Gov't issues new rules to speed up delivery of OFW balikbayan boxes

The Philippine government has introduced new regulations aimed at expediting the delivery and improving the security of balikbayan boxes sent by Overseas Filipino Workers (OFWs).
This comes in response to numerous complaints about undelivered, delayed, or missing boxes, and growing concerns over fraudulent freight forwarding services.
The Department of Migrant Workers (DMW) and the Bureau of Customs (BOC), together with other key government agencies, signed a Joint Administrative Order (JAO) on Monday at the DMW Central Office, outlining a coordinated government effort to regulate sea cargo forwarders, protect OFWs from scams, and ensure their packages reach recipients safely and on time.
The initiative supports the directive of President Ferdinand R. Marcos Jr. to prioritize the needs and welfare of OFWs. The administrative order was developed following investigations and public hearings conducted by the House Committee on Overseas Workers Affairs (HCOWA), which identified regulatory loopholes and a lack of accountability mechanisms that have long plagued balikbayan box shipments.
'This JAO is the product of sustained collaboration and strong legislative oversight,' said DMW Secretary Hans Leo J. Cacdac.
The administrative order establishes a comprehensive framework to monitor and regulate freight forwarding services. It also introduces a multi-agency complaints and tracking system to help OFWs report issues and follow up on the status of their packages.
Additionally, a nationwide public information campaign will warn against using unaccredited cargo services and educate OFWs on their rights and available support.
Since 2023, the DMW and BOC have helped retrieve and deliver over 9,900 balikbayan boxes. Just last week, 2,500 more boxes were recovered at the Port of Davao and are currently being prepared for free delivery to recipients in Mindanao.
To support OFWs affected by unrecovered shipments, the DMW has made ₱30,000 in financial assistance available through its AKSYON Fund. The program now operates under expanded guidelines to speed up aid and include more beneficiaries.

MWO-Dubai urges OFWs to register early on DMW Portal for faster OEC processing

The Migrant Workers Office (MWO) in Dubai and Northern Emirates has reminded overseas Filipino workers to register early on the Department of Migrant Workers (DMW) E-Registration Portal. This is to make sure their Overseas Employment Certificate (OEC) can be processed smoothly and on time. In its latest advisory No. 14, Series of 2025, the office reminded OFWs to visit and complete their registration even before they have their employment contracts verified. 'This step is essential to facilitate the issuance of your OEC after contract verification — whether the verification is done onsite manually at MWO-Dubai or through online processing,' the advisory stated. The OEC is a vital travel document for Filipino migrant workers, serving as proof of their legal employment abroad and a requirement for exiting the Philippines for work. Key reminders for OFWs OFWs who already have an active E-Registration account at should use their existing credentials and must not create a new account, as multiple accounts may cause delays in OEC processing. Even if a contract is not yet verified, workers are advised to register early to get their E-Registration Number in advance. Dubai: 18 Filipinos stranded at DXB repatriated home amid Israel-Iran conflict

The Philippine government has successfully repatriated 18 overseas Filipino workers (OFWs) who were stranded at Dubai International Airport. They arrived on June 13 and were supposed to be on their way to work in Israel and Jordan but were stranded in Dubai due to the temporary shutdown of major airports amid the ongoing conflict between Iran and Israel. Philippine labour attache John Rio Aceveda Bautista told Khaleej Times on Tuesday the OFWs arrived on Friday and were repatriated on June 15. Fifteen of the repatriated OFWs were returning workers to Israel, while three were newly hired workers bound to Jordan. After arriving in Manila on Monday, they were temporarily housed at a hotel, according to the Philippine Department of Migrant Workers (DMW). DMW secretary Hans Leo Cacdac said each OFW received Ph50,000 (Dh3,335) in financial assistance. 'This is not simply aid but a safety net as they have temporarily lost their source of income,' said Cacdac, adding the OFWs will also receive transportation allowance back to their respective home provinces. Meanwhile, Eduardo de Vega, undersecretary of the Philippine Department of Foreign Affairs (DFA) said the security threat in Israel is classified by the Philippine government as under alert level 2, meaning there are heightened risks to safety and security. 'Mandatory repatriation is based on alert levels,' Cacdac noted. 'We are still coordinating with the DFA and DND (Department of National Defence) on this. But rest assured, we are ready if the situation worsens.' Cacdac said there are about 30,000 OFWs – mostly employed in caregiving, agriculture, hospitality, and manufacturing – in Israel. 'It it is difficult to determine how many are in immediate danger without causing unnecessary alarm,' he added. There are approximately more than 1,000 Filipinos in Iran. DFA said there are contingency plans for a possible evacuation route through Turkmenistan. Philippine officials reminded OFWs to monitor official channels for updates and to follow local advisories. After Israel launched strikes on Iran in Friday, several countries, including Iraq, Jordan, Lebanon and Israel have closed their airspaces for commercial flights. UAE-based airlines immediately announced that customers connecting through UAE with final destinations in Iraq, Iran, Jordan, Lebanon would not be accepted for travel at their point of origin until further notice.
