will determine our readiness to begin operations,' he said. He also disclosed that 38 tunnels have been successfully bored along the project's alignment, with the final two — Serendah Tunnel 2 and the Genting Twin Tunnel — expected to be completed by the end of this month and early next month, respectively. Darwis also confirmed that all land acquisition work for the main ECRL track from Kota Bharu, Kelantan, to Port Klang, Selangor, has been fully completed, thanks to cooperation from the respective state governments. 'Only a few additional lots are needed to accommodate the electrification system, such as for Tenaga Nasional Bhd, but we've secured 100 per cent of the land acquisition for the main track,' he added. He added that ECRL's cargo services have received encouraging interest from logistics industry players, with early commitments totalling between 800,000 and one million tonnes for the first year of operations, which is scheduled to begin in early 2027. The 665km ECRL Project is the largest infrastructure project under China's Belt and Road Initiative (BRI) in Malaysia and is expected to enhance transport connectivity and catalyse economic growth along Peninsular Malaysia's east coast. — Bernama

Security guard attacked with machete in early morning brawl outside Nilai fast food outlet
SEREMBAN, June 23 — A security guard was seriously injured after being slashed by a group of unidentified individuals during a fight in front of a fast-food outlet in Bandar Baru Nilai yesterday. Nilai District Police Chief Supt Abdul Malik Hasim said police received a report at 6.08am from a medical officer at Sultan Idris Shah Hospital in Serdang, informing that the local male victim in his 30s was admitted to the Red Zone with blood covering his face and body. He said preliminary investigations found that the victim was attacked with a machete and beaten with wooden sticks by several unknown individuals in the 2.30am incident.'However, the victim is currently in stable condition, having sustained injuries to his head and legs,' he said in a added that initial investigations indicate the incident is not linked to gangsterism, revenge or past conflicts.'The incident is believed to have occurred spontaneously during an altercation, as all parties involved were intoxicated due to alcohol consumption, which led to misunderstanding, provocation, and physical assault.'Police are actively working to identify the suspects,' he said. — Bernama

Consumer body cuts ties with deregistered Ikhlas
Nadzim Johan, chief activist of PPIM, said the association did not want to work with illegal NGOs. PETALING JAYA : A consumer body has said it would no longer work with Ikhlas, a society for small-time entrepreneurs, after learning it had been deregistered three years ago. The Malaysian Muslim Consumers Association (PPIM) said it had no idea that Ikhlas had been deregistered when jointly presenting a memorandum to the home ministry recently, according to the Scoop website. 'We do not want the public to question our credibility for joining forces with an NGO that has been deregistered,' PPIM chief activist Nadzim Johan was quoted as saying. 'Nor do we want to work with illegal NGOs. There are other NGOs whom we could work with.' On Friday, the Registrar of Societies confirmed that Ikhlas was deregistered in November 2022 for failing to submit annual financial statements. The society, which had listed former prime minister Dr Mahathir Mohamad as its patron, was led by Ridzuan Abdullah, who is also on the secretariat of Gabungan Ikhlas Malaysia, a group which issued statements in early January on the addendum linked to Najib Razak. Ridzuan recently claimed that the NGO did not receive any notice about its deregistration, and also stated that the Covid-19 pandemic made it difficult for Ikhlas to hold meetings and submit its financial statements. Two years ago, it was reported that Ridzuan had been charged with 12 counts of filing fraudulent claims totalling RM378,000 to the Social Security Organisation to obtain incentives from the Penjana Kerjaya 2.0 Programme.
