Global Naga Forum slams govt over FMR area cut, Indo-Myanmar border fence

The Global Naga Forum has criticised the Centre's decision to reduce the area of the Free Movement Regime (FMR) and fencing of the Indo-Myanmar border in Nagaland.
The government's revised border guidelines issued in December 2024, limit cross-border movement under FMR to just 10 km from the border and impose a "border pass" system.
An eight-point resolution was adopted during an international hybrid seminar on FMR held under the aegis of Global Naga Forum on Monday and attended by representatives of Naga political parties, civil society organizations, student bodies, scholars, and concerned citizens from across Nagaland and abroad.
The declaration, released by the Global Naga Forum (GNF) through its Convenor Chuba Ozukum and Co-Convenor Prof Rosemary Dzuvichu, warned that these measures infringe on indigenous rights, threaten Naga unity, and undermine the centuries-old kinship ties between communities divided by international border.
They claimed that fencing of the Indo-Myanmar border and surveillance would further criminalise the Nagas way of life.
"The Centre must recognise that resolving the Naga political issue is of far greater importance than introducing new layers of unrest," the joint recommendation stated.
The FMR, which allowed cross-border movement of communities living along the India-Myanmar border, has long been vital to indigenous trade, worship, and familial bonds, they said.
"Elected Naga leaders must stand with the people. The state government of Nagaland and all Naga representativesregardless of state or political affiliationmust take a firm stand against fencing and surveillance. They are accountable first to the Naga people, not to external political pressures...," the resolution adopted in the seminar said.

"Due to the changing nature of the threat, US government employees working in India are required to obtain permission prior to travelling to most areas in the states of Bihar, Jharkhand, Chhattisgarh, West Bengal, Meghalaya and Odisha," the advisory went on to say. Harichandan said while the United States grapples with violent crimes, it chooses to issue "misleading advisory" about India and Odisha. Prosecution and conviction of the accused in such heinous offences is also a focus area of Odisha Police." Meanwhile, apprehending a decline in the arrival of international tourists, Hotel and Restaurant Association of Odisha said, "We urge the Indian embassies abroad to present factual information backed by official statistics about the decreasing LWE activities in Odisha."

CM: businesses will no longer need police licence to run operations

Hotels, swimming pools, guest houses, video game parlours, auditoriums, and amusement parks in Delhi will no longer require licences from the police to be operational, said Chief Minister Rekha Gupta on Sunday. However, municipal corporations and the departments concerned should now grant permission for their functioning. On June 19, Lieutenant-Governor V.K. Saxena had approved an order withdrawing the requirement of the Delhi police to issue licences for seven business sectors under the Delhi Police Act, 1978. Businesses will now be exempted from having to obtain a no-objection certificate from the police. The exemption encompasses entities such as hotels, motels, guest houses, restaurants (eating houses), swimming pools, auditoriums, video game parlours, discotheques, and amusement parks. The licensing power will now be transferred to local bodies such as the Municipal Corporation of Delhi, New Delhi Municipal Council, or Delhi Cantonment Board. The move comes after hotel and guest house operators sought the repealing of licences during a meeting with Chairman of the Chamber of Trade and Industry Brijesh Goyal and Industries Minister Manjinder Sirsa. Ms. Gupta said the reform is a direct reflection of the government's 'visionary approach' and in line with the BJP-led Centre's 'minimum government, maximum governance' and Ease of Doing Business policies. 'This decision is not only a big step towards administrative reform but also the result of the policy and thinking of the Central government,' said the CM. 'The Centre is adopting ease of doing business for the benefit of the country, which is being implemented in Delhi,' she added. Ms. Gupta said Union Home Minister Amit Shah has categorically said the police force should be relieved from non-core duties so that their energy and resources can be focused on law and order, security, and crime control. The subject of policing in the national capital lies under the Home Ministry. 'We want to make Delhi not only the political capital of India but also a model of good governance. That is the mission of our double-engine government,' the CM said.
