Delhi Shifts Licensing Powers For Hotels, Pools From Police To MCD To Boost Ease Of Doing Business

The Delhi government on Sunday announced that the licensing responsibilities related to seven key commercial and entrepreneurial sectors have been shifted from the Delhi Police to local civic bodies to boost the ease of doing business in the national capital.
So far, the licenses for hotels, swimming pools, guest houses, video game parlours, auditoriums, and amusement parks were previously issued by the Delhi Police.
Chief minister Rekha Gupta said the change will enhance coordination within the administrative structure and allow the police to focus on crucial issues like public safety, crime prevention, and women's security.
'The burden of licensing on Delhi Police was affecting their core responsibilities related to maintaining law and order. Moreover, the licensing process was time-consuming for businesses," an official statement read.
The government's proposal has received the nod from the office of Lieutenant Governor Vinai Kumar Saxena.
'The LG has relieved Delhi Police from the responsibility of issuing licenses or No Objection Certificates (NOCs) for business activities such as hotels, motels, guest houses, restaurants (eating houses), swimming pools, auditoriums, video game parlours, discotheques, and amusement parks. These powers will now be transferred to relevant local bodies like the Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), and Delhi Cantonment Board, among others," the government announced.
Gupta said the comprehensive reform in the licensing process for businesses and entrepreneurs in the capital 'is a direct reflection of her government's visionary approach and positive administrative intent".
'This decision is not only a symbol of administrative improvement but also a direct outcome of strong and clear guidance from the Centre—serving the broader interests of Delhi's citizens. It sets a precedent for Center-State coordination and citizen-friendly governance," the statement added.
Speaking to News18, a government official explained that this process will also allow faster paperwork for businesses.
'Every business needs a licence from the local authorities for starting commercial activities. Now, if the NOCs are also issued from the same place, it will save time for both business owners and the administration," they explained.

NRAI Delhi Chapter Head Sandeep Anand Goyle said, "This move will encourage entrepreneurship, support job creation, and revive ease of doing business in the F&B space".
