New Report Confirms Oranga Tamariki Is Failing Tamariki And Government Is Failing Māori

A new report, 'Outcomes for tamariki and rangatahi Māori and their whānau in the oranga tamariki system 2023/24,' has confirmed that Oranga Tamariki is severely failing our most vulnerable Māori youth.
'The Government is setting our tamariki up to fail by throwing them into a system that harms instead of helps our kids who are most in need,' says the Green Party's spokesperson for Children, Kahurangi Carter.
'Our tamariki and rangatahi deserve to be loved, nurtured and safe in whānau and communities that have what they need to support their wellbeing.
'Today's report confirms that tamariki and rangatahi Māori are significantly over-represented in the Oranga Tamariki system and significantly under-supported. Māori youth make up two-thirds of those in state care, and make up almost 50 per cent of reports of concern made to Oranga Tamariki.

'Minister Chhour has deliberately undermined Oranga Tamariki by scrapping 7AA and cutting $120m of funding for services contracted to support vulnerable youth. This resulted in Kōkiri Marae, a marae which runs education, health and social services in Pito-one, losing $1.5 million of funding overnight. This is unacceptable.
'A Green Government would create a system that centres tamariki Māori in all levels of government, with dedicated structures that ensure accountability to them. We will uphold the tino rangatiratanga of every tamaiti by centring whakapapa and te ao Māori, with whānau and hapū leading decisions affecting tamariki and rangatahi.
'The oranga of our tamariki and rangatahi must be at the heart of decision-making. It really is as simple as that,' says Kahurangi Carter.

Māori who have been in care are far more likely to face mental health issues and housing instability as adults.
Intergenerational cycles persist, with 70% of Māori parents who were in care now having children involved with OT.
Despite some efforts, the below barriers persist:
High thresholds mean many reports of concern result in no action.
Whānau-led processes like Family Group Conferences are under-resourced and poorly implemented.
Early support is often missed, increasing the risk of deeper system involvement.
Funding decisions have undermined trust and reduced effective services, particularly for iwi and kaupapa Māori providers.
There is insufficient prioritisation across agencies and siloed approaches worsening outcomes.

New Analysis Details Government Annual Gift Of $119m To Multinational Gambling Company
Greyhound Racing New Zealand has released new analysis detailing the extent to which the Government is financially supporting a multinational gambling giant. It comes as the Government is expected this week to pass the Racing Industry Amendment Bill into law, creating a digital monopoly on gambling for Entain. The analysis, prepared by an independent consultant, details the financial help required for Entain to meet its funding guarantee of $150m per year to the racing industry. The funding guarantee, combined with a guarantee to retain approximately 450 TAB staff until June 2025, were set under the terms of the agreement when the TAB's betting business was outsourced to Entain in 2023. The analysis estimates in dollar terms the value of the Government's support to bail out Entain so it can limit its losses in meeting the terms of its deal until 2029. The passage of legislation to block New Zealanders from gambling offshore will boost Entain annual revenues by at least $75m per year. The retention of gambling on Australian greyhounds after the ban comes into effect, will preserve Entain gross betting revenues of approximately $44m per year. Without these actions by the Government, Entain would be faced with an estimated revenue deficit of $26m per year. Greyhound Racing New Zealand CEO Edward Renell said: 'The Government has chosen to bail out a multinational gambling company at the expense of ordinary Kiwis. 'It will shamelessly pass laws and create digital monopolies so Entain can meet its funding guarantees and obligations to private shareholders. 'Entain won't need to compete to win new revenue as it was brought in to do. It will be gifted it by banning Kiwis from using non-Entain betting providers and retaining gambling on Australian greyhound racing. 'The decision to keep taking money from Australian greyhound races, but strip thousands of regional Kiwis of their livelihoods and passion, is depressingly cynical and hypocritical. 'Gross income of $44 million dollars each year will now be sliced up between the Government, Entain and the equine codes and not go to the thousands of trainers, owners, and breeders involved in greyhound racing. 'It's a reverse Robin Hood. The Government is taking money from the provinces to save face on a bad deal and keep the money flowing into Entain, thoroughbred and harness racing.' PM Christopher Luxon open to scrapping regional councils amid RMA reform
Prime Minister Christopher Luxon says he wants to explore the possibility of scrapping New Zealand's regional councils as the Government reforms the Resource Management Act. NZ First minister Shane Jones told a local government forum last week his party does not see a compelling case for maintaining regional government.
