Flight tax could raise €100bn to tackle climate crisis, study finds

Adding a levy to airline tickets could raise more than €100bn a year to pay for the damage done by climate breakdown, research has found.
Flying is the most carbon-intensive means of travel, but is artificially cheap as airline fuel is often not taxed, and the environmental impacts are not paid for.
Aviation makes up more than 2% of global greenhouse gas emissions. Even in developed countries, only about half of people fly each year and about 1% of the world's population is responsible for more than half of the aviation emissions.
Several countries are considering putting a charge on tickets that would raise money to help tackle the climate crisis, particularly for poor countries.
Analysis by the Dutch environmental consultancy CE Delft, commissioned by the Global Solidarity Levies Task Force, has shown that a levy on tickets that began at €10 on short-haul flights in economy, including domestic flights, rising to €30 on long-haul flights, and €20 for short-haul business-class tickets, rising to €120 for long-haul, would produce revenues of about €106bn a year.
If the levy was based on fuel consumption instead of ticket sales, it could raise about €84bn a year, but could be subject to airlines trying to circumvent the system by changing their routes.
A levy would have broad public support in many regions, as polling by Oxfam and Greenpeace has found about three-quarters of people in 13 countries thought wealthy air passengers should pay more tax.
Countries could also adjust the levy to fall more heavily on the rich and frequent flyers. Private jets could be subject to a separate scheme.
France, Kenya and Barbados are leading calls for a flight levy, and for other potential means of raising the funds needed to tackle the climate crisis in developing countries, such as taxes on shipping and fossil fuels. These are known collectively as global solidarity levies, and the charge on aviation is seen as one of the easiest to implement.
Laurence Tubiana, the co-chair of the Global Solidarity Levies Task Force secretariat, set up by the three countries, said: 'New levies on first- and business-class tickets or private jets can raise vital funds for everything from health to trains, and climate to development. People around the world pay a lot of tax on petrol for their car, while commercial airlines and private jets often pay no or low tax on their fuel.
'We can redress the balance with a modest extra contribution from those with the greatest means, without raising prices for the vast majority who work hard all year to enjoy an occasional holiday.'
Governments are meeting in Bonn this week and next to discuss the Cop30 climate summit, which will take place in Brazil this November. Campaigners are concerned that too little attention is being given to climate finance, by which rich countries are supposed to help their poorer counterparts to cope with the impacts of extreme weather.

At last year's Cop29, in Azerbaijan, countries agreed that $1.3tn should be made available each year by 2035 to help poor countries. Of this, at least $300tn is supposed to come directly from rich countries, with the rest from a variety of sources, including global solidarity levies, the private sector and carbon trading.
Many civil society groups are calling for fossil fuel companies to pay for the damage they have caused. The Oxfam and Greenpeace survey found about eight in 10 people would support such a move, in a poll carried out in Brazil, Canada, France, Germany, Italy, India, Kenya, Mexico, the Philippines, South Africa, Spain, the UK and the US.
Chiara Liguori, a senior policy adviser at Oxfam, said: 'Rich polluters are continuing to cash in on climate devastation, and their profiteering is destroying the lives of millions of people who have done the least to cause the escalating climate crisis.
'Fairer taxes on polluting industries around the world could help avoid more deaths, providing immediate and significant support to climate-vulnerable countries, and finally incentivise investment in a fast, fair transition to renewables.'

Royal Mail's chief executive has quit weeks after a £3.6bn takeover by the Czech billionaire Daniel Kretinsky. Emma Gilthorpe, who took up the top job just more than a year ago, stepped down from the role this week. She has been replaced on an interim basis by Alistair Cochrane, the chief operating officer. Ms Gilthorpe joined Royal Mail from Heathrow Airport in a newly created role reporting to Martin Seidenberg, the chief executive of parent company International Distribution Services (IDS). Before this she held senior roles at telecoms companies including Cable & Wireless and BT's Openreach. Her departure marks the latest leadership upheaval at Royal Mail, which has had five chief executives in the last six years. Earlier this month, the company said a host of IDS non-executive directors would be leaving the business, including Keith Williams, its chairman. The boardroom shake-up underscores efforts by Mr Kretinsky to stamp his mark on Royal Mail after closing a controversial deal to take control of the company. The takeover by Mr Kretinsky's EP Group marks the first time the postal service has fallen into foreign ownership in its 500-year history. The billionaire, who agreed to a number of legally binding undertakings to allay concerns about the deal, has also hired Greg Hands, the former Tory minister, as an adviser. Mr Hands will provide counsel on market and regulatory developments in the UK and Germany. In addition to Royal Mail, EP UK owns a number of energy assets including a gas-fired power plant in Stallingborough and the South Humber Bank station, both in Lincolnshire. Royal Mail will now be seeking a new chief executive amid critical talks over the future of its universal service obligation (USO), which requires the company to deliver six days a week at a uniform price. Bosses have been lobbying for the rules to be watered down, arguing that outdated regulations have left it financially unsustainable amid a sharp decline in letter sending. Royal Mail, which lost £348m in the year to March 2024, has repeatedly missed delivery targets and is facing a potential Ofcom fine for the third consecutive year. The regulator has drawn up plans to allow Royal Mail to end second-class mail deliveries on alternate days and Saturdays and to water down its main delivery targets. However, the two sides are still in negotiations over additional service targets. EP Group is also locked in negotiations with the Communication Workers Union (CWU), which represents more than 100,000 postal workers, over pay and conditions, as well as guarantees on USO reform. The two sides have committed to reaching several key agreements by September, with further deals to be agreed by the end of the year. Mr Seidenberg said: 'Emma has worked tirelessly to drive forward Royal Mail's transformation and I would like to extend my personal thanks to her for the significant contribution she has made to the company. The Radical Debt Transparency report found that private placements, central bank swaps, and collaterised transactions have complicated the reporting process. As a result, while the proportion of low-income countries publishing debt data has increased from under 60% to over 75% since 2020, only 25% have reported loan-level data on newly contracted debt. The report also found that domestically-issued debt is on the rise, but disclosures are not accurate. Furthermore, countries are also using confident debt restructurings with certain creditors which withholds essential data. World Bank's senior managing director Axel van Trotsenburg stated: 'Recent cases of unreported debt have highlighted the vicious cycle that a lack of transparency can set off. When hidden debt surfaces, financing dries up and terms worsen. Countries turn to opaque, collateralized deals. Radical debt transparency, which makes timely and reliable information accessible, is fundamental to break the cycle.' The report urges debtor and creditor countries to reform their transparency practices and issue mandates to ensure transparency in loan contracts and disclosures of lending terms. The report also suggests that there should be more frequent audits and better national oversight, published debt restructuring terms, and full participation from creditors in debt reconciliation processes. The World Bank is currently working to expand their global Debtor Reporting System to ensure that quality data is being shared and utilised. Pablo Saavedra, the World Bank's vice president for prosperity, commented: 'Debt transparency is not just a technical issue—it's a strategic public policy that that builds trust, reduces borrowing costs, and attracts investment. Radical debt transparency not only supports debt sustainability but also unlocks private sector investment to drive job creation.'
