Indonesia stops nickel mining operations at top tourist diving destination

JAKARTA, Indonesia — The Indonesian government announced Tuesday they had suspended four nickel mining operations in Raja Ampat, one of the country's top tourist destinations for diving and snorkeling.
'Starting today, the government has revoked four mining operation permits in Raja Ampat,' Minister for Energy and Mineral Resources Bahlil Lahadalia told reporters after a Cabinet meeting in the presidential palace in the capital, Jakarta.
Raja Ampat, an archipelagic regency in Southwest Papua province, is spread over nearly 20,000 square kilometers (7,700 square miles) and is home to 75% of the world's coral species and more than 1,600 fish species. It is a designated UNESCO Global Geopark which includes marine conservation zones managed by the Ministry of Marine Affairs and Fisheries.
Lahadalia said the decision came after an investigation by the Ministry of Environment uncovered 'several violations in the environmental context' by four companies holding mining permits in Raja Ampat.
None of the four companies had started nickel operations as they failed to gain government approval for their Work Plan and Expenditure Budget, Lahadalia said.
Last week, Greenpeace Indonesia and Papuan Youth staged a peaceful protest during the Indonesia Critical Minerals Conference & Expo. They demanded the closure of five nickel mining companies operating in Raja Ampat, including PT Gag Nikel, a subsidiary of state-owned mining company PT Aneka Tambang.
The government suspended nickel mining operations at four of the five companies. The fifth, Gag Nikel, has been allowed to continue its operations on Gag Island as it lies outside the geopark area, Lahadalia said. Gag Island is about 42 kilometers (26 miles) west of Piyanemo, a popular diving spot in Raja Ampat.
Gag Nikel has a concession area of ​​130 square kilometers (50 square miles). It produced around 3 million wet metric tons of nickel in 2024, and is expected to produce the same amount in 2025 and 2026.
Lahadalia said Indonesian President Prabowo Subianto has instructed him, along with ministers for the environment and forestry, to closely monitor Gag Nikel's mining operation.
'We are really serious in our intent to protect the environment in Raja Ampat,' Lahadalia said. 'We want to produce nickel that is environmentally friendly and acceptable (to the world's standard).'
Indonesia has the largest nickel reserves in the world and aims to dominate global nickel supply. Its nickel ore lies in shallow deposits, easily accessible when the rainforest is cut down.
In 2023, the country was responsible for more than half the supply of nickel globally. The country has gone from having two nickel smelters to 27 over the last decade and plans to open 22 more, according to S&P Global Commodity Insights.
Nickel was once known mainly for making stainless steel, but demand has skyrocketed as automakers like Tesla use it to make electric vehicle batteries and larger battery makers use it in clean electricity projects.
Rapid growth of Indonesia's nickel industry has already led to environmental degradation across several regions on Sulawesi Island, said Greenpeace forest campaigner Iqbal Damanik.
'Now nickel mining is also threatening Raja Ampat, a place that is often called the last paradise on Earth,' Damanik said.
Over 500 hectares of forest and vegetation have been cleared for nickel mines on the West Papua islands of Gag, Kawe and Manuran, according to Greenpeace Indonesia.
The three islands are classified as small islands. Indonesia's law on the management of coastal areas and small islands prohibits mining as it could lead to soil runoff and sedimentation that endangers coral reefs and marine ecosystems.

LONDON — A weakening U.S. dollar is lifting a long-neglected asset class - emerging market local currency debt - after a more than decade-long drought. Emerging market local​-​currency bond funds saw a new record of inflows in the week to Wednesday, according to EPFR data, notching eight straight weeks of inflows. The nascent flows remain small - and the uncertainty of tariffs, war and other global turmoil are stemming some flows. But investors expect they will continue, giving a boost to local debt markets in large emerging markets from Brazil and Mexico to Indonesia and India. 'Many of the big emerging markets tell us about all the foreign buying of debt, and that is starting to pick up across some countries,' said Jonny Goulden, head of emerging market fixed income strategy at JPMorgan. 'This could be a potential turning point.' Yields on the JPMorgan GBI Emerging Market local currency index are at their lowest since 2022 - partly a sign of flows of international cash. Emerging market local currency government bonds have enjoyed returns of more than ten per cent since the start of the year - more than double the around four per cent delivered by the hard-currency peers, according to JPMorgan indexes. The weaker U.S. dollar, and questions over the years-long U.S. exceptionalism trade - when investors parked cash in booming assets of the world's largest economy - is nudging international investors to look elsewhere for bigger returns. The greenback slipped to its lowest level in more than three years last week. Slower global growth - and lower interest rates across the developed world - are adding to the hunt for yields. 'The dollar is going to be much, much weaker. Bond yields or interest rates will fall - so there is a search for yield,' said Luca Paolini, chief strategist at Pictet Asset Management. Emerging market bonds look set to be one of the main beneficiaries of that momentum, he said. The dynamics combined are helping to end the foreign investor flight from emerging markets' local currency bonds that Goulden said has lasted for some 14 years. In that time, JPMorgan estimates, the asset class has more than doubled from roughly US$6 trillion to US$13 trillion, with mainly local investors, and some global bond funds, buying. David Hauner, head of global emerging markets fixed income strategy at Bank of America, said that after years of a U.S. dollar bull market, and the U.S. exceptionalism trade, allocations to emerging markets were 'absolutely rock bottom' - and had much space to grow. 'This has been completely neglected for a long period of time, and now, people have to diversify,' he said, adding he expected small but steady flows - and double-digit returns on local currency at the end of the year in dollar terms. The money is part of the closely watched global effort on the part of some international investors to diversify away from U.S. dollar holdings, and U.S. assets, after years of outsized returns that lured the bulk of the world's cash. 'So far this year to date, local currency has performed very well,' said Carlos de Sousa, portfolio manager at Vontobel. 'That's a really direct, automatic effect' from the drop in the dollar. The fact that most emerging market central banks are broadly on a rate cutting trajectory - even as the outlook for the U.S. Federal Reserve's actions remain more mixed - is also adding to momentum. Phoenix Kalen, global head of emerging markets research at Societe Generale, called it 'a rare moment of goldilocks for local assets.' Local currency bonds, Kalen said, offer 'compelling value,' including in the Philippines, Czech Republic, Hungary, South Africa, Turkey, Brazil and Colombia. The current shift, Goulden, Hauner and others say, has not come close to reversing the years of outflows, and Hauner said it was more a 'trickle' so far than a flood. But even small flows can have an outsized impact. 'EM as an asset class is much smaller. So if you take out one per cent from the U.S., that is basically the equivalent of 20 per cent in emerging markets. Indonesian coal industry risking a tough transition as demand declines, report says

HANOI, Vietnam — Indonesia's coal industry is facing mounting pressure and should diversify as China and India, its biggest customers, cut back on imports of the heavily polluting fossil fuel, according to a report from a Jakarta-based energy thinktank, Energy Shift. The report released Tuesday says that the industry, which accounts for about 3.6 per cent of Indonesia's economic activity and employs tens of thousands of people, needs to shift toward cleaner energy now or risk being forced into a costly transition later. Indonesia is the world's biggest exporter of coal, which is central to its economy, generating tax revenues and jobs. So the expected long-term decline in demand presents a unique challenge for the country of some 280 million. Indonesia's coal production is still rising, hitting a record 836 million tons in 2024, nearly 8 per cent more than the year before. The industry also relies heavily on just a few buyers, with China and India buying nearly two-thirds of Indonesia's coal exports in 2023. China still relies on coal for more than half its electricity generation. It accounted for 41 per cent of global coal imports in 2024, or nearly 543 million tons. But more than 75 per cent of the growth in demand last year was met by clean energy. India's coal imports fell 8.4 per cent to 183.42 million metric tons from April to December 2024, down from 200.19 million metric tons in the same period a year earlier, government data shows. The drop is part of India's push to reduce import dependence by ramping up domestic coal production. Imports for industries like cement, steel and aluminum that buy coal at market rates declined 12 per cent while imports for thermal power plants fell even more sharply, down 29.8 per cent. Indonesia's coal exports fell to a three-year low in January-April of this year, a shift that may signal a longer term decline, experts say. 'These are signs that Indonesian coal miners have to start taking seriously as well,' said Hazel Ilango of the Energy Shift Institute. There are other risks too. Most Indonesian coal companies are tightly controlled by insiders — owners, executives, and board members — who hold about 75 per cent of company shares on average, according to the report. Regulations such as domestic supply rules and high royalties also limit profits, while access to global financing remains restricted. The private sector and investors are generally uninterested in long-term transition plans and are more focused on immediate profits, while government policies remain inconsistent, said Putra Adhiguna of the Energy Shift Institute. Experts say that the country's coal policy is riddled with contradictions. It has pledged to cut emissions and transition to clean energy, but it continues to expand coal production and approve new plants. Domestic subsidies keep coal cheap, but abrupt export bans have disrupted global markets. Meanwhile, the state utility plans to retire coal plants early under a $20 billion transition deal — even as new ones tied to the industry are still being built. As major coal importers like China and India cut imports to boost their energy security, Indonesia's coal sector needs to plan ahead, said Jordan Lee, an energy transition expert at the Tony Blair Institute for Global Change in Jakarta.
