Chandigarh: A review meeting of various departments was held under the chairmanship of the governor Gulab Chand Kataria, to assess the progress of ongoing development projects, revenue generation, and expenditure management in the UT.
The meeting also included a detailed discussion on infrastructure initiatives aimed at addressing the housing needs of govt employees.
During the meeting, the finance secretary apprised that the ministry of finance (MoF) set specific targets for monthly revenue receipts and expenditure. Consequently, all departments were instructed to achieve these targets. Directions were issued to the administrative secretaries concerned to ensure strict adherence to these goals.
The administrator also reviewed the present govt housing available for the employees of the Chandigarh administration. He directed the engineering department to ensure the timely and quality completion of the upgradation and renovation work of old govt housing units so that they can be allotted to employees without delay.
The governor also reviewed various projects in the education and healthcare sectors. He was informed that the government school in Kajheri was complete, while the school in Karsan was at an advanced stage of completion.
Sarangpur project is expected to be ready in the current year itself. The governor instructed that work on schools in Dhanas and Maloya should be started within this year. These institutions, located in the peripheral areas of Chandigarh, must be made functional at the earliest to ensure access to quality education for all.
In the healthcare sector, the Mother and Child Care Centre at GMCH-32 and the MBBS hostel block in Sector 48, which are in progress, should also be completed within the timeline fixed.
Additionally, the IT block is ready for use, and the girls' hostel in govt college, Sector 46, should also be completed within this year.
The governor also emphasised the need to expedite the construction of the hostel block for Kurukshetra students at Punjab Engineering College, Chandigarh, and directed departments to speed up pending works to enable its use by the students.
Recognising the growing demand for housing among UT employees, the administrator reiterated the need for swift construction of new housing units to meet accommodation requirements. In terms of police housing, it was noted that 240 houses for Chandigarh Police personnel were completed and will be handed over within the next three months. Kataria urged all departments to maintain momentum and adhere to project timelines so that essential infrastructure is delivered promptly and benefits reach the people without delay.

Chandigarh: The UT engineering department has received around five bids for the project to construct a verandah outside court room number 1 of Punjab and Haryana High Court. Scrutiny of bids will start on Monday, after which technically qualified ones will be selected and the process of financial bidding will start. The authority has specified the area for construction of the verandah, keeping heritage and other aspects in mind. The UT urban planning department has prepared and issued the drawing/design of the civil work, estimated at around Rs 13.50 lakh, to the engineering department for construction of the verandah. It has been categorically asked to construct the new verandah outside court room number 1. It will be similar to verandahs from court room numbers 2 to 9 in the high court. Since this project entails crucial heritage aspects, engineering officials concerned will monitor the work. "All dimensions are given approximately and must be verified on-site before execution of the work. The proposed verandah will be constructed as per the existing verandah in front of court numbers 2 to 9 in terms of design, specification, and structural feasibility. All electrical services shall follow the same pattern as in front of the existing court numbers 2 to 9," the engineering department has been instructed. Sources in the Chandigarh administration said that 22 iron poles will be installed and covered with RCC battens to construct the new verandah outside court room number 1. Thus, no major construction work in the existing building will be required. The matter was already discussed in the heritage committee of the UT administration. In May, the Supreme Court upheld a high court order directing the Chandigarh administration to construct a verandah (covered walkway) outside the Chief Justice's court. The Supreme Court's decision came after the Chandigarh administration appealed the high court order, raising concerns about potential violations of Unesco guidelines. Case sent to ASI Both the Chandigarh Heritage Committee (CHC) and its sub-group have approved the project. The Chandigarh administration has also sent the matter to the Archaeological Survey of India (ASI) for consideration and approval by the World Heritage Committee. "The ASI is the nodal agency to communicate and deliberate with the World Heritage Committee for such matters, as the Chandigarh administration cannot directly approach the World Heritage Committee," sources in the UT said. Imp Box: Tenders floated The UT engineering department has initiated two separate works for the verandah project of the high court. Tender amount for the civil work is estimated at around Rs 13.50 lakh, for which bids have been received. A tender for separate electrical work has also been initiated, with bids requested till June 27. Tender amount for electrical work is around Rs 1.88 lakh. Design & heritage considerations: --The verandah will mirror the design of those outside Courtrooms 2 to 9. --The UT urban planning department has provided the design, estimated at ₹13.50 lakh. --The project is sensitive due to heritage aspects, and will be closely monitored. Construction Details: --22 iron poles will be installed and covered with RCC battens. --No major alterations to the existing building are required. --Electrical work will follow the existing pattern and is separately tendered at ₹1.88 lakh (bids open till June 27). Legal and heritage approvals: --The Supreme Court upheld a High Court order mandating the verandah's construction. --The Chandigarh Heritage Committee and its sub-group have approved the project. --The matter has been referred to the Archaeological Survey of India (ASI) for further approval by the World Heritage Committee. New Delhi: Weeks after a war with Haryana, Punjab is now engaged in a similar conflict with Jammu and Kashmir, as the Union Territory's Chief Minister opposed the idea of diverting surplus water from three Western rivers of the Indus system to Punjab. Mr Abdullah, on Friday, was asked about the proposed construction of a 113 km canal to transfer surplus water from Jammu and Kashmir to Punjab, Haryana, and Rajasthan to prevent it from flowing to Pakistan. Opposing to divert water to Punjab, the Chief Minister said, "Right now, Jammu is facing water scarcity. There is no water in the taps. Why should I send water to Punjab? Punjab already has three rivers as per the Indus Waters Treaty." He also invoked the 45-year-old dispute between the Punjab and J&K governments over the construction of the Shahpur Kandi barrage in Pathankot. "We have got some water after putting up a fight through the Shahpur Kandi barrage project, but now I will not allow diverting the water of Jammu and Kashmir to Punjab," he said. Reacting to this, Punjab Governor Gulab Chand Kataria said that indulging in such a dispute is "not in our culture". "I don't think the water supply can be stopped just because someone is saying it. If this dispute had been between two countries, it would be acceptable. I can understand. But it is not possible in the same country. Some people get more share of water than others in the same country, I don't think this is in our culture," he said. Punjab Minister Ravneet Bittu also hit out at Mr Abdullah, questioning how he could stop the water supply as it is the Centre's decision. Punjab-Haryana water dispute The row over water sharing started after AAP-ruled Punjab refused to release more water to BJP-ruled Haryana, claiming the latter has "already used 103 per cent of its allocated share of water by March". The dispute reignited once again, with tensions escalating over the latest reduction in water supply from the Bhakra Nangal Dam. The Haryana government has demanded 8,500 cusecs of water; however, Punjab has declined the request, asserting that it doesn't have the water to spare. The Punjab government, led by Chief Minister Bhagwant Mann and the Aam Aadmi Party (AAP), has already slashed Haryana's daily water quota from 9,500 cusecs to just 4,000 cusecs. Defending this controversial move, Mr Mann stressed that Punjab is facing a water crisis of its own. He pointed out that Punjab's annual water accounting begins on May 21 each year and insisted that Haryana has already used up its allocation for the current cycle. According to him, the Ranjit Sagar Dam is 39 feet below last year's level, while the Pong Dam is down by 24 feet. "We don't have a single extra drop to spare," he said, underlining the severity of the water shortage in Punjab.
