Odisha to seek MoEFCC clearance on Deomali eco-tourism project
BHUBANESWAR : The state government is working to get clearance of the Ministry of Environment, Forests and Climate Change (MoEFCC) on Deomali eco-tourism project within three months as ordered by the National Green Tribunal (NGT), sources in the Forest department said.
As an alternative option, it is also considering to go for appeal against the tribunal order. PCCF (wildlife) and chief wildlife warden Prem Kumar Jha said the department is going through the details of the NGT order.
'As we have been granted three months time, a decision permissible under law will be taken soon to comply with the order within the timeline,' Jha informed.
The NGT recently asked the state government to get clearance from the Centre for the structure under Forest (Conservation) Act within three months or demolish them and restore the land to its original form.
The NGT's Eastern Zone bench of Justice B Amit Sthalekar (Judicial member) and Arun Kumar Verma (Expert member) had held that constructions made under the guise of eco-tourism development violated forest conservation norms and lacked requisite permissions.

An official source stated, "The proposal has been put on hold following communication from Madhya Pradesh. Given the significance of the event, both state govts are keen to ensure the participation of their respective chief ministers and plan a more elaborate ceremony. " Sources indicated that the agreement was initially expected to be finalised in Jan 2025. While Rajasthan has approved the agreement, Madhya Pradesh's approval is still pending. An official from Rajasthan's forest department mentioned, "Earlier too, Rajasthan expressed readiness for the signing and formally requested Madhya Pradesh to propose a suitable date and venue. However, Madhya Pradesh's additional principal chief conservator of forests (wildlife) said amendments had been made to the draft." The draft MoU outlines broader goals, including using the cheetah as a flagship species to restore open forests and savanna ecosystems, enhancing biodiversity and ecological balance. Under the proposed terms, both states will permit the capture, recapture, or release of cheetahs in emergency situations, adhering to the Wildlife (Protection) Act 1972 and protocols set by the Union Ministry of Environment, Forest and Climate Change (MoEFCC) and the National Tiger Conservation Authority (NTCA). Tired of too many ads? go ad free now "Disputes will first be addressed by a joint committee, with unresolved issues escalated to the additional chief secretaries or principal secretaries of forests from both states, whose decision will be final," the draft reads. The MoU, once signed, will remain effective for five years, with reviews every two years to assess progress and the possibility of extension based on mutual agreement. "Any modifications will require written consent from both parties," the draft states.

‘Revive scheme to bring more adi dravidar, tribal students to IITs, NITs'
Madurai: A Madurai-based activist has called for reviving a skill development scheme announced under the Tamil Nadu Adi Dravidar Housing and Development Corporation (TAHDCO) in 2013-2014 but was not implemented due to 'administrative reasons'. Based on a reply to a Right to Information (RTI) Act query, activist S Karthik told TOI that had the scheme been properly implemented, hundreds of adi dravidar and tribal students in Tamil Nadu would have got opportunities to study in IITs or NITs. "The scheme became defunct almost the same year citing administrative reasons. As per the scheme, 50 students would be selected by an exam each year and given special training for JEE and AIEEE exams by selected institutions at 1 lakh per student for two years in their Class XI and Class XII," he said. The RTI reply showed that a GO dated Oct 15, 2013, was issued by the adi dravidar and tribal welfare department, regarding implementation of the scheme under TAHDCO. However, the scheme was abandoned without a single beneficiary. He said it is baffling that the state government did not give a second thought to the scheme and urged it to immediately revive the scheme by allotting necessary funds and select at least 100 students for the following year. Notably, at present, the Naan Mudhalvan scheme of the Tamil Nadu govt provides support for students from underprivileged backgrounds for higher education.
