China's top Hong Kong official says security will ensure city's success
[HONG KONG] China's top official for Hong Kong affairs said the city needs to prioritise national security to ensure prosperity.
The China-imposed national security law helped Hong Kong maintain its status as an international financial hub, Xia Baolong, director of the Hong Kong and Macau Affairs Office in Beijing, said on Saturday (Jun 21) on his third trip to the semi-autonomous city in three years.
'Profound changes are occurring inside and outside Hong Kong. It is necessary to fully implement the One Country, Two Systems principle, guided by national security, to provide favourable safety protection for achieving better development of Hong Kong,' Xia told a government forum marking the fifth anniversary of Beijing's implementation of the 2020 national security law, which silenced dissent in the once-freewheeling territory.
His comments build on China's emphasis on national security in recent years, after massive pro-democracy protests roiled the former British colony in 2019. A continuing crackdown on perceived threats and the introduction of supporting legislation has stifled political dissent and led to the imprisonment of dozens of former activists.
Earlier this month, Beijing's national security office in the city carried out its first known joint operation with local police to investigate a case of alleged foreign collusion. In the same week, authorities invoked a security law to ban a Taiwanese-made video game they accused of advocating for overthrowing the government.
Xia's speech at the forum represents the most public appearance he has made during his five-day trip that began on Wednesday, which has included meetings with political and business leaders.

He also held discussions with university presidents earlier in the week, in a move seen as reinforcing Beijing's vision for Hong Kong as an innovation and talent hub.
Appointed as Beijing's top man in Hong Kong in 2020, Xia's tenure has seen growing integration between the Asian financial hub with the rest of China. He has urged the city to accelerate the development of its so-called Northern Metropolis, a sprawling area bordering the mainland city of Shenzhen.
Xia's visit comes as Hong Kong grapples with economic headwinds, buffeted by a slowing Chinese economy and a prolonged property slump. The city is also caught in the crossfire of the US-China trade war, with tariffs imposed by the Trump administration now applying to Hong Kong-made goods, further blurring the lines between the city and mainland China.
Still, some observers argue Hong Kong could paradoxically gain from the deteriorating US-China relationship. Having declared the city 'over' last February, former Morgan Stanley Asia chairman Stephen Roach said recently that the territory may benefit because of its unique position as China's most important window to international finance. Cyprus arrests British man on suspicion of terror-related plot, police say
NICOSIA - Police in Cyprus have arrested a British man on suspicion of terror-related offences and espionage, authorities said on Saturday. The man appeared before a district court on Saturday, which ordered an eight-day detention pending inquiries. No further details would be issued, police said, citing national security. A spokesperson for Britain's Foreign Office confirmed the individual's nationality, saying it was in contact with local authorities. "We are in contact (with) the authorities in Cyprus regarding the arrest of a British man," the spokesperson told Reuters. Several Cypriot news outlets reported the suspect was a man of Azeri ethnic descent and had been arrested in the Zakaki suburb of the coastal city of Limassol. The suspect was thought to have had a British RAF military base in nearby Akrotiri under surveillance, as well as Cyprus's own Andreas Papandreou Air Base in the western region of Paphos since mid-April, Cyprus's ANT1 news portal reported. Cyprus lies very close to the Middle East and has in recent days been used as a transit point for people either leaving or going to the region amid the conflict between regional foes Israel and Iran. PHOTO: REUTERS Ukraine asks allies to allocate 0.25% of GDP to boost its weapons production KYIV - President Volodymyr Zelensky has called on Ukraine's Western partners to allocate 0.25 per cent of their GDP to helping Kyiv ramp up weapons production and said the country plans to sign agreements this summer to start exporting weapon production technologies. In remarks released for publication by his office on June 21, Mr Zelensky said Ukraine was in talks with Denmark, Norway, Germany, Canada, the United Kingdom, and Lithuania to launch joint weapon production. 'Ukraine is part of Europe's security and we want 0.25 per cent of the GDP of a particular partner country to be allocated for our defence industry and domestic production,' Mr Zelensky said. As the war with a bigger and better-equipped Russia has intensified in recent weeks, Ukraine's need for new weapons and ammunition is constantly growing. This year, Kyiv had secured US$43 billion (S$55 billion) to finance its domestic weapon production, Mr Zelensky said. Member nations of the Nato military alliance are expected to meet next week in The Hague, to discuss higher defence spending. Nato Secretary-General Mark Rutte has proposed that countries should each agree to spend 5 per cent of their GDP on defence and security measures. Mr Zelensky said he was likely to visit the Nato summit, adding that several meetings with Western leaders had been set up on the sidelines. He also said that he hoped to meet US President Donald Trump. Last week, Mr Zelensky attended the Group of Seven summit in Canada as he sought to discuss stronger sanctions against Russia and more military support for Ukraine with Mr Trump there. But he failed to meet the US President as Mr Trump left a day early for Washington to address the Israel-Iran conflict. Ukraine currently covers about 40 per cent of its defence needs with domestic production, and the government is constantly looking for ways to increase production further. Kyiv plans to launch joint weapon production outside of the country and will start exporting some of its military production technologies, Mr Zelensky said. 'We have launched a programme 'Build with Ukraine', and in the summer we will sign relevant agreements to start exporting our technologies abroad in the format of opening production lines in European countries,' Mr Zelensky said. The discussions focused on producing different types of drones, missiles, and potentially artillery, he said.
