Dahod MGNREGA ‘scam': Gujarat Minister Khabad's younger son sent to four days in police custody

A court in Dahod on Tuesday sent Gujarat Minister of State for Panchayat and Agriculture Bachubhai Khabad's younger son Kiran Khabad to four days in police custody, following his arrest on Monday in connection with an alleged Rs 71 crore Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scam in Devgadh Baria and Dhanpur talukas of Dahod. According to police, three more persons have been arrested, taking the tally to 14 so far.
Along with Kiran Khabad, Dahod Deputy District Development Officer (DDO) Rasik Parmar — who was the then taluka development officer of Dhanpur, and Parth Baria, the owner of one of the agencies supplying material have also been sent to four days in police custody while former Assistant Programme Officer Dilip Chauhan — also said to be distant relative of the Khabads — has been sent to 10 days in police custody. Dahod Deputy Superintendent of Police Jagdishsinh Bhandari told The Indian Express that the police had sought remand for 14 days.
'We had applied for 14 days remand but the court granted a remand of 10 days for Chauhan, and four days for Kiran Khabad and others. We also have Balvantsinh (Bachubhai's older son) in custody until Thursday… The investigation involves sensitive details of the transactions and having the accused in custody together will help the probe,' Bhandari said.
While Bhandari refused to detail the grounds put forth in the remand application, he said that on Tuesday, the Dahod district police arrested three more persons, then Assistant Programme Officer of Dhanpur Bhavesh Rathod, MIS operator Sanjay Baria and the owner of another agency that supplied materials, Jagdish Baria, taking the total number of arrested accused to 14 so far.
A senior police official told this newspaper that the probe was on to ascertain the exact amount of the scam as a total of 35 'unauthorised' agencies, including 28 in Devgadh Baria had been paid from the MGNREGA funds towards alleged supply of materials.
'There are certainly other persons the police are looking for. They are owners of the other agencies, who have also been paid for supply of material. The police are also probing if Balvantsinh or Kiran Khabad through their influence in the area floated any additional agencies under names of others. So far, on record, only two agencies — Raj Construction and Raj Traders— reflect against their names,' the official said. 'During the investigation, if owners of other agencies who received payments cannot be tracked down, the probe will obviously take a different turn,' the official added.
On Tuesday, in a video issued by close aides of Bachubhai Khabad, the minister was heard blaming the Congress party for 'baseless allegations'. Stating that he and his sons were involved in the business of supplying material and were not engaged for 'labour contracts', Khabad said, 'The Congress has been making allegations (of MGNREGA scam) since last six months)… There has been an allegation against 35 agencies. My sons also run a material supplying business since 2018. They do not have any other business. We can sell this even in the open market. We do not have labour nor have we been given the contract for labour work in this (project)… The administration is conducting an investigation and I trust the probe of the administration. Whatever it concludes, we will accept…'
Khabad further added, 'The Congress has been making such allegations every year since long. They have moved the High Court against me on two occasions. The High Court has given me a clean chit.'
'I have been in politics for 25 years and not a single allegation of corruption has been made during my tenure as a Cabinet Minister. In this term, my department has worked hard to move Panchayat processes online to ensure transparency … The baseless allegations made by the Congress are a sign of their frustration,' the minister said.
Bachubhai Khabad did not respond to calls and text messages from this newspaper, seeking a direct comment on the issue.

The Delhi Police Sunday busted a racket involved in the smuggling and sale of Aviation Turbine Fuel in the black market, and said they seized 72,000 litres of siphoned ATF worth Rs 1.62 crore from a concealed godown in Outer Delhi's Mundka area as part of their raid. The operation by the Inter-State Cell (ISC) of the Delhi Police Crime Branch led to the arrest of six men. The key accused has been identified as Gaya Prasad Yadav, 43, the godown owner and the alleged mastermind of the racket, who is a former tanker driver. He used to allegedly buy the stolen ATF at Rs 30 per litre and sell it at Rs 50. Another accused, Rajkumar Chaudhary, 53, was a major ATF purchaser, reselling the fuel in the open market at a profit. The other arrested individuals include Ashpal Singh Bhullar, 53, a transporter operating multiple trucks, including the three seized; drivers Ram Bharose Yadav, 44, Anjay Roy, 41, and Subodh Kumar Yadav, 32. Two helpers of the drivers, both named Parveen Kumar Yadav, aged 25 and 19, have been asked not to leave the city. The breakthrough came after sustained surveillance and intelligence inputs gathered by the ISC team led by Inspector Mahipal Singh and supervised by Assistant Commissioner of Police (ACP) Ramesh Chander Lamba. Based on a tip-off received by Head Constable Sunil, the team conducted a targeted raid at a nondescript godown in Mundka, the police said. According to the police, three oil tankers, each carrying 24,000 litres of ATF, were seized during the raid. Two pickup trucks, forged dip rods used to fake delivery logs, duplicate master keys to unlock the tankers, Rs 1.05 lakh in cash, and multiple drums with the stolen fuel were also seized from the spot. 'The ATF was originally loaded at HPCL Asoda Depot, Bahadurgarh, for delivery to Indira Gandhi International Airport. The accused drivers, in collusion with the transporter and godown operator, manipulated the GPS tracking system and diverted the tankers to the Mundka godown,' said Aditya Gautam, Deputy Commissioner of Police (Crime Branch). 'The tanker locks – secured with keys exclusive to the destination depot – were bypassed using duplicate keys. Forged dip rods were used to simulate legitimate delivery measurements. The siphoned ATF was then sold in the open market under the guise of Mineral Turpentine Oil, which is commonly used in the ink and paint industry,' he added. The police have stated that the racket had been operational for nearly three years, with an estimated 5,000 litres of ATF being siphoned off daily. The seized fuel and tankers have been handed over to the oil company concerned after due documentation. Further investigation is underway to trace additional beneficiaries of the racket.

A 13-year-old girl was killed in an explosion in West Bengal's Kaliganj on Monday, allegedly after a crude bomb was hurled during a Trinamool Congress (TMC) victory rally following the party's bypoll win. The student was found with an injury on her neck on the verandah of her home in Barochandgar village, an area known to be a Congress-CPM stronghold. She later succumbed. Residents allege that the bomb was thrown from a TMC victory procession targeting a CPM supporter's house. Chief Minister Mamata Banerjee expressed shock and grief over the incident. In a statement, she said: 'I am shocked and deeply saddened at the death of a young girl in an explosion at Barochandgar in Krishnanagar police district. My prayers and thoughts are with the family in their hour of grief. Police shall take strong and decisive legal action against the culprits at the earliest.' Superintendent of Police, Krishnanagar, K Amarnath, told The Indian Express, 'One person has been detained and an investigation is underway. The body was found on the verandah and has been sent for autopsy.' A senior police official, on condition of anonymity, said prima facie it appeared to be a crude bomb. 'No splinters were recovered from the site. While it happened during a victory rally, all angles are being investigated,' the official added. We are CPM supporters. My whole family votes for CPM,' she said. The West Bengal Police, in a statement on social media, said: 'Today, a 13-year-old girl succumbed to her injuries sustained from an explosion in Kaliganj PS area of Krishnanagar police district. We shall spare no effort to nab the culprits behind this extremely unfortunate death. Raids are on in full swing. Our thoughts are with the family.' The incident has triggered a political row. CPM state secretary Mohammad Selim hit out at the ruling party, questioning the TMC's oft-quoted slogan 'Badla noi, badal chai' (No revenge, we want change), and demanded accountability from its leadership. 'Not speeches, not sweets – bombs were thrown in the name of 'victory' in a bypoll! A minor girl was blown to death even before counting ended in Kaliganj. Only in (Chief Minister Mamata Banerjee)'s Bengal can an election celebration look like a terrorist attack! How brutal, how sick, how inhuman do you have to be to throw bombs while kids are on the street?' BJP state president Sukanta Majumdar posted on X. The by-election in Kaliganj was held following the death of the sitting MLA. TMC candidate Alifa Ahmed won the seat with a substantial margin, results for which were declared earlier in the day.

Magan, a modest and hard-working farmer, had lived a quiet life in Dobh until a harrowing revelation shattered his world. A year and a half into his marriage, he discovered that his wife, Divya, was already married and had a child. Despite the betrayal, Magan chose compassion over confrontation. Instead of filing a legal case, he paid off Divya's previous husband to formally separate the two, hoping to give his marriage a second chance. But peace eluded him. Over time, Divya's behaviour began to change, and Magan suspected she was involved with someone else. His suspicions were confirmed when he learned of her romantic involvement with a police officer named Deepak, posted in Sambhaji Nagar, Aurangabad. What followed, according to Magan's own words, was a spiral of psychological abuse and relentless extortion that pushed him to the brink. In video testimonies recorded just before his death on June 18, Magan detailed how Divya and Deepak allegedly harassed him, demanding money under various pretexts. He said Deepak wanted Rs 5 lakh for a job promotion and pressured him through Divya. 'I sold wheat I had cultivated with my own hands and gave Rs 1.5 lakh," Magan stated in the video, adding that on June 9, he mortgaged his gold bangle and somehow raised Rs 2 lakh which Divya transferred to Deepak's account. But the demands didn't stop. Magan revealed that Divya and Deepak began insisting on another Rs 1.5 lakh and even allegedly threatened to frame him for the murder of his own father unless he sold his ancestral land. The final blow came when Divya sent Magan a video of herself dancing intimately with Deepak, a clip that reportedly plunged him into a deep depression. The day he took his life, Magan recorded two emotionally charged videos and posted them on social media. In them, he pleaded for justice and narrated his ordeal, naming Divya and Deepak as his abusers. Addressing his adopted sister, Savita Arya, a social worker in Panipat, he voiced a powerful concern, 'Sister, when women cry, they are heard, even if they're wrong. But even if men are right, they die unheard. Please do something for men too." He also appealed to Rohtak MP Deepender Hooda and Meham MLA Balram Dangi, requesting them to ensure that his son would be cared for by his aging parents after his death. 'Please visit my home," he urged, 'and assure them that my child will remain with them." Shortly after uploading the videos, Magan walked to his farm and hanged himself from a tree. His death has cast a pall of grief over Dobh village. Villagers and family members, devastated by the tragedy, have demanded that authorities take swift and strict action against Divya and Deepak.
