
The feminist case for spending billions to boost the birthrate
If current trends continue, by 2050 more than three-quarters of countries will be below replacement-level fertility. By 2100, populations in some major economies will fall by 20% to 50%. And because birthrates compound like debt, the further fertility rates drop in one generation, the more they would need to increase in the next one to make up the numbers.

If birthrates do not change, the eventual result would be human extinction. That is a long way off, but population shrinkage is likely to have severe consequences far sooner. As the ratio of working-age adults to dependent children and retirees falls, there are fewer workers to support the social safety net. The result is that taxes rise, the quality of public services deteriorates, and the economy eventually shrinks.

Politicians, policymakers and the public increasingly realize that this is a serious problem. And yet despite a variety of financial incentives, ad campaigns and other policies, birthrates have continued to fall.
That has become an especially salient issue on the right. Prime Minister Viktor Orbán of Hungary has made raising his country's fertility rate a top priority. Vice President JD Vance -- who once claimed that the United States was 'dominated by childless sociopaths' -- has helped force the issue at the White House, where officials have been discussing offering $5,000 'baby bonuses' to women who have children or a National Medal of Motherhood for women who have six or more.
On the right, the issue is often tied up in concerns about cultural shifts, the deleterious influence of feminism, the availability of abortion or a decline in religiosity, and even the racist 'great replacement' conspiracy theory.
But one doesn't have to be a nationalist or an anti-feminist to believe that the government could and should support people having more children. The long-term consequences of subreplacement fertility could be disastrous.
The work of Nancy Folbre, a feminist economist at the University of Massachusetts, Amherst, suggests that the problem may be that existing programs are simply too small to make a difference to the real issue: that as countries get richer, it becomes much more expensive to be a parent. That's not just because out-of-pocket costs rise, though they do. Rather, the bigger issue is the cost of the
time
parenting requires, which, while unpaid, is not free, and in fact becomes vastly more expensive as economies develop.

'There's a point at which, if you just keep ratcheting up the price of doing something that's socially valuable, if you just keep ratcheting up the private costs, eventually people give up,' Folbre said. Today's plummeting fertility rates suggest that potential parents are doing just that.
Economists have long had a response to that precise problem: When private costs lead to underproduction of something with social value -- solar panels or electric cars, for example -- the government helps pay for their production with subsidies, tax credits or other incentives.
Could we really do that for parenting? The scale of the problem means that it wouldn't be cheap. But, Folbre and other experts argue, it would be worth it.
The High Costs of 'Free' Labor
In 1994, Folbre published an article with a provocative claim. 'Individuals who devote relatively little time or energy to child-rearing,' she wrote, 'are free-riding on parental labor.'
Free riders, in economics, are people who benefit from goods or services without paying for them. Because all citizens of the United States have claims on children's future earnings via the money they will pay to support Social Security, payments on public debt and other programs, she argued, people who enjoyed those benefits without doing the work of childbearing and child-rearing were free-riding.
In fact, she pointed out, parents actually take a double hit because unpaid child care work, which represents a huge component of the cost of parenting, is also left out of the benefit calculations for government programs like Social Security. So the parents who give up some or all of their paid work to care for children not only lose income in the short term; they
also
get a comparatively smaller share of the public benefits in the future. Nor can unpaid work be saved in a tax-advantaged account like a 401(k), putting parents further behind in accruing private retirement savings, too.

There is a long history of feminists calling for women to be compensated for unpaid work in the home, including an international 'Wages for Housework' campaign that started in the 1970s.
'Men are able to accept our services and take pleasure in them because they presume that housework is easy for us, that we enjoy it because we do it for their love,' Silvia Federici, a feminist activist and scholar who was one of the founders of that campaign, wrote in a famous 1974 essay on the subject.
'Only when men see our work as work -- our love as work -- and most important our determination to refuse both, will they change their attitude toward us,' she wrote.
Folbre's work adds an additional element. By reframing parents' unpaid work as at least partly a public good, she also reframes the failure to support parents as a kind of societal turnstile-jumping, an unfair exploitation of those who are actually putting in the time and effort.
As a parent myself, thinking through this argument felt a little bit like seeing the matrix. I had always seen programs like paid maternity leave and subsidized child care as benefits
from
governments and employers
to
parents. Folbre's work turns that around. These programs are ways to return a small portion of the free-rider benefits that society enjoys at parents' expense.

Her argument is not merely that the current system is unjust but also that it makes little economic sense. The failure to compensate people for the unpaid labor of child-rearing creates a disincentive to have children, and therefore leads to falling birthrates that harm society as a whole in the long run.
Government programs like Social Security have, according to this argument, taken many of the financial benefits of children and shared them with the wider public. At the same time, the private costs of childbearing have skyrocketed, because the rising wages available to parents in paid work make the opportunity costs of doing unpaid work rise, too.
When parents cut back on their hours at work to take care of their children, for example, they lose income. And even if they work full time and pay for child care, the child care and related housework they do before and after their paid jobs still carries opportunity costs: foregone overtime, leisure, sleep and investment in other relationships.
One standard prescription for free-rider problems is government intervention, either to shift more of the costs of production onto society or to privatize more of the gains from it. For parents, that might mean boosting Social Security payments for each child they have or giving them tax credits or direct subsidies.
Many governments already offer at least some subsidies to parents to defray the costs of child-rearing. The United States, for example, gives most parents a tax credit of up to $2,000 per child per year. In Hungary, Orbán recently announced that mothers of at least three children will be exempt from income tax starting in October, and mothers of two will receive a similar exemption next year.

But such programs might need to be expanded much, much more to meaningfully defray parenting's staggering price tag.
'I can tell you this: It would have to be a pretty significant percentage of the total costs,' Folbre said in a recent interview. 'And the total costs include the cost of the time. It's not just the money, right? The whole framework is based on centuries of completely ignoring and devaluing the process of raising kids.
'We need a more holistic approach to population and family policy than just thinking that, 'Oh, a $5,000 bonus here, a little bit more child care there,' would solve the problem,' she said. 'You have to ask what percentage that bonus would be of the total cost of raising a child. It's a tiny percentage! It's tiny!'
What About Sweden?
Of course, some countries, like the Nordic nations, offer parental leave policies and state-subsidized child care that reduce out-of-pocket costs to levels that most American parents can hardly dream of. So why are these paradises of cheap child care, socialized health care and inexpensive universities still in the same declining-population boat as most of the rest of the world?
Although benefits are generous, the prices of food, housing and paid child care are so high in those countries that parents are still left with higher out-of-pocket costs than elsewhere, a 2023 study found. State subsidies offset only a fraction of the high out-of-pocket costs for things like food, housing and paid child care. And high wages increase the value of parents' unpaid time.
Based on out-of-pocket costs alone, if the average parent in Sweden suddenly became a nonparent, they would be able to consume 55% more in goods and services over their lifetime. In Finland, they would be able to consume 50% more. The average European parent in the researchers' sample, by contrast, would be able to consume just 31% more.
When the value of parents' time is added in, the numbers grow even more extreme. The hypothetical nonparent in Sweden would be able to consume 164% more over their lifetime, and the Finnish one 146% more. The average European, by contrast, would consume just 108% more.
Even those figures may be an undercount, said Pieter Vanhuysse, a political scientist at the University of Southern Denmark and the lead author on that study. For ease of comparison, the study calculated the 'replacement cost' of parents' time -- the amount it would cost to hire someone to do child care, for example. But parents whose salaries are higher than child care workers' would actually have even higher opportunity costs.
There is some evidence that cash transfers to parents do make a difference to fertility rates. Lyman Stone, a senior fellow at the Institute for Family Studies, a conservative pronatalist think tank, studies the impact of government subsidies on fertility rates. His research suggests that fertility rates rise about a quarter of a percentage point for every percent of GDP that governments spend on cash transfers to parents.
'For the U.S. to buy its way to replacement rates -- so to go from our current 1.6 to 2.1 -- to do it in the long run would probably cost $700 billion to a trillion dollars a year,' Stone said. For context, Medicare cost approximately $848 billion in 2023. And countries where fertility rates have already fallen even lower would have to spend more. Stone estimates that Hungary, for example, would need to spend about 9% of its GDP per year to reach replacement rates.
That is an eye-watering amount of money, even if the target was to stabilize populations over time rather than reach replacement rates immediately. But if children are social goods, then in financial terms, it would be an investment.
'It's inevitably a matter of public values and public commitments. You have to decide what you care about and what you're willing to pay for that,' Folbre said. 'It's got to be a democratic decision. We have to figure out what our priorities are and what we think the value of a human life is.'
Closing the Global Fertility Gap
But is money really the issue?
After all, if fertility is falling because people genuinely do not wish to have children, government measures to increase births among the unwilling would likely be ineffective at best, and a step toward a 'Handmaid's Tale'-esque nightmare at worst.
It does appear that falling interest in parenthood is at least part of the story. Some surveys of 'fertility intentions,' which ask people how many children they would like to have, show a decline among younger generations. In an interview with the Financial Times earlier this year, Anna Rotkirch, a sociologist and research director at the Family Federation of Finland's Population Research Institute, ascribes this in part to parenthood becoming a 'capstone event,' something people do after they have achieved other life goals, rather than a 'cornerstone event' that they do as part of embarking on adult life.
And some of the decline may be the result of improvements in women's freedom and ability to control their own fertility. In the past, coercive laws that legalized marital rape, banned contraception and abortion and limited women's ability to own property and support themselves often left them with little or no ability to make their own decisions about motherhood.
'That's how patriarchal societies function. They create really significant incentives for high fertility, in part, by really disempowering women,' Folbre said. (Those coercive methods are not gone, and some governments, including those of the United States and Poland, have curtailed reproductive freedoms in recent years.)
But in most countries, people still say that they would like to have more children than they actually are having. A recent United Nations report, which surveyed 14,000 people in 14 countries, found that across every country, the most commonly desired number of children was 2.
Financial concerns were the single biggest reason people had fewer children than they wanted. In South Korea, which has the lowest fertility rate on Earth, 58% of respondents said that had been a barrier to having children. In the United States, 38% did. In Sweden, 19% did. And many respondents also cited other cost-related factors, including housing limitations, unemployment or job insecurity and lack of access to child care.
Folbre, for her part, believes that the focus on reaching replacement-level fertility is the wrong short-term goal. 'I don't think we should pose the problem as, 'How do we get to replacement?'' she said. 'I think it's better to frame the problem as, 'How do we achieve a sustainable economic system?'
'It's just that in the long run, we have to get up to replacement,' she said. 'Because if we don't, we disappear.'

President Donald Trump has done what he swore he would not do: involve the United States in a war in the Middle East. His supporters will tie themselves in knots (as Vice President J. D. Vance did last week) trying to jam the square peg of Trump's promises into the round hole of his actions. And many of them may avoid calling this 'war' at all, even though that's what Trump himself called it tonight. They will want to see it as a quick win against an obstinate regime that will eventually declare bygones and come to the table. But whether bombing Iran was a good idea or a bad idea—and it could turn out to be either, or both—it is war by any definition of the term, and something Trump had vowed he would avoid. So what's next? Before considering the range of possibilities, it's important to recognize how much we cannot know at this moment. The president's statement tonight was a farrago of contradictions: He said, for example, that the main Iranian nuclear sites were 'completely and totally obliterated'—but it will take time to assess the damage, and he has no way of knowing this. He claimed that the Iranian program has been destroyed—but added that there are still 'many targets' left. He said that Iran could suffer even more in the coming days—but the White House has reportedly assured Iran through back channels that these strikes were, basically, a one-and-done, and that no further U.S. action is forthcoming. (In a strange moment, Trump added: 'I want to just say, we love you, God, and we love our great military.' Presidents regularly ask God to bless the American nation and its military forces—as Trump did in his next utterance—but it was a bit unnerving to see a commander in chief order a major military action and then declare how much 'we' love the Creator.) Only one outcome is certain: Hypocrisy in the region and around the world will reach galactic levels as nations wring their hands and silently pray that the B-2s carrying the bunker-buster bombs did their job. Beyond that, the most optimistic view is that the introduction of American muscle into this war will produce a humiliating end to Iran's long-standing nuclear ambitions, enable more political disorder in Iran, and finally create the conditions for the fall of the mullahs. This may have been the Israeli plan from the start: Despite Israeli Prime Minister Benjamin Netanyahu's warnings about the imminence of an Iranian nuclear-weapons capability and the need to engage in preemption, this was a preventive war. The Israelis could not destroy sites such as Fordow without the Americans. Israeli military actions suggest that Netanyahu was trying to increase the chances of regime change in Tehran while making a side bet on dragging Trump into the fray and outsourcing the tougher nuclear targets to the United States. The very worst outcome is the polar opposite of the optimistic case. In this bleak alternative, the Air Force either didn't find, or couldn't destroy, all of the key parts of the Iranian program; the Iranians then try to sprint across the finish line to a bomb. In the meantime, Tehran lashes out against U.S. targets in the region and closes the Strait of Hormuz. The Iranian opposition fades in importance as angry Iranian citizens take their government's part. One dangerous possibility in this pessimistic scenario is that the Iranians do real damage to American assets or kill a number of U.S. servicepeople, and Trump, confused and enraged, tries to widen his war against a country more than twice the size of Iraq. Perhaps the most likely outcome, however, is more mixed. The Iranian program may not be completely destroyed, but if the intelligence was accurate and the bombers hit their targets, Tehran's nuclear clock has likely been set back years. (This in itself is a good thing; whether it is worth the risks Trump has taken is another question.) The Iranian people will likely rally around the flag and the regime, but the real question is whether that effect will last. The Iranian regime will be wounded but will likely survive; the nuclear program will be delayed but will likely continue; the region will become more unstable but is unlikely to erupt into a full-blown war involving the United States. But plenty of wild cards are in the deck. First, as strategists and military planners always warn, the 'enemy gets a vote.' The Iranians may respond in ways the U.S. does not expect. The classic war-gaming mistake is to assume that your opponent will respond in ways that fit nicely with your own plans and capabilities. But the Iranians have had a long time to think about this eventuality; they may have schemes ready that the U.S. has not foreseen. (Why not spread around radiological debris, for example, and then blame the Americans for a near-disaster?) Trump has issued a warning to Iran not to react, but what might count as 'reacting'? Second, we cannot know the subsequent effects of an American attack. For now, other Middle Eastern regimes may be relieved to see Iran's nuclear clock turned back. But if the Iranian regime survives and continues even a limited nuclear program, those same nations may sour on what they will see as an unsuccessful plan hatched in Jerusalem and carried out by Washington. Diplomacy elsewhere will likely suffer. The Russians have been pounding Ukraine with even greater viciousness than usual all week and now may wave away the last of Trump's feckless attempts to end the war. Other nations might see American planes flying over Iran and think that the North Koreans had the right idea all along: assemble a few crude nuclear weapons as fast as you can to deter further attempts to end your regime. Finally, the chances for misperception and accidents are now higher than they were yesterday. In 1965, the United States widened the war in Southeast Asia after two purported attacks from North Vietnam; the Americans were not sure at the time whether both of these attacks had actually happened, and as it turns out, one of them probably had not. The Middle East, moreover, is full of opportunities for screwups and mistakes: If Trump continues action against Iran, he will need excellent intelligence and tight organization at the Pentagon. And this is where the American strikes were really a gamble: They were undertaken by a White House national-security team staffed by unqualified appointees, some of whom—including the director of national intelligence and the secretary of defense himself—Trump has reportedly frozen out of his inner circle. (Given that those positions are held by Tulsi Gabbard and Pete Hegseth, respectively, it is both terrifying and a relief to know that their influence may be limited.) The American defense and intelligence communities are excellent, but they can function for only so long without competent leadership. Trump has had preternatural luck as president: He has survived scandals, major policy failures, and even impeachment, events that would have ended other American planes dropped their payloads and returned home safely. So he might skate past this war, even if it will be hard to explain to the MAGA faithful who believed him, as they always do, when he told them that he was the peace candidate. But perhaps the biggest and most unpredictable gamble Trump took in bombing Iran was sending American forces into harm's way in the Middle East with a team that was never supposed to be in charge of an actual war. We Have No Idea Where This War Will Go
After days of publicly mulling whether to join Israel in its military campaign against Iran, President Trump directed the U.S. military on Saturday to execute a complex attack on three of the nation's nuclear sites with several American warplanes and submarines. Hours later, Mr. Trump declared the mission a 'spectacular military success,' saying during a national address from the White House that U.S. forces had 'completely and totally obliterated,' Iran's nuclear program. 'There's no military in the world that could have done what we did tonight, not even close,' he said, standing in front of Vice President JD Vance, Secretary of State Marco Rubio and Defense Secretary Pete Hegseth. It may appear like a tactical victory less than four hours after the bombs began to fall, but projecting any sense of finality about this ordeal is wildly premature. The nuclear sites in Fordo, Natanz and Isfahan may be lying in rubble. But whether Tehran will be unable to rehabilitate its nuclear program remains an open question. And what will Iran do in return? If the more than 40,000 American troops and personnel in the Middle East are attacked, will the Trump administration try to topple the political establishment in Tehran? Any one of these questions could have complicated answers with disastrous consequences for the United States and its allies throughout the Middle East. Mr. Trump doesn't see it that way. 'There will be either peace, or there will be tragedy for Iran far greater than we have witnessed over the last eight days,' he said, referring to Israeli airstrikes. 'Remember, there are many targets left.' Mr. Trump's decision holds the potential to transform not only his presidency but U.S. standing overseas as well. He was elected to the White House on a platform of turning away from foreign conflicts with nebulous goals. A little more than seven months later, he's brought the U.S. military directly into conflict with Iran in an act of war that was meticulously planned and detailed but entirely unauthorized by Congress. Analysis: Trump's strike on Iran marks a momentous moment — and gamble — for the world
Donald Trump has thrust Iran, the Middle East, the United States and his own presidency across a fateful threshold by attacking Tehran's nuclear program. A midsummer night in June 2025 could come to be remembered as the moment the Middle East changed forever; when the fear of nuclear annihilation was lifted from Israel; when Iran's power was neutered and America's soared. But if Trump's gamble fails to destroy Iran's nuclear program — despite his claim to have 'obliterated' it with US air strikes — an often-lawless president could have set the United States and the world on a disastrous course. The risk now is that the Iranian regime responds by attacking US forces, targets or civilians in the region and the conflict escalates into a full-scale war. The president has therefore made a huge wager on global security and his own legacy. He has no way of knowing how the consequences will play out after lining up the US squarely behind Israel's attack on Iran. The president who came power vowing to end wars looks as though he may have started another one. Trump on Saturday night warned Iran's leaders that if they didn't absorb the American assault by B-2 bombers on three key nuclear sites — and do nothing — far worse is to come. 'Iran, the bully of the Mideast, must now make peace. If they do not, future attacks will be far greater,' Trump said in a Saturday evening address from the White House, flanked by Vice President JD Vance, Secretary of State Marco Rubio and Defense Secretary Pete Hegseth. The US airstrikes represent a ruthless and unilateral display of US military might and presidential power and a stunning culmination of 45 years of poisoned US relations with Iran since the Islamic Revolution in 1979. But it's easy to start new wars; it's much harder to end them. In the Middle East, especially, the tactical assumptions of US presidents that they can contain the fallout of 'shock and awe' military action often get exposed as tragically naive. Trump — who has constantly pushed against constraints on presidential power at home — sent US forces to war without acquiring the consent of Congress or properly preparing the American people, and after declining to enlist allies. On Thursday, he said he'd make a decision on what to do about Iran within two weeks — but in the end, he didn't wait that long to strike. The president also did not present evidence of his claims that Iran was weeks away from acquiring a nuclear weapon to the public or to the rest of the world. And he repeatedly dismissed assessments from his own intelligence community that Iran was still years away from a weapon. And he has no way of knowing for sure what comes next. 'If anyone tells you that they know where this is going, the good optimistic (possibilities) or the most pessimistic … they have no idea what they are talking about,' Brett McGurk, a senior US official who worked for Republican and Democratic administrations on the Middle East, told CNN's Anderson Cooper. 'Nobody knows,' said McGurk, who is now a CNN global affairs analyst. The short-term questions now concern the capacity and willingness of Iran to hit back against US targets in the Middle East and elsewhere. And despite Trump's declaration of total success for the mission, it is unclear whether the US strikes will have eradicated all of Iran's stocks of enriched uranium, which it might have hidden, and which it might still be able to use to make a rudimentary nuclear device in the future. No senior US leader wanted Iran to get a nuclear weapon. But such unknowns were some of the reasons why Trump's recent predecessors chose not to take the massive risk of striking Irandespite years of proxy warfare between the two powers, including Tehran's support for militias that were responsible for the deaths of hundreds of US troops in Iraq. Administration officials say that Trump does not view airstrikes against Iran as tantamount to the US assaults on Iraq and Afghanistan that led the United States into wars from which it took 20 years to extricate. Still, Iran now gets the chance to decide how to respond and whether it embroils the US in a new war. The immediate danger is that, even in its weakened state after days of Israeli air strikes, Iran could attack US bases, personnel, and even civilians in the Middle East and elsewhere — and drag American into a bloody conflagration. Iran's leader, Ayatollah Ali Khamenei, has now been comprehensively humiliated on an issue — Iran's self-declared right to enrich uranium — that is regarded as central to his regime and his nation's prestige. It's therefore hard to imagine that a spiritual leader who is the guardian of the revolution will do nothing to respond. But Trump is warning Iran will hit back at its peril. 'There will be either peace, or there will be tragedy for Iran, far greater than we have witnessed over the last eight days. Remember, there are many targets left,' Trump said in his address. Despite the serious degradation of its missile arsenal by Israeli strikes — and of its proxies Hezbollah in Lebanon and Hamas in Gaza, which would once have rained missiles on Israel in response to strikes on Iran — Tehran does have options. It could seek to provoke a global energy crisis by closing down the Strait of Hormuz, a vital transit choke point for oil exports. It could target US allies in the Gulf. It may seek to weaponize proxies in Iraq and Syria to attack US troops and bases in the region. Any of these options would inevitably drag the United States into reprisals that would risk setting off a full-scale US-Iran war. The political impact of Trump's strikes inside Iran is also unclear. Some experts wonder if it could set off political eruptions that threaten the survival of Iran's revolutionary regime. Israel has made little secret of the fact that that it hopes its onslaught will cause the downfall of a government that has threatened to wipe the Jewish state off the map. But such a collapse of the government could lead to an even more hostile and dangerous regime, perhaps led by elements of the Islamic Revolutionary Guard Corps. If the Iranian state were to dissolve, civil war could break out and disastrous instability could spread far beyond Iran's borders. The fear for many Iranians will be that a humiliated regime will respond by doubling down on repression against its own people. The desperate legacy of the Iraq and Afghan wars — which opened with spectacular US military successes but then went on for years, killing and maiming thousands of Americans — hung over the prospect of US military action. It took the best part of two decades for the US to find a way out of those conflicts. Successive presidents have wanted to divert resources away from the Middle East to Asia and the challenge posed by China, a rising superpower. The Iran conflict doesn't have to turn into a repeat of those wars. The Middle East has changed in recent months at lightning pace. Iran's regional power has been seriously eroded by Israel military action following the Hamas attacks on Israeli civilians on October 7, 2023. And predictions that Trump's killing of Iranian defense chief Qasem Soleimani in his first term would ignite a regional inferno did not come true. But Trump has set the United States on a new road with an uncertain end. He ultimately decided that the risk posed to Israel, the United States and the world from a potential Iranian nuclear bomb was more disastrous than the cascade of consequences that could be unleashed by an attempt to stop it. Trump's action will only deepen concerns of critics who believe Trump is grasping for unconstitutional, unchecked power that is antithetical to US democracy. After all, the president has initiated a new conflict at a time when Iran did not pose a direct threat to the United States. Trump's record of serial lying and eroding of the mechanisms of US democracy will also make it far harder to convince the public that he did the right thing. Trump has now also set a precedent for unilateral American action that potentially infringes on international law and the principles of the US-led international system. It is likely to be used by strongmen and tyrants everywhere to justify unilateral military action against smaller nations. Trump is also testing his standing with his ultra-loyal political support. He has now repudiated one of his few previously rigid political principles — that the era of US presidents launching new wars in the Middle East on the basis of questionable intelligence is over. The potential of a US strike on Iran had already split the MAGA movement. That said, Trump has also long been consistent that he'd not allow Iran to get a nuclear bomb. The American assault on Iran's nuclear plants, however, represents a massive triumph for Israeli Prime Minister Benjamin Netanyahu, who has been pushing for the military eradication of the sites for decades. Netanyahu effectively started a war against Iran just over a week ago that he knew that Israel could not finish, since it lacks the bunker-busting bombs the US used on Saturday night. He bet, correctly, that after Israel disabled Iran's air defenses, Trump would take the chance to try to wipe out Iran's nuclear program once and for all. Trump's decision to strike Iran set off an immediate political storm in the US. Senior Republicans on Capitol Hill immediately offered their backing. House Speaker Mike Johnson and House Majority Whip Tom Emmer praised Trump in statements. 'The military operations in Iran should serve as a clear reminder to our adversaries and allies that President Trump means what he says,' Johnson said. But top Democrats accused him of breaking the law, infringing the Constitution and plunging the US into a new Middle East conflict. Virginia Sen. Mark Warner, the top Democrat on the Senate Select Committee on Intelligence — who, like other Democratic leaders, was not informed before the strike — slammed Trump's decision to strike Iran, 'without consulting Congress, without a clear strategy, without regard to the consistent conclusions of the intelligence community, and without explaining to the American people what's at stake.'
