Parents protest against Delhi government for not sharing draft of fee regulation ordinance

Parents of school children gathered in protest against the government at Chhatrasal Stadium on Saturday, demanding the draft of the act that seeks to fix school fees be placed in public domain for more clarity.
United Parents Voice, a parent association, in a statement, made the demand for sharing with them the draft of the Transparency in Fee Fixation and Regulation Ordinance, 2025.
'We believe the bill will directly impact lakhs of families, and hence it is important that it be discussed with all stakeholders,' Hitesh Kaushik, a member of the group, said.
The outfit said unless their concerns are addressed and the bill is made public, they will continue to hold demonstrations across the city. The parents had earlier held a press conference with the same demand, and held a demonstration at Jantar Mantar.
On June 10, the Delhi Cabinet approved an ordinance on regulating fee structure in private schools, empowering the city government to fine schools up to Rs 10 lak if they violate norms.
Delhi Education Minister Ashish Sood said that the cabinet chaired by Chief Minister Rekha Gupta approved the Delhi School Education (Transparency in Fixation and Regulation of Fees) Ordinance, 2025. The ordinance will be sent for presidential assent through Lieutenant Governor VK Saxena.
Meanwhile, the Aam Aadmi Party (AAP) has declared full support for parents protesting against the fee regulation ordinance pushed through by the BJP to benefit private schools. Calling the ordinance a 'loot license' for the education mafia, Delhi State President Saurabh Bharadwaj warned that the move will grant unchecked power to private institutions to exploit parents, AAP said in a press release.
As per the release, on Saturday, parents gathered outside Chhatrasal Stadium to protest against Chief Minister Rekha Gupta, sending a clear message of discontent over the secretly-drafted bill. 'In just four months, the BJP's four-engine government has forced Delhi's middle class onto the streets in this sweltering heat,' Saurabh Bharadwaj said. 'The parents' demand is legitimate. BJP must show some heart and make the bill public.'

However, municipal corporations and the departments concerned should now grant permission for their functioning. On June 19, Lieutenant-Governor V.K. Saxena had approved an order withdrawing the requirement of the Delhi police to issue licences for seven business sectors under the Delhi Police Act, 1978. Businesses will now be exempted from having to obtain a no-objection certificate from the police. The exemption encompasses entities such as hotels, motels, guest houses, restaurants (eating houses), swimming pools, auditoriums, video game parlours, discotheques, and amusement parks. The licensing power will now be transferred to local bodies such as the Municipal Corporation of Delhi, New Delhi Municipal Council, or Delhi Cantonment Board. The move comes after hotel and guest house operators sought the repealing of licences during a meeting with Chairman of the Chamber of Trade and Industry Brijesh Goyal and Industries Minister Manjinder Sirsa. Ms. Gupta said the reform is a direct reflection of the government's 'visionary approach' and in line with the BJP-led Centre's 'minimum government, maximum governance' and Ease of Doing Business policies. 'This decision is not only a big step towards administrative reform but also the result of the policy and thinking of the Central government,' said the CM. 'The Centre is adopting ease of doing business for the benefit of the country, which is being implemented in Delhi,' she added. Ms. Gupta said Union Home Minister Amit Shah has categorically said the police force should be relieved from non-core duties so that their energy and resources can be focused on law and order, security, and crime control. The subject of policing in the national capital lies under the Home Ministry. 'We want to make Delhi not only the political capital of India but also a model of good governance. That is the mission of our double-engine government,' the CM said.

Govt begins construction of 39 CM composite schools

Lucknow: To modernise and make education inclusive, the state govt has begun the establishment of Chief Minister Composite Schools in 39 districts. "In addition to these 39 schools, the govt will soon begin construction in 10 more CM Composite Schools. For the remaining 26 districts, financial approvals and land selection processes are in their final stages," a govt spokesperson said. The govt earlier announced that each district will have a CM Composite School. Currently, all necessary approvals — including financial sanctions and land allocation — are obtained for the 39 districts where construction is either underway or about to begin. "These modern schools are being built on 5-10 acres of land, with each costing around Rs 30 crore. Six major agencies have been roped in to expedite the construction work," said a govt spokesperson. "These schools will focus not only on quality education but also on skill development, sports, facilities, and student safety. Each school will have 30 smart classrooms, a digital library, a computer lab, modern science labs, a mini stadium, and a large playground," he said.
