Noida admin warns bulk waste generators to set up compost units within 15 days

The Noida authority on Friday issued a 15-day ultimatum to all bulk waste generators to install compost processing units on their premises, failing which legal action will be initiated under Solid Waste Management Rules, 2016, officials said.
The directive was issued during a workshop held at Panchsheel Balak Inter College in Sector 91, attended by owners of hotels, restaurants, hospitals, schools, colleges, apartment owners' associations, and other bulk waste producers, officials added.
'If the bulk waste generators do not set up compost processing units, the authority will stop collecting their waste after the 15-day deadline,' said Indu Prakash Singh, officer on special duty (OSD), Noida authority. 'We've advised them several times in the past. It's time they cooperate so Noida can perform better in the upcoming Swachh Survekshan,' Singh added.
According to the solid waste management rules, any entity producing over 100 kg of waste daily is classified as a bulk waste generator and is mandated to process wet waste through composting.
Experts at the event urged stakeholders to segregate dry and wet waste and highlighted that composting can be done easily on-site. Citizens were also advised to report construction and demolition waste issues via helpline 18008919657. The authority currently treats 300 tonnes of such waste daily at its Sector 80 facility, officials said.
The move is aimed at improving Noida's ranking in the Union housing and urban affairs ministry's Swachh Survekshan survey, authority officials said. In 2023, Noida was ranked 14th nationally and received five-star ratings in garbage-free and water-plus (wastewater recycling) categories. 'We hope that in the 2024-25 survey, Noida performs better and secures 1st spot,' Singh added.

On the other end, Nuh (259) and Palwal (295) districts scored the lowest in the state, placing them in the Prachesta 2 (41-50%) category. The 2022–23 report, also released on Friday, reflected a similar trend, with Gurgaon leading and five districts — Nuh, Fatehabad, Palwal, Sirsa and Ambala — falling into the lower-performing Prachesta 2 grouping. Under PGI, assessment is made for each district out of 600 points divided into six broad categories – outcomes, effective classroom transaction, infrastructure facilities & student entitlements, school safety & child protection, digital learning and governance process. These categories have 11 separate domains, including learning outcomes and quality, access outcomes (AO), teacher availability, attendance monitoring systems, etc. Based on cumulative points, each district is given grades – the highest being 'Utkarsh' (for scoring over 90% of total points), and the lowest, Akanshi-3 (up to 10%). Failure to comply will result in punitive action. Also, a rigorous campaign will be launched to inspect fitness certificates of commercial vehicles, unfit ones will face strict action. The directive came during a meeting of district-level monitoring and implementation committee chaired by collector Asheesh Singh. The collector emphasised the need for a joint action plan and its effective implementation by all departments to improve air quality. As decided, strict action will be taken against industrial units causing pollution. Coal-operated industrial units have been directed to shift to PNG within a stipulated time, else strict action will be taken. Unfit vehicles and those without proper PUC certificates will be targeted. Singh stressed that fitness certificates must not be issued without thorough inspection of vehicles. He also directed that PUC certificates should be portal-based, ensuring transparency and accuracy. Action will be taken against PUC operators issuing offline certificates without proper checks. The collector said that strict action would be taken against open burning of biomass and garbage. Besides, hotspot areas with high dust levels will be identified for mechanical sweeping and regular water sprinkling. "Continuous monitoring will be maintained to prevent stubble burning in fields around urban and rural areas. Challans will be issued for violations. It was reported that effective action already took place against stubble burning, with 25 FIRs registered and fines exceeding Rs 18 lakh imposed on 837 individuals," he said.
