
Businesses want to see policy continuity for JS-SEZ, says UEM group MD

ISKANDAR PUTERI : Continuity and clarity in policy are crucial for the success of the Johor-Singapore Special Economic Zone (JS-SEZ), said UEM Group Bhd managing director Amran Hafiz Affifudin.
Describing continuity as the 'most important enabler' of business confidence, Amran said stable policies were vital to attract long-term investments into the region.
'As a member of the business community, we like to see continuity in policy, especially as an infrastructure company. Our investments are long-term, so clarity and continuity of policy are very important.
'We are a business with heavy capital expenditure. Policy stability is critical,' he said at the Nikkei Forum Medini, Johor 2025, co-organised by Iskandar Investment Bhd (IIB), here today.
FMT managing director Azeem Abu Bakar, who moderated the session, pointed to UEM Sunrise – UEM Group's property development arm – as an example of how policy shifts had influenced investor sentiment over time.
'When the Iskandar Puteri development corridor was first announced under former prime minister Abdullah Ahmad Badawi, UEM Sunrise's shares climbed to around RM3.
'Then came policy tightening from 2014, particularly restrictions on Singaporean buyers to cool rising property prices, and the share price fell to around RM1 before dropping further to about 20 sen during the Covid-19 pandemic,' he said.
He said that following the announcement of the JS-SEZ, UEM Sunrise's shares rebounded to above RM1.
Azeem asked what degree of policy clarity would be needed to sustain this momentum, especially in light of former economy minister Rafizi Ramli's resignation and the absence of a named successor.
A comprehensive blueprint for the JS-SEZ, led by Rafizi, was expected to be finalised and unveiled by the end of 2025. The plan outlines the zone's long-term vision, strategic direction, and investment opportunities to attract both domestic and international investors.
Following his defeat in the race for PKR deputy president, Rafizi submitted his resignation as economy minister to Prime Minister Anwar Ibrahim.
Before his departure, according to a Malay Mail report, Rafizi had assured stakeholders that the JS-SEZ's progress would not be affected by political changes, and that the government remained committed to its long-term development.
Amran also emphasised the need to build a strong talent pool in Johor and across Malaysia.
'Nurturing local talent from Johor is the number one priority. Secondly, we need to attract talent from other parts of Malaysia.
'The theme of this forum is 'Driving Asia's Innovation Hub'. If there's no talent, there's no innovation, which means there's no hub,' he said.
Despite the political changes, he expressed confidence in the collaboration between the federal and Johor state governments with Singapore in formulating incentives to drive growth.
'We hope whatever policies are being formulated now, and in the future, will make doing business in the JS-SEZ easy,' he said.

JOHOR BARU, June 20 – Parking woes in downtown Johor Baru have reportedly been made worse by Malaysians working in Singapore, who leave their vehicles in public bays before heading across the Causeway. The Straits Times reported that businesses such as kopitiams and sundry shops have struggled to retain customers who are unable to find parking, while enforcement officers regularly tow away vehicles parked illegally on the roadside. 'A task force has been set up to study the issue involving the two city councils,' state housing and local government exco Datuk Mohd Jafni Md Shukor was quoted saying, referring to Johor Baru and Iskandar Puteri, in response to rise in complaints from residents and business owners about the matter. 'We are closely monitoring this issue that has been raised by fellow state assemblypersons and the local business community... where motorists hog parking bays all day till late at night, causing disruption to local businesses here as customers cannot find a lot to park their vehicles.' Local authorities have so far considered measures including parking time limits and increasing parking bays, along with collaborations with bus operators to reduce congestion. With over 350,000 people crossing the border daily, transit points such as Skudai and downtown Johor Baru often see full car parks, sometimes occupied by workers in rotating shifts. ST reported that even private parking lots are packed, with 80 per cent of lots near Galleria Kotaraya taken by Singapore-bound workers. Businesses can pay RM150 monthly to reserve customer spots — but other drivers still violate these spots. This has caused businesses to resort to 'reserving' spaces with their personal vehicles to carry out their trade, citing the impossibility of working without them. ST cited experts pointing to poor urban planning, car dependence, and lack of last-mile connectivity between housing areas and cross-border transit points as root causes. Low parking fees were also to blame: parking in the city costs as little as 40 sen per 30 minutes, while full-day passes are just RM6, and private bays priced at up to RM20 per day. Long-term solutions include a RM2.6 billion development near Bukit Chagar RTS station with a 1,550-lot park-and-ride facility, and a proposed light rail system linking townships to the cross-border train service set for 2027.

Global investment decline may worsen due to tariffs, warns UN trade agency

(EPA Images pic) GENEVA : Global foreign direct investment (FDI) fell for the second consecutive year in 2024, with fears this year could be even worse as trade tensions rock investor confidence, the UN agency for trade and development said in a report published today. FDI transactions, which do not include several European conduit economies, declined by 11%, indicating a significant reduction in actual productive investment activity, according to the UN Conference on Trade and Development (UNCTAD). Geopolitical tensions and trade fragmentation contributed to lower investment last year as they created uncertainty, which UNCTAD secretary-general Rebeca Grynspan described as a 'poison' for investor confidence. 'We are even more worried about the picture in 2025…we already feel that investment is halted…tariffs are affecting growth,' Grynspan told Reuters, with short-term risk management being prioritised over long-term investment. UNCTAD said its outlook for international investment in 2025 was negative due to trade tensions. Early data for the first quarter of 2025 shows record low deal and project activity. When several European conduit economies – which act as intermediary hubs where investments temporarily pass through before reaching their final destinations – are included, the data showed that FDI increased by 4% to US$1.5 trillion. However, UNCTAD noted that this figure masks the reality that much of this investment is merely passing through these jurisdictions and was not productive. 'We see a very worrying tendency…Investment that has a real impact on jobs and infrastructure is going down,' she said. Developed economies suffered a sharp drop in investment, with a 58% decrease in Europe. North America, however, observed a 23% increase in FDI, led by the US, while countries in Southeast Asia reached the second-highest level of FDI on record with a 10% rise, representing US$225 billion. Though capital inflows in developing countries were broadly stable, UNCTAD observed that capital was not being injected into crucial job-creating sectors such as infrastructure, energy and technology.
