Federal-Sabah ties must be inter-governmental, not intra-party, says Armizan

PETALING JAYA : Cooperation between the federal and Sabah governments must take place on an inter-governmental and not intra-party basis, according to Gabungan Rakyat Sabah deputy secretary-general Armizan Mohd Ali.
Armizan, who is also the domestic trade and cost of living minister, said GRS's 'Sabah first' model does not reject cooperation with national parties, but lays the foundation for local parties to form the backbone of the state government.
'This approach is crucial to ensure that federal-state relations are conducted on an inter-governmental basis, not an intra-party one,' he said when opening the annual meeting of the Parti Gagasan Rakyat Sabah's Darau division today.
'This is because we want issues concerning state interests to be negotiated and resolved through formal channels between the federal and state governments, not within the internal mechanisms of a single party.'
Armizan, who is also the Papar MP, said that when the same national party becomes the core of both the federal and state administrations, there is a tendency for issues affecting the state to be discussed and decided within party lines.
'If state matters are resolved through an intra-party process, the risk is that party interests will be prioritised over state interests. More worryingly, some national parties are deeply entrenched in a doctrine that places loyalty to the party above all else, without compromise,' he said.
He also said there have been instances when state issues are sidelined simply because the national party prioritises national interests above state concerns.
'A clear example of this is the decades-long struggle over the Malaysia Agreement 1963. Only recently have we seen meaningful federal commitment on MA63 under the leadership of Prime Minister Anwar Ibrahim.
'However, we cannot rely solely on the attitude or style of individual leaders, what we need is a structural solution,' he said.
He said if there is a framework to ensure that federal-state relations remain inter-governmental in nature rather than intra-party, then state interests will always remain a priority.
The state government, meanwhile, must function with state interests as its top priority.
'To national parties, (I say) lead the federal government. We will support and work with you. But let local parties lead the state government. This is the spirit behind the GRS and Pakatan Harapan Plus coalition government we have today,' he said.
Sabah Barisan Nasional treasurer Salleh Said Keruak said yesterday the 'Sabahan No 1' is not an empty slogan for BN as it represents the party's struggle to give priority to the interests of the people of the state.
Salleh, who had previously asserted that the struggle for the state's rights is not the domain of any one party but of all Sabahans, said Sabah BN moved in tandem with the federal unity coalition government, to ensure the state had a decisive voice in national affairs.

KOTA KINABALU, June 23 — Another politician in the Gabungan Rakyat Sabah state administration has been summoned to the Malaysian Anti-Corruption Commission (MACC) office here today, the latest development in the mining scandal that began last year. According to news portal Info X, Industrial Development and Entrepreneurship Assistant Minister Datuk Andi Muhammad Suryady Bandy arrived at the MACC Sabah office at around 9am today, accompanied by two lawyers, to give his statement. In December last year, a video of Andi was published by Malaysiakini showing him in discussion with a businessman over the procurement of a mining licence. Andi, who is from Barisan Nasional, is the Kalabakan MP and Tanjung Batu state assemblyman. Last week, MACC Chief Commissioner Tan Sri Azam Baki said that three individuals, including two state assemblymen, are expected to be charged later this month as officers begin the process of arrest. Aside from Andi, two other men have been named in media reports as those who may be charged. Sindumin assemblyman Datuk Yusof Yacob — who heads the state's investment arm Qhazanah Sabah Berhad — was questioned by MACC Sabah for nearly four hours last Wednesday. The third individual expected to face charges is businessman Albert Teh, who had brought forward the series of videos that sparked the prospecting licence scandal. The alleged corrupt activities are believed to have taken place between 2023 and 2024, involving bribes totalling around RM200,000 in exchange for assistance in processing mineral exploration licence applications.

On his first day in the role today, Khalid said the matter was also clarified by PKR secretary-general Fuziah Salleh in a media statement yesterday. 'In my 38 years in the police force, I have never been involved in any political party,' he said, adding that the media organisation which made the mistake in an infographic had requested a meeting with him. 'I hope the close and cordial relationship between the police and journalists will continue, as it is key to ensuring quality reporting not just for the police force, but for all government agencies,' he told reporters after attending the home ministry's monthly assembly. The Sinar Harian newspaper yesterday apologised for the blunder in a social media graphic that falsely described Khalid as a member of PKR. The error was reportedly due to the use of an outdated design template which was previously used in a poster featuring Dewan Rakyat speaker Johari Abdul, a PKR member and former Kedah PKR chief. The newspaper said a staff member and the supervisor of the social media team who approved the graphic would be suspended from duty, and that an internal investigation would be carried out to determine whether there were elements of sabotage involved. Fuziah clarified yesterday that Khalid had never been a PKR member, much less held any party leadership role. Separately, home minister Saifuddin Nasution Ismail said the ministry would summon a representative from the newspaper for an explanation. He said the session would be used to emphasise the potential impact of such errors on public trust and institutional credibility. During his speech earlier, he also said that he had never met Khalid throughout his time in PKR.

PKR deputy president Nurul Izzah Anwar said the child sex offender registry, introduced in 2019, should be made easily accessible to the public. PETALING JAYA : Nurul Izzah Anwar, the PKR deputy president, has put the spotlight on three ministries, the police and the internet regulator following reports of a Facebook group sharing explicit images of schoolchildren. While the authorities had acted swiftly to shut down the group, it was not enough. 'What is urgently needed is a firm, immediate and coordinated response from key agencies,' she said in a statement. Nurul Izzah called for the communications ministry and the Malaysian Communications and Multimedia Commission (MCMC) to come up with a mechanism to evaluate the effectiveness of the current digital safeguards for children. She also requested the women, family and community development ministry and the police to table a report on current and past cases so that the public could assess the development as well as ensure accountability. Nurul Izzah called for Parliament to be briefed on the effectiveness of the police D11 unit, which handles sexual crime cases, in order to objectively and honestly gauge the department's strengths and weaknesses. She also called for the child sex offender registry, introduced in 2019, to be made easily accessible to the public. Nurul Izzah also urged the education ministry to incorporate online safety elements so that children can identify grooming behaviour and digital threats. According to official data from 2023, child sexual crimes rose by 26.5%, while child pornography cases surged by 139.3%, she said. The 'Group Budak2 Sekolah Rendah' page on Facebook, which is now inaccessible, had over 12,000 members and many explicitly sexual comments and captions on its photos. The images included underage children wearing primary and secondary school uniforms, traditional wear, sports attire, and casual clothing. The issue came to light after rapper Ariz Ramli, better known as Caprice, was notified of the group's existence via an Instagram message. The group was then reported to MCMC as well as the police. Influencer Wee Yun Nee, also known as Mekyun, spoke out about the issue as well after realising that photos from her childhood were circulating on the page.
