Finance Ministry: No reason for sugar price hike as refined sugar remains exempt from SST

KUALA LUMPUR, June 20 — Refined sugar (or commonly known as white sugar) remains tax-free under the revised Sales and Service Tax (SST) that will take effect on July 1, 2025, said the Ministry of Finance (MOF).
The MOF said in a statement today that raw sugar used in the production of refined sugar would be subject to a five per cent sales tax.
'However, as previously announced, manufacturers such as MSM Malaysia Holdings Bhd are eligible to apply for tax exemption on their raw materials and inputs.
'Hence, there is no reason for any increase in the price of refined sugar — especially since sugar refiners like MSM continue to receive monthly incentives from the government to ensure supply and price stability,' the MOF said.
The MOF said this to clarify a statement issued by MSM regarding the impact of the sales tax revision on raw sugar.
The ministry said the Madani Government has taken a targeted approach by not imposing taxes on essential goods such as sugar, salt, chicken, eggs, meat, fish, vegetables, cooking oil and rice.
'This is to ensure that the majority of the people will not be affected by the SST revision,' it said.
The MOF said sugar refiners and manufacturers in Malaysia can apply to the Royal Malaysian Customs Department for tax exemptions as provided for under Item 1, Column (2), Schedule B of the Sales Tax (Persons Exempt from Payment of Tax) Order.
Yesterday, it was reported that national refined sugar producer MSM is reviewing the five per cent extension of SST involving raw sugar and is seeking further clarification from the government to monitor the impact on the prices of regulated goods.
According to the MSM group chief executive officer, the retail price of sugar in Malaysia has been capped at RM2.85 per kilogramme since 2011, despite the global raw sugar price increasing in recent years.
He said that if the tax was imposed on raw sugar, the country's refined sugar producers could pass on the cost to the industry.
'However, we cannot do that for sugar because it is under price control,' he said, adding that 75 to 80 per cent of MSM's production costs come from raw sugar. — Bernama

PETALING JAYA : Some 23.6 million domestic users in Peninsular Malaysia will enjoy fairer electricity rates, and in turn lower costs of living, through the new tariff schedule approved by the government. The Energy Commission said the new schedule will see, among others, an extension of off-peak consumption hours to cover all of Saturday and Sunday, and 10pm to 2pm from Monday to Friday. 'This is to encourage more effective management of consumption, in line with efforts towards a more effective and sustainable energy system. 'Consumers who use electricity during off-peak hours will save more on their bills,' it said in a statement today. The commission said the new tariff, which will be enforced from July 1, 2025 to Dec 31, 2027, will also see the base average tariff adjusted to 45.4 sen/kWh, compared with 45.62 sen/kWh previously approved in December 2024. Currently, the base tariff is set at 39.95 sen/kWh between 2022 and 2024. The base average tariff comprises a 12.98 sen/kWh network and retail charge and a 32.42 sen/kWh generation charge, with an additional 10% depending on an incentive given for efficient consumption. 'With this adjustment, the total average cost of the electricity tariff (in Regulatory Period 4) is lower by 19% compared with Regulatory Period 3,' it said. It said the automatic fuel adjustment mechanism would replace the imbalance cost pass-through mechanism, allowing for adjustment to the generation charge based on current fuel market prices and currency exchange rates. 'Based on our forecast until the end of the year, we believe (adjustments) will not exceed three sen per month. We have already taken into account some level of demand growth,' the commission's CEO, Siti Safinah Salleh, said at a session with the media. The commission said the new schedule will exempt domestic users who use 1,000kWh and below and low voltage, non-domestic users who use 200kWh and below to incentivise efficient electricity consumption. It said the government has agreed to specific electricity tariffs for agriculture, water services, sewerage and rail operations. 'Registered higher education institutions, schools, welfare homes and houses of worship will receive 10% rebates,' it said. It said household heads in hardcore poor families registered in the e-Kasih system will continue to enjoy monthly rebates of up to RM40. 'Overall, this approach aims to encourage energy efficiency and renewable energy usage. All consumers will receive electricity bills in a more detailed and itemised format,' it said.

Malaysia's vibrant Ramadan and Aidilfitri bazaars generated an impressive RM3.2 billion in total sales and engaged 281,876 workers in 2025, according to a report released today by the Department of Statistics, Malaysia (DOSM). The 'Report on Statistics Ramadan & Aidilfitri Bazaars 2025' highlights a notable improvement in performance compared to 2023. The total sales value for both bazaars in 2025 rose by 12.9% from RM2.5 billion in 2023. This growth was accompanied by a 17.6% increase in the number of persons engaged, underscoring the significant economic activity and local entrepreneurship fostered by these festive markets. The DOSM survey, conducted from March 2 to March 30, 2025, covered bazaars registered with Local Authorities (LAs) nationwide. State and District Highlights Selangor emerged as the top-performing state, recording the highest combined sales value of RM0.7 billion and engaging 38,811 persons. Johor followed with RM0.5 billion in sales and a leading 44,525 persons engaged, while W.P. Kuala Lumpur registered RM0.4 billion in sales with 16,142 persons engaged. Collectively, these three states contributed 47.5% of the total national sales value for Ramadan and Aidilfitri bazaars. At the administrative district level, Johor Bahru recorded the highest combined sales value at RM261.1 million, surpassing Petaling (RM184.7 million) and Gombak (RM122.0 million). Ramadan Bazaar Performance Specifically, Ramadan bazaars contributed RM2.6 billion in sales in 2025, reflecting a positive growth of 14.9% compared to 2023. Selangor led state-level sales for Ramadan bazaars at RM558.0 million, followed by W.P. Kuala Lumpur (RM361.9 million) and Johor (RM331.5 million). Petaling district topped the Ramadan bazaar sales with RM163.9 million. The number of persons engaged in Ramadan bazaars also saw a sharp increase of 18.7% to 241,379. Johor registered the highest number of persons engaged at 37,415, while Johor Bahru district led with 21,295 workers. Aidilfitri Bazaar Performance Aidilfitri bazaars also performed well, with total sales increasing by 5.1% to RM0.6 billion compared to RM0.5 billion in 2023. Johor led state-level sales for Aidilfitri bazaars with RM144.3 million. Johor Bahru district again recorded the highest sales at RM99.0 million. The number of persons engaged in Aidilfitri bazaars increased by 12.0% to 40,497, with Johor recording the highest number at 7,110 persons. PUTRAJAYA, June 20 — More than 23.6 million domestic electricity users in peninsular Malaysia are set to benefit from fairer and more progressive rates under a newly approved tariff structure that will come into effect from July 1. The new electricity tariff, which will run until December 31, 2027, falls under the Fourth Regulatory Period (RP4) of the Incentive-Based Regulation framework governed by the Electricity Supply Act 1990. 'The tariff revision involves a restructuring of the average base tariff rate, a new tariff schedule, and a revamped fuel cost adjustment mechanism,' the Energy Commission said in a statement today. The average base tariff has been revised to 45.40 sen/kWh, slightly lower than the 45.62 sen/kWh approved in December 2024, resulting in an overall average tariff reduction of up to 19 per cent compared to the previous regulatory period. Under the new tariff schedule, users will now be categorised based on voltage levels — domestic and non-domestic — while charges will reflect actual costs across energy, capacity, network, and retail components. The Energy Efficiency Incentive will benefit domestic users who consume 1,000 kWh or less, while non-domestic users using under 200 kWh will also be eligible for incentives. The Time of Use scheme has been updated to include extended off-peak hours from 10pm to 2pm on weekdays and all day on weekends, to encourage consumption during low-demand periods. The government will continue to offer social support, including special tariffs for agriculture, water services, and rail operators, a 10 per cent rebate for schools, places of worship and welfare homes, and a monthly RM40 rebate for hardcore poor households registered under e-Kasih. Electricity bills will adopt a more detailed itemised format to improve transparency, with energy-conscious users likely to see further savings. The new Automatic Fuel Adjustment mechanism will replace the current Imbalance Cost Pass-Through system, with adjustments made based on monthly fuel prices and exchange rates. Consumers can check their new rates from June 21 and use a bill calculator available from June 23 on the official TNB website.
