INSCO submits Rs 2,752 crore revised resolution plan for HNGIL take over

Time of India12-06-2025

Independent Sugar Corporation
(INSCO) has submitted a comprehensive revised resolution plan worth Rs 2,752 crore for the takeover of debt-ridden glass bottle manufacturer
Hindusthan National Glass
& Industries Limited (HNGIL), in line with the
Supreme Court
verdict.
The Committee of Creditors (CoC) is likely to consider the revised proposal, and voting is likely to commence on Thursday, sources said.
INSCO, a company promoted by the Madhvani Group, having operations in many countries, has submitted a revised resolution plan on June 8, making Rs 2,752 crore offer comprising Rs 2,200 crore in upfront cash and equity valued at around Rs 550 crore.
The revised offer comes following the Supreme Court's directive to match the offer previously made by
AGI Greenpac
.
As per the apex court's order, only INSCO's plan will be considered for approval, with the entire resolution process, including voting, to be completed by July 2025.
Live Events
INSCO's plan outlines payment of the entire Rs 2,200 crore cash component within 30 days of National Company Law Tribunal (NCLT) approval, along with infusion of working capital and equity issuance to CoC members within 90 days.
To fund the acquisition, INSCO has submitted a non-binding term sheet to Cerberus Capital Management with the resolution plan.
"It is estimated that significant capex would be required to revive and revitalise the business. We have budgeted about Rs 1,000 crore to rebuild all the furnaces and other equipment over the next few years," the resolution plan said.
However, sources said, some of the CoC members have flagged serious concerns over the viability and transparency of the proposal.
Further, sources said, lenders allege that INSCO's current plan does not adhere fully to the Supreme Court's directives.
Initially, AGI Greenpac was the front runner for HGIL, with a bid of Rs 2,752 crore. However, the Supreme Court in January rejected the bid on the ground that the company did not have a Competition Commission of India (CCI) approval for the acquisition.
INSCO had moved the court seeking cancellation of AGI Greepac's bid since the company did not receive CCI approval.
While rejecting a review petition filed by AGI Greenpac, the Supreme Court directed INSCO, the second-highest bidder, to match the offer given by AGI Greenpac.
The court also directed the resolution professional to complete the resolution process involving the approval of the
INSCO resolution plan
by the CoC by July 2025.

Shillong: Looking to empower grassroots communities and strengthen rural livelihoods, Meghalaya has initiated disbursement of nearly Rs 19 crore to Producer Groups (PGs) under its flagship FOCUS (Farmers' Collectivization for Up-scaling Production and Marketing Systems) programme. Approximately Rs 8 crore has already been disbursed to over 4,600 PGs in the Garo Hills region. This marks a milestone in the state's mission to foster more self-reliant rural economies. The announcement and disbursal ceremony were led by CM Conrad K Sangma during the foundation stone laying event for the additional secretariat complex in Tura, a release said. The official statement elaborated on FOCUS's initiative impact, noting its transformation into a vital platform that has touched the lives of over 2.1 lakh rural households across Meghalaya. The scheme has channelled close to Rs 120 crore in direct benefit transfers to date. FOCUS promotes the collectivisation of farmers into producer groups and provides strategic financial support of Rs 5,000 per member for productivity-linked initiatives, particularly in sectors such as piggery, poultry and horticulture.

Kerala finance minister allocates funds for market intervention and local health centres

Thiruvananthapuram: Finance minister K N Balagopal announced that Rs 100 crore was allocated to the state civil supplies corporation for market intervention activities. The funding is intended to support various initiatives aimed at preventing the rise in prices of essential commodities. In this year's budget, Rs 250 crore was set aside for Supplyco's market interventions. With the current allocation, it will be possible to ensure the advance procurement of essential goods, including for the Onam season, the minister said. In last year's budget, Rs 250 crore was allocated for Supplyco's market interventions, but Rs 489 crore was granted, providing an additional Rs 284 crore. From 2011-12 to 2024-25, govt provided Rs 7,630 crore to support Supplyco's direct market interventions over a span of 15 years. Of this, only Rs 410 crore was given during the five years of the previous UDF govt, while the remaining Rs 7,220 crore was allocated by the LDF govt, Balagopal said. The finance minister said an additional Rs 335 crore was also allocated to local self-govt institutions in the state. This grant, recommended by the finance commission, is intended to strengthen the operations of community health centres, family health centres and urban health and wellness centres. A total of Rs 199 crore is designated for community and family health centres under the jurisdiction of panchayats, while Rs 136 crore is allocated for urban health and wellness centres. So far, govt allocated Rs 4,386 crore for local institutions this fiscal year. Previously, Rs 2,150 crore was provided as the first instalment of the development fund, Rs 78 crore as an unconditional fund, Rs 1,396 crore as the first instalment of the maintenance fund and Rs 427 crore in two instalments of the general-purpose fund.

Works on Sankar Vilas flyover to begin despite pending land issues

Guntur: Notwithstanding the pending legal issues with regard to land acquisition, the district administration has decided to kick-start the works on the prestigious Sankar Vilas flyover. Tired of too many ads? go ad free now The R&B department has been given a go ahead by the district collector to launch the works from Monday. The first phase of the four-lane rail over bridge (ROB) will be launched from AC college junction (East constituency). The Union govt has granted Rs 98 crore to take up the long-pending flyover project almost eight months ago. Curiously, the Guntur Municipal Corporation (GMC) could not complete land acquisition due to strong resistance from the owners of commercial properties on Brodipet main road. About 50 property owners approached the court and got stay orders on acquisition of their properties until payment of compensation under the land acquisition Act. However, GMC had been negotiating them to accept the transferable development rights (TDR) bonds as it did not have sufficient funds to give the compensation in cash. The GMC estimated that it would require at least Rs 50 crore to clear the compensation through land acquisition Act. While the property owners have been waiting for the relief, district administration gave them a shocker by deciding to launch the work. Sources said that this is a strategic attempt to push the property owners, who refused to budge and accept the TDR bonds as compensation, into a corner. Sources said that the main road on both the sides of existing ROB will be closed for vehicular movement from Monday and R&B department will start bringing down the existing flyover before laying the pillars for the new obe.
