Marcos keeps Philippine economic team, replaces top diplomat

MANILA : Philippine President Ferdinand Marcos Jr retained his economic managers in a sign of policy continuity amid a cabinet shakeup, while replacing his top diplomat as tensions with China linger.
Finance secretary Ralph Recto and special assistant to the president for investment and economic affairs Frederick Go will keep their posts, executive secretary Lucas Bersamin said in a briefing today.
The ministers for trade, economic planning and budget will also stay on, he said.
Marcos decided to keep his economic team 'to enhance our economy in the eyes of the outside world and here in the Philippines', Bersamin said.
Keeping his economic team intact should help ease any investor concern about Marcos' unexpected move yesterday when he asked his entire cabinet to resign.
There were worries the revamp could be disruptive to an economy that's facing global risks with US tariff talks underway for most nations.
Manila's main stock index rose 1.7% today.
The fate of the ministers managing the economy was being closely watched, after slower-than-expected growth in the first quarter.
Marcos' call followed a drop in his popularity and his candidates' underwhelming performance in the midterm senate election last week.
The retention of Go and trade secretary Cristina Roque will also help sustain Manila's efforts to lobby for lower US tariffs, after their recent talks with American officials.
Meanwhile, the Philippine leader named veteran diplomat Maria-Theresa Lazaro as the new foreign affairs secretary, replacing Enrique Manalo.
Lazaro has represented the Philippines in talks with Beijing on the South China Sea dispute.
Lazaro's appointment comes shortly after tensions with China in the contested waters flared anew, with Manila accusing Beijing of once again using water cannon.
The Philippines under Marcos has asserted its claims to the resource-rich waterway, while strengthening security ties with the US.
Marcos also transferred energy secretary Raphael Lotilla to helm the environment department.
Outgoing top envoy Manalo will become the country's permanent representative to the United Nations.

BUTTERWORTH, June 21 — The Penang government will continue holding engagement sessions with stakeholders on the vape industry before considering implementing a ban on it in the state. State Youth, Sports and Health Committee chairman Daniel Gooi Zi Sen said the engagement sessions aim to gather views and suggestions from all parties on the matter. 'Last Thursday, I met with representatives from the Vape Entrepreneurs Group Association, and we listened to the various issues they raised concerning the industry, particularly regarding Act 852 – the Control of Smoking Products for Public Health Act 2024. 'They also expressed concerns about the impact of the act's implementation on the industry, and based on the feedback received, Act 852 can be considered one of the strictest regulatory frameworks in the country compared to other industries,' he told reporters after attending an Engagement Programme with the National Anti-Drug Agency (AADK) and Persatuan Mencegah Dadah Malaysia (Pemadam), here today. Gooi said the state government is also prepared to consider a ban on vape sales if the enforcement of Act 852, which takes effect on Oct 1, does not yield the desired positive outcomes. He said that a regulatory mechanism for the supply of electronic cigarettes has been introduced through the act, and the strategy to reduce its usage in Penang must be implemented in a comprehensive and planned manner. Previously, Health Minister Datuk Seri Dr Dzulkefly Ahmad stated that state governments have the legal space to implement a ban on the sale of vape products in their respective states. — Bernama

Rukun Tetangga turns 50 with fresh focus on youth, unity and volunteerism, says deputy unity minister
CHUKAI, June 21 — The National Unity Ministry is implementing various initiatives to boost youth participation in Rukun Tetangga (RT) activities, said Deputy Minister K. Saraswathy. She said this includes introducing the Progressive Rukun Tetangga Area (KRT) concept, which involves community-based economic projects aimed at increasing household income, particularly among young people. 'This year marks the 50th anniversary of RT. What started as a community safety team has now grown to include initiatives such as the Unity Squad and patrol units, among others. 'Therefore, we are encouraging more young people to join RT so they can play an active role within their communities,' she told reporters after officiating the Terengganu-level Unity Week celebration at Arena Square here today. Also present was state Welfare, Women's Development, Family and National Unity Committee chairman Maliaman Kassim. Saraswathy said there are currently 8,565 KRT nationwide, including more than 500 in Terengganu, serving as the backbone of the government's efforts to foster community unity. She said this reflects the growing spirit of volunteerism and consensus among Malaysians. 'RTs also play an important role in addressing issues or tensions within communities, including incidents that go viral on social media. Analysts: Cautious week ahead for ringgit as markets eye Trump's war call
KUALA LUMPUR, June 21 — The ringgit is expected to stay defensive within a tight range next week, as traders and investors will continue to observe the military conflict in the Middle East, said an analyst. Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said that the Israel-Iran war continues to take centre stage as the United States is still weighing its options to participate in the conflict. 'White House spokeswoman Karoline Leavitt indicated that President Donald Trump will make his decision whether or not to go within the next two weeks. The US Dollar Index (DXY) fell 0.22 per cent to 98.691 points. 'Apart from that, Personal Consumption Expenditures (PCE) inflation data for May 2025 will also be released next week. On that note, ringgit could stay within a range of RM4.24 to RM4.25 next week,' he told Bernama. For the week just ended, the ringgit gave up its earlier gains at the beginning of the week as escalating geopolitical concerns spurred demand for the safe-haven US dollar. However, the market showed a slight sign of recovery at the end of the week, as some investors took the opportunity to return to emerging currencies due to the latest White House announcement regarding the ongoing Iran-Israel war. The ringgit ended the week easier against the greenback, closing at 4.2505/2565 on Friday from 4.2435/2480 a week earlier. The local note traded mostly higher against a basket of major currencies. The ringgit rose vis-à-vis the Japanese yen to 2.9245/9289 from 2.9448/9482 at Friday's close, went up against the British pound to 5.7356/7437 from 5.7482/7543 previously, but depreciated versus the euro to 4.9000/9069 from 4.8906/8958 at the end of last week. The ringgit traded mostly higher against Asean currencies. The local note declined against the Singapore dollar to 3.3088/3140 on Friday from 3.3077/3118 in the previous week, advanced versus the Indonesian rupiah to 259.2/259.7 from 260.2/260.6 previously, and strengthened versus the Thai baht to 12.9727/9969 from 13.0807/1018 last week.
