Brynmawr knifeman slashed victim after partying with him

Anthony Foley, 36, from Brynmawr went to Kieran Smith's flat in Bargoed the next day and punched him while he was asleep on his sofa.
The defendant then slashed the 'dazed' victim twice to the forearm with the blade, causing 'serious gashes' on his left forearm.
He and Mr Smith had been drinking and taking drugs together with others hours before the attack.
The motive for the violence was 'unclear' but may have been because Foley was angry about him having something to do with his ex-girlfriend leaving him.
Emily Jermin, prosecuting, told Cardiff Crown Court how Mr Smith was taken to Prince Charles Hospital in Merthyr Tydfil for treatment.
In a victim impact statement, he said: 'I have flashbacks and keep seeing the defendant coming towards me with the knife.'
Foley pleaded guilty to wounding with intent and possession of a bladed article.
The assault took place on Thursday, November 21, 2024.
Miss Jermin revealed that the defendant has 28 previous convictions for 50 offences.
They include assault occasioning actual bodily harm in 2013, two counts of battery in 2021 and three counts of assault of an emergency worker in 2022.
Judge Shomon Khan asked Foley's lawyer Ed Mitchard: 'Why did he go there with the knife? That's the question.'
Mr Mitchard replied that his client was carrying it after being the victim of 'a serious assault'.
He added: 'The defendant didn't mean to use the knife – the first attack was with fists.'
Foley had worked as a roofer and relapsed into taking drugs after his partner left with their children.
'This was an argument muddled by the misuse of drugs and alcohol,' Mr Mitchard added.
'He is capable of change.'
The court heard how the defendant has been working with Dyfodol, a drug and alcohol intervention service for Welsh prisons.
Judge Khan told Foley: 'You punched your victim in the face twice leaving him dazed before taking a knife from your jacket.
'The producing of the knife is of real concern and your motive is unclear.'
He added: 'I do accept there is genuine remorse and I hope this is a turning point in your life.'
The defendant was jailed for four years and four months.
Foley was told he will have to serve two-thirds of his sentence in custody before being released on licence.

'You will continue to see officers at the location until the area returns to normal. ‌ 'This type of event causes considerable anxiety and distress to the community, disruption to those wanting to use the area appropriately, as well as harming the environment and disturbing wildlife, which is why we act swiftly to shut them down. 'There is little doubt that these types of events are very well planned, organised and that local knowledge is important in drawing down the main group to a particular field, or area of land. 'We assure local communities that appropriate action is being taken to deal with this event, and we will robustly investigate any criminal offences discovered. ‌ 'We understand the strength of feelings in respect of this, both from those living in the area and those wanting to attend who are seemingly unaware of the disruption these events cause. 'We ask you not travel to the area with the intention of joining a rave, as officers are there and you will be turned away.' Application for Milman Street flat in Pillgwenlly refused

The application for Flat 4 at Milman Street, Pillgwenlly, was turned down after failing to prove the property was continuously used as a residence for a required period. The application sought a Lawful Development Certificate for the existing use of the flat. The case officer's visit on April 9 found the flat appeared to be under renovation and vacant, with no evidence of continuous use. The application was based on a mix of evidence, including electrical certificates for four flats dated March 2018, a 2016 email from a housing licensing officer, and a 2019 letter from an environmental health officer suggesting the presence of four flats. Handwritten letters from previous tenants, a 2017 video, and a fire detection certificate referencing all four flats were also provided. However, the evidence was found to be insufficiently precise or unambiguous to confirm the existence and continuous occupation of a fourth flat. Key issues identified included the absence of proof for the continuous occupancy of Flat 4 during the four-year period required. Documentation detailing how Flat 4 fits into the building was also missing. The letters provided were not in the statutory declaration form. Council tax records since 2019 list only three flats. The Newport Local Development Plan (2011–2026) was not directly relevant to the decision. The case officer's delegated decision report noted that legal advice supported the refusal to issue the certificate. The report concluded: "The application did not provide sufficiently precise or unambiguous evidence to confirm the existence and continuous occupation of a fourth flat." The decision was made with consideration of crime prevention, equality, and Welsh language impact policies, with no significant concerns noted. The site has a history of planning applications. In 2017, a certificate was issued confirming lawful use as three flats, while between 1990 and 1992, a change of use to multiple occupation was refused but later allowed on appeal. The decision report implies the refusal occurred soon after the site visit.
