Ruffy Biazon to appeal Sandiganbayan ruling on graft case
The team of reelected Mayor Ruffy Biazon said they will be filing a motion for reconsideration, seeking the anti-graft court to re-examine the ruling and citing his right to due process.
Muntinlupa Mayor Rozzano Rufino 'Ruffy' Biazon over the weekend said he will appeal Sandiganbayan's ruling that found him, along with five other respondents including businesswoman Janet Napoles, guilty of graft in connection to the alleged misuse of the priority development assistance fund (PDAF) in 2007.
In a statement issued by his spokesperson Atty. Mitchell-David Espiritu, the reelected mayor's team said they will be filing a motion for reconsideration, seeking the anti-graft court to re-examine the ruling and citing his right to due process.
'We respect the Sandiganbayan's decision as part of our justice system. However, we are surprised by the outcome, especially since Mayor Ruffy was previously acquitted of similar charges involving public funds,' Espiritu said in Filipino in a post on Biazon's official Facebook page.
'We remain hopeful that, like the earlier cases, Mayor Ruffy will ultimately be acquitted once due process has been completed. We intend to explore all legal remedies, beginning with a motion for reconsideration,' he added.
Biazon, along with businesswoman Janet Napoles and former government agency Technology Resource Center (TRC) officials Dennis Cunanan, Maria Rosalinda Lacsamana, and Evelyn De Leon were sentenced to six to eight years in jail and perpetual disqualification from public office after being found guilty of the Anti-Graft and Corrupt Practices Act.
Court records showed that whistleblower Benhur Luy said Biazon received some P1.950 million through an authorized representative, and the public funds from Biazon's PDAF went to Napoles-run Philippine Social Development Foundation Inc. (PSDFI), a corporate entity that could not have been physically located at its declared address.
Biazon, for his part, argued that he merely endorsed the non-government organization (MGO) to the TRC, and that his signature was forged by the whistleblower.
The court meanwhile found that Biazon's endorsement functioned more as an instruction than a recommendation, and that there was no substantial evidence that he took steps to dispute or report the alleged forgery.
'Mayor Ruffy will continue to uphold the law — the same law that grants him the right to defend himself and to clear his name of these accusations,' Espiritu said.
'According to the law, Mayor Ruffy will stay in his post and fulfill the mandate entrusted to him by the people of Muntinlupa,' he added. —RF, GMA Integrated News

There are around 30,000 mostly Filipino caregivers in Israel and over 1,100 in Iran. The Philippines is one of the world's top labor-exporting nations with about 10 million skilled and unskilled workers scattered abroad, exposing them to civil strife and armed conflict, abuses, and unfair labor practices. Remittances from Filipino migrant workers constitute a significant source of the country's foreign exchange as they send home over $35 billion per year. "The welfare and safety of Filipinos in the region are of primordial concern, and the Philippine government will relentlessly continue to advance and prioritize their protection," the DFA said. Israel began attacking Iran last June 13, saying its longtime enemy was on the verge of developing nuclear weapons. Iran, which retaliated with missile and drone strikes against Israel, denied the accusation, noting its nuclear program is for peaceful purposes as a party to the international Non-Proliferation Treaty (NPT). Israel is not a party to the NPT and is believed to be the only country in the Middle East to have nuclear weapons. Israel neither confirmed nor denied that. In a televised address, President Donald Trump said the US "obliterated" Iran's key nuclear facilities — Natanz, Isfahan and Fordow — and called the strikes a "spectacular military success." Iran vowed to retaliate. "The Philippines continues to reiterate the need for a peaceful and diplomatic solution to this crisis," the DFA said. The Philippine government on Friday raised crisis alert level 3 in Israel and Iran, urging Filipinos in the area to avail of voluntary repatriation amid ongoing armed hostilities between the two Middle Eastern countries. Philippine officials said it may enforce mandatory evacuations from Israel and Iran if the war escalates and the Armed Forces of the Philippines said it is prepared to help in a large-scale repatriation of Filipinos from the danger zones. The Philippines is also eyeing alternative exit routes for Filipinos, including Egypt and the Mediterranean, aside from Jordan, officials added. Most of the Filipino workers and residents in Israel and Iran have chosen to stay despite the alarming exchange of missile attacks between the Middle Eastern countries, Department of Migrant Workers Secretary Hans Cacdac said. However, Filipinos who would seek Philippine government assistance for repatriation may increase with the involvement of the US in the conflict, which is seen to further escalate tensions in the area. About 223 Filipinos have so far registered for repatriation from Israel, including a group of 26, who managed to cross safely to Jordan, which allowed them to stay for up to 72 hours to book a commercial flight to Manila. They are expected to arrive in Manila on Tuesday, Cacdac said. Some 8 Filipinos were injured in Israel due to Iran's missile attack, but seven have been discharged from hospitals. One, who was earlier reported to be seriously injured, is in stable condition, Philippine embassy officials said. VP Sara Duterte to reply to Ombudsman ‘within required period'
Vice President Sara Duterte said that the Office of the Vice President (OVP) will be submitting its response to the Ombudsman "within the required period," as her impeachment trial looms. The Ombudsman had directed Duterte to respond to the charges filed by the House of Representatives in connection with the alleged misuse of confidential funds. She was given 10 days to respond to the order, which was issued on June 19. In an interview during a support rally in Melbourne, Australia on Sunday, Duterte said that her team of lawyers informed her that an answer was being prepared for the Ombudsman. "As we speak, the lawyers are already preparing for the answer and the lawyers informed me that we will provide the answer within the period required within 10 days," she said. Duterte is also facing another deadline—she has until Monday, June 23, to respond to a summons from the Senate sitting as the impeachment court in her trial. The summons, served on June 11, also gave Duterte a "non-extendible" period of 10 days to respond to the articles of impeachment against her. Since the 10th day from the issuance, June 21, fell on a Saturday, Duterte will have until Monday to respond. Former associate justice Antonio Carpio has said that Duterte will lose her right to answer should she fail to submit her reply to the summons within the period. He stated that her lack of response will not stop the proceedings. During the interview, Duterte also said she has been preparing to respond to an impeachment since November 2023. 'The moment that we heard Representative [France] Castro from the House of Representatives mentioned the word impeachment. So we've been preparing for this and we've hired lawyers since 2023, so they will answer… We will provide the answer within 10 days,' she said. The Vice President also said that her visit to Australia was not a holiday, following remarks from Palace Press Officer Undersecretary Claire Castro questioning whether her trip was personal or official. 'I do not like traveling at all except for holidays, and clearly I am not on holiday for this trip. I am here to discuss with the Filipino community on ways forward for our country, and of course how we can push the administration to do more for our country,' Duterte said.
