‘KP has placed Rs150bn in Debt Management Fund for repayment of loans'

PESHAWAR: The Khyber Pakhtunkhwa government has put Rs150billion in Debt Management Fund to timely ensure repayment of the hovering debts of the province.
Speaking at a post-budget press conference here on Saturday, Advisor to Finance and Interprovincial Coordination Muzammil Aslam informed that a Debt Management Fund was created to ensure timely repayment of government's loans and improve financial stability.
He added the total volume of KP debts stand near Rs709billion, which will be gradually repaid through this debt management fund. KP Finance advisor said the government is gaining daily profit Rs60million through putting Rs150Billion in the Debt Management Fund.
In fiscal year 2024-25, according to budget documents, the provincial government repaid a significant Rs 49 billion in outstanding loans, which included Rs 18 billion in mark-up. He hoped the KP will achieve income of Rs17 to Rs18 Billion from Debt Management Fund.
Advisor Finance said the government has no plan to get new loans in the next financial year 2025-26. He, however, said the government would gain a loan, if in case of launching any new project in the province.
Flanked by Secretary Finance Amer Sultan Tareen and other administrative secretaries and senior officers of all departments concerned, Muzammil Aslam said KP had never received full payment on head of NFC and Net hydel profit. He said the KP government is expecting to receive full payment of Rs 70 Billion from the centre in the next fiscal year. Finance advisor explained the Federal government was giving Rs 3Billion on monthly basis to KP on head of payment of net-hydel.
Responding to various queries of reporters, Muzammil Aslam said KP government has increased its annual development financing upto Rs 153Billion. He said the government has offered 30 forms of allowances to government employees. Out of secretariat employees' disparity allowance increased by 30 percent, he said. He said salaries of police were equalized to Punjab police, besides a 10 percent increase made in police salaries.
To another question, Muzammil Aslam said 810 development schemes worth Rs 500Billion have been included in the FY 2025-26. In the current financial year, he said the government had allocated Rs 156Billion for settled areas. He added that over Rs 145Billion had so far been released for settled districts in the outgoing fiscal year.
Out of allocated Rs 41Billion, he explained over Rs 26Billion had so far been released for merged districts under Accelerated Implementation Program (AIP) in the current fiscal year. In the outgoing fiscal year, Muzammil Aslam furthermore said KP had received Rs 74Billion out of Rs 143Billion on head of foreign assistance and grants.
Finance advisor said the government has allocated Rs 278Billion through its own resources for various development schemes in the next fiscal year. He said professional tax will be imposed on those who are earning Rs 40,000/month. He said the period of throw forward has been reduced to 5.1 year from 10 years. He said funds for public sector universities have been increased from Rs 3Billion to Rs10Billion.
Of the total budgetary allocation, Muzammil said the government is spending 36.5 percent of the budget on education and health sector.
To a question regarding imposition of tax on erstwhile Fata and Pata, he said tax was imposed on demand of the business community of Khyber Pakhtunkhwa. He said the federal government has imposed sales tax on former Fata and Pata, and it has maintained exemptions of income tax and withholding tax in these regions.
KP Advisor on Finance on the occasion criticized the federal and Punjab governments for not allowing him to meet with PTI patron in chief and founder Imran Khan. He said his meeting with party founder Imran Khan to hold discussion on the budget proposals.
He said the federal government has duty to arrange a meeting with PTI founder Imran Khan. We wanted to take the device and directions from Imran Khan on the budget proposals. He said this issue was also raised by Chief Minister Ali Amin Gandapur, who was allowed to meet with Imran Khan. He, however, said the government will take any decision after consultation with party founder Imran Khan and other leadership.

LAHORE: Pakistan Kissan Ittehad (PKI) has urged the government to establish an Agricultural Commodities Price Commission to ensure a transparent pricing mechanism that guarantees farmers at least a 25 percent return on their investment. In addition, PKI also called for the creation of an Agricultural Export Authority to stabilize domestic prices and promote sustainable marketing of surplus produce. PKI President Khalid Mahmood Khokhar made these demands while speaking to journalists the other evening. He also called for the removal of the 18 percent GST on seed cotton, the abolition of GST on tractors and related implements, and the introduction of a uniform electricity tariff of Rs 10 per unit for irrigation tube-wells. 'Without urgent reforms, experts warn that Pakistan's agricultural sector, which remains the backbone of its economy is on an accelerating downward spiral, with far-reaching consequences for food security, economic resilience, and social stability,' he remarked. Reacting to the Punjab budget, he criticized the mere 10.75 percent increase in agriculture allocations, arguing that it reflects either a gross underestimation of the crisis facing the sector or a deliberate attempt to downplay its severity. 'Despite these alarming signals, the Government of Punjab has allocated only Rs 129.8 billion for agriculture in the 2025–26 budget a modest 10.75 percent increase from last year's Rs 117.2 billion. In the face of a multi-trillion-rupee crisis, this nominal increment of Rs 12 billion is widely seen as inadequate and dismissive of the sector's plight,' said PKI President Khalid Mahmood Khokhar. Adding to farmers' concerns is the government's proposal to tax agricultural income; a move many believe demonstrates a profound disconnect from the economic hardships currently faced by the farming community. Applying tax slabs designed for stable corporate businesses to climate-affected farmers struggling with water scarcity could prove disastrous. Such a policy risks deepening rural poverty, discouraging investment, and further destabilizing an already fragile sector, he warned. The affordability crisis among farmers has reached critical levels. A steep decline in fertilizer usage, particularly urea and DAP along with a significant drop in tractor sales, indicates that farmers are unable to invest during the current Kharif season. The prospect of declining cotton yields is increasing, and the potential impact on the upcoming Rabi wheat crop is also cause for concern. If this downward trend continues, it could trigger a dangerous food security emergency. Khokhar pointed out that Pakistan's agricultural sector is in deep crisis, with growth plunging by 5.84 percent over the past year, and major crop production shrinking by more than 13 percent. Agricultural exports have also sharply declined in 2024–25, laying bare the sector's deep structural weaknesses. LAHORE: Parliamentary Leader of Pakistan People's Party in Central Punjab Syed Ali Haider Gillani on Friday strongly protested against the recent budget, accusing the government of discriminatory treatment towards South Punjab. He demanded that female members of the assembly should also be given due representation in budget allocations. Expressing concern over the conditions in Multan during speaking in Punjab assembly session, Gilani stated that despite being a major city of South Punjab with a population exceeding 5 million, its residents are forced to drink contaminated water due to the lack of clean water supply. Gillani also criticized the allocation of only Rs. 123 billion for the agriculture and livestock sectors, calling it an injustice to farmers. He demanded the formation of a committee to investigate the alleged unfair distribution of funds in the budget for South Punjab. He expressed confidence that South Punjab would soon become a separate province. Highlighting disparities, Gillani pointed out that Multan's water authority (WASA) received not a single rupee this year, forcing residents to consume toxic water, while Lahore WASA was allocated 147 billion rupees. Punjab Assembly Speaker Muhammad Ahmad Khan expressed regret over the opposition's protest during the session, stating that Operation Leader and other members damaged the House's microphone, misled the media, and baselessly blamed the Speaker. He warned that strict action would be taken against those responsible for the damage, and a committee would be formed to investigate the incident. The Speaker also cautioned that legal action would be taken against any member found disrespecting the Finance Minister. He emphasised that the assembly is the members' home and urged unity among lawmakers. The Punjab Assembly session began one hour and 56 minutes late under the chairmanship of Speaker Malik Muhammad Ahmed Khan. Shortly after the session started, the issue of a broken microphone arose. The Speaker expressed strong displeasure with Opposition Leader Malik Ahmed Khan Bhachar, stating, 'I am deeply disappointed that you accused us of breaking the microphone. I am a principled man and will never tolerate such allegations. An inquiry will be conducted, and action will be taken against those found responsible. If the microphone was damaged due to the ruckus and hooliganism by your members, they will be held accountable. From now on, I will ensure the Assembly proceedings are strictly rule-based. You must decide how you wish to proceed.' The Speaker also addressed other incidents, saying, 'I have formed an inquiry committee regarding the allegations against Bilal Yamin. E-Commerce sector urges govt to revise proposed tax steps

KARACHI: Pakistan's E-Commerce ecosystem has urged the federal government to revise proposed tax and compliance measures announced in Finance Bill 2025-26 and initiate a structured dialogue with stakeholders to co-create practical, growth-friendly tax policies Addressing a press conference here on Friday at Karachi Press Club (KPC), representatives of the Chainstore Association of Pakistan (CAP) and the Pakistan E-Commerce Association (PEA), along with other stakeholders including freelancers, marketplaces, courier services, payment providers, and digital platforms, have urged the government to adopt practical revisions to the proposed tax and compliance measures in the Finance Bill 2025-26. On the occasion, representatives including Muhammad Zeeshan, Shoaib Bhatti, Joint Secretary CAP Bushra, Atta Bin Azad, Mahwish from Payfast, Shoaib Ahmed and others were also present. They informed that Pakistan's e-commerce sector has grown over 35 percent annually in the past five years and currently, over 100,000 micro and small online sellers are active, supporting incomes for more than a million people nationwide. The total market size is estimated at Rs 2.2 trillion or $7.7 billion with some 2 percent share in the national GDP. They said that all stakeholders is supporting fair taxation and documentation, but the proposed measures risk severely disrupting both established and small businesses by putting an extreme compliance burden all at once. 'Their design and immediate implementation will stifle digital entrepreneurship, especially among youth and women,' they added. The coalition appreciates the proposed 5 percent digital presence levy on offshore platforms like Temu and supports improved data reporting requirements of the sector. However, the gains should not be undermined by excessive and impractical tax compliance obligations. They said that Finance Bill introduces multiple taxes and complex procedures across all related businesses, with no stakeholder consultation or phased rollout. Industry leaders warn that this top-down approach mirrors the unsuccessful 'Tajir Dost' scheme, which failed due to impractical design and lack of consultation. 'Blanket 2 percent sales tax withholding, mandatory sales tax registration for all online merchants, complex income tax withholding at six different rates, penalties of up to Rs 500,000 per case on platforms, couriers, and sellers and enforcement from 1st July with no transition period are key concern,' highlighted the representatives. They recommended 2 percent sales tax withholding to non-ATL (unregistered) sellers and income tax registration for small/ home-based sellers instead of complicated sales tax registration and monthly filings. Industry leaders urged the Prime Minister, Finance Minister, Commerce Minister, and Federal Board of Revenue (FBR) to pause enforcements and initiate a structured dialogue with stakeholders to co-create practical, growth-friendly tax policies.
