K-P proposes hike in traffic fines under new budget

The KhyberPakhtunkhwa (K-P) government has proposed substantial increases in traffic violation fines under its Finance Bill for 2025-26, with a particular focus on regulating three-wheelers and curbing underage driving.
For the first time, a separate category has been created for three-wheeled vehicles, including rickshaws and loaders, Associated Press of Pakistan (APP) reported on Tuesday.
Fines for these vehicles will range from Rs200 to Rs10,000 depending on the nature of the violation. Non-compliance with route permits will incur a penalty of Rs5,000, which will be doubled for repeat offenders.

The bill also proposes stricter action against the use of fraudulent driving licences. Individuals found driving with fake documents may face fines between Rs5,000 and Rs10,000.
Penalties for underage driving have also been revised. Fines for motorcycle riders under the age of 18 will increase from Rs1,000 to Rs3,000, while underage drivers of small cars will face fines of Rs5,000, up from the current Rs2,000.
Officials said the proposed measures are aimed at improving road safety and traffic discipline across the province.

They cited Article 6, Section 3 of his contract, stating the termination was due to 'acts that damage the dignity of the artist to the extent that cause interference with activities.' ONE HUNDRED said it considered the termination 'legitimate and reasonable' and warned: 'If he continues these claims, we will respond with strong legal actions.' The agency added that THE BOYZ will continue activities as scheduled, excluding Ju Haknyeon, and no further comments on the matter would be made.

TikToker allegedly raped by two men
A social media influencer and TikToker from Taxila was allegedly gang-raped by two men on the pretext of a job offer. As per reports, a 25-year-old woman was lured for a job offer and called in by the two suspects, Najeeb Khan and Faizan. According to her statement, she went to a location near Khanpur Road, where the suspects boarded her in their car and raped her. The suspects also allegedly snatched her phone, Rs3,000 in cash and a gold pendant before abandoning her. Despite reporting the incident to the police, the authorities reportedly hesitated to register a case, and the woman was sent back to Taxila after a perfunctory investigation. When the woman reported the crime to the Khanpur police station, but instead of registering a case, the police allegedly labeled her a "prostitute" and contacted her husband to come to the station. The woman was then sent back home with her husband, who has reportedly been having marital issues with her for the past three years. Sources claim that the accused men have police backing, which raises questions about the police's handling of the case. The fact that the police did not take action on the woman's complaint and instead sent her back with her husband has sparked concerns about the fairness of the justice system in the area. Local sources say that seeking justice from the Khanpur police is extremely challenging, and that the woman may need to reach out to high-ranking officials like the Hazara DIG or Haripur DPO to get her case heard. Meanwhile, the police officer on duty claimed that the woman had gone to Khanpur Dam with the accused individuals of her own accord and that the matter had been resolved.

Courts sentence multiple offenders
The Anti-Terrorism and Sessions Courts in Rawalpindi district on Thursday awarded strict punishments to convicts involved in cases of explosives recovery, murder, and narcotics trafficking. In a major decision, special Anti-Terrorism Court (ATC) Judge Amjad Ali Shah sentenced five individuals to a combined 65 years of imprisonment and imposed a fine of Rs500,000 each in a case concerning the possession of explosive materials. The court also ordered the confiscation of all movable and immovable properties of the convicts. The case, registered by the Counter-Terrorism Department (CTD) on September 12, 2023, named Abdul Rashid, Rizwanullah, Luqman Khan, Wahid Khan, and Irfanullah as the accused. In the event of non-payment of fines, each convict will serve an additional six months in prison. The court awarded seven years of rigorous imprisonment under Section 5 of the Explosives Act, three years and a fine of Rs50,000 under Section 11-F(6) of the Anti-Terrorism Act, and three years and another Rs50,000 fine under Section 11-W of the Anti-Terrorism Act. The time already spent in custody will be counted as part of their sentence. Following the ruling, all five convicts were transferred to Adiala Jail. In a separate murder case, Additional District and Sessions Judge Rai Afzal Hussain Kharal sentenced Zafar Mehmood to death and imposed a fine of Rs1m for the murder of a young man, Abdul Karim, over a property dispute in Gujjar Khan. The case was registered on March 13, 2010, after which the convict fled and remained at large until his arrest last year. Additionally, in two separate narcotics smuggling cases, the court sentenced two individuals to a total of 18 years of imprisonment and imposed fines totalling Rs160,000. Muhammad Akhtar, arrested with 1,600 grams of narcotics from Dhamyal, was sentenced to nine years and fined Rs80,000. Khial Muhammad, arrested with 1,400 grams of narcotics from the Saddar Wah area, also received a 9-year sentence and a fine of Rs80,000. All three convicts were also shifted to Adiala Jail following their sentencing.
