Palaniswami criticises Stalin for not being able to get funds under RTE Act

AIADMK general secretary Edappadi K. Palaniswami on Saturday criticised Chief Minister M.K. Stalin for not being able to get funds for the State under the under the Right of Children to Free and Compulsory Education (RTE) Act despite the political formation led by the latter having 39 MPs in the Lok Sabha.
In a statement, Mr. Palaniswami said it was 'not acceptable' for the delay in the functioning of web portal for enabling admission of students under the Act by citing one reason or the other. The State government should 'stop playing immediately with the education of children belonging to the poor and the middle class.'
Referring to the direction of the Madras High Court recently on the issue that the State government reimburse the private schools which make admissions under the RTE Act, the AIADMK leader urged Mr. Stalin to release funds from the State government's Exchequer.

'From above discussion, there is sufficient material on the record to come to a prima facie view that the allegations levelled against the accused persons have predominant contours of a dispute of civil nature and does not have the markings of a criminal offence. The dispute predominantly of a civil nature is being given colour or shades of criminal nature,' said Special Judge Sanjeev Aggarwal of Rouse Avenue Court in his order. What tilted the case in the favour of the accused people was the fact that the banks had denied the CBI sanction to investigate and prosecute 40 of their officials. 'As the competent authorities qua bankers have even shut out initiation of investigations against all of their bankers, totalling 40 in numbers u/S. 17A of PC (Prevention of Corruption Act) Act, it shows that present case was not having any criminal complexion or no criminal ingredients of cheating, deception or inducement,' noted Judge Aggarwal. '…senior bankers/Government officials, who are experts in the field of banking and know nitties and gritties of all the loan transactions, were fully conscious of this aspect when they denied approval u/S. 17 A of PC Act and they can also be said to be aware that the matter was of civil nature for which banks may have civil remedies available to them, as per law,' he added. The CBI had accused Ratul Puri, his wife Nita Puri, and private company Moser Baer India Limited (which made CDs and DVDs) of defrauding a consortium of banks. It had alleged that the goal of the accused was to defraud the banks by siphoning off money by misusing loans granted to them. The CBI had also alleged that the siphoning of funds could not have been possible without the 'active connivance of bank officials' since it was the job of the bank officials to monitor the loans. '…there was no diversion or siphoning or misuse of the loan(s) at any point of time and the loans were utilised for the purposes for which it was disbursed as per the RBI guidelines and the banking norms and in view of the fact that the senior functionaries of the different banks/consortium of banks running into 40 in numbers were even denied approval to investigate u/S. 17A of the PC Act by the different sets of competent authorities,' said Judge Aggarwal.

Hindu Munnani , a right-wing outfit aligned with the BJP, on Sunday urged voters to assert the power of the Hindu vote bank in the upcoming Tamil Nadu assembly elections , scheduled for April next year. Speaking at the Lord Murugan Devotees Conference, the group passed a resolution calling for Hindu unity and the protection of Hindu rights and temples. Vijay Deverakonda booked under SC/ST Act

HYDERABAD: A case has been registered against film actor Vijay Deverakonda under the SC/ST (Prevention of Atrocities) Act for allegedly making derogatory remarks against tribal communities during a movie pre-release event in Hyderabad. The complaint was lodged by Joint Action Committee of Tribal Communities president Nenavath Ashok Kumar Naik alias Ashok Rathod at the Raidurgam police station. According to the complainant, Vijay made objectionable comments during the pre-release event of the film Retro, starring actor Suriya, on April 26. The actor allegedly stated that tribal people fought 500 years ago 'without intelligence or minimum common sense', and reportedly drew comparisons to Pakistani terrorists. The remarks, which were perceived as racially offensive and deeply insulting, were broadcast on multiple media platforms, including the Sithara Entertainments YouTube channel, which has over 8.6 lakh subscribers. The specific video had garnered more than 99,000 views, the complaint noted. The complainant stated that the comments hurt the sentiments and dignity of the tribal community and demanded legal action. Following the complaint, Raidurgam police registered a case under Section 3(1)(r) of the SC/ST (Prevention of Atrocities) Act. Investigation is underway.
