Why India needs a dedicated scheme on distributed-renewables-powered EV charging
India's clean energy transition is at a pivotal stage, with several initiatives underway to take the nation closer to its goals of installing 500 GW of renewable energy (RE) capacity by 2030 and attaining
net-zero emissions by 2070
. The Ministry of New and Renewable Energy (MNRE) has introduced schemes such as the
PM-Surya Ghar Muft Bijli Yojana
and the
Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM)
scheme to decarbonise the residential and agricultural sectors, respectively, by incentivising large-scale adoption of renewables.
However, decarbonising road transport, which accounts for almost 12 per cent of India's energy-related emissions and is a major source of urban air pollution, remains a critical challenge. Rapid adoption of electric vehicles (EVs) offers a promising solution, but the true potential of EVs cannot be realised unless they are powered by clean energy.
Under the EV30@30 campaign, India aims to reach a 30 per cent sales share for EVs by 2030. It is estimated that achieving this target will result in an additional electricity demand of 15–30 TWh annually, with a substantial rise in peak demand. Meeting this demand through grid-based power—more than 75 per cent of which is currently generated through coal and gas—will produce additional emissions of 11–22 MtCO2 per annum, thereby undermining the environmental benefits of EVs and straining India's power grid.
Charging EVs through RE, especially
distributed renewable energy
(DRE), can be instrumental in reducing emissions by minimising the reliance on grid-based electricity. In this context, our analysis indicates that by 2030, around 10 to 20 GW of RE capacity dedicated to EV-charging infrastructure will be needed to meet the additional electricity demand accompanying the achievement of the EV30@30 target. This can be sourced primarily through DRE.
In addition to the benefits that come with any RE source, DRE, by generating power closer to consumption points, reduces transmission and distribution (T&D) losses and alleviates grid congestion. As EV adoption increases, DRE can play a key role in meeting the anticipated rise in daytime peak demand caused by charging activities. Further, integrating DRE sources with smart charging and demand response systems can enable dynamic management of charging patterns, optimising grid stability and maximising green energy utilisation.
For the large-scale adoption of
DRE-powered EV charging
, looking into its financial viability is crucial. While high upfront costs of DRE installations remain a barrier for many stakeholders, it still emerges as a potential alternative to grid-powered EV charging.
To illustrate, a recent report by Deloitte India and GIZ says that the levelised cost of electricity (LCOE) for public EV charging through grid power is currently INR 13.97/unit in Bengaluru. This is expected to increase as the public EV-charging tariff of Bangalore Electricity Supply Company Limited (BESCOM)—a prominent component of LCOE and considerably subsidised at present at INR 4.5/unit—is likely to increase over time. According to the report, the LCOE for solar-PV-powered EV charging under the self-financing model with net metering is INR 13.53/unit, which makes it cost competitive.
To harness the potential of DRE for EV charging, MNRE can bring in a targeted scheme that pushes for DRE-based EV-charging infrastructure. The first key component of the scheme could relate to incentivising DRE-powered public charging stations through capital subsidies or viability gap funding to offset DRE installation costs, tax benefits for charging-infrastructure providers, and low-interest loans to facilitate affordable financing. Such government support can address the issue of high initial installation cost of DRE systems, ensuring their financial viability and encouraging widespread adoption.
Additional subsidies could be considered for rural areas, where the grid infrastructure is often unreliable, and this can be leveraged to expand the EV-charging infrastructure along the highways. By providing additional subsidies for installations in these regions, the government can boost EV adoption, encourage entrepreneurial spirit, and foster inclusive growth. DRE-powered public charging would also shield consumers from the rising grid electricity tariffs, creating a win-win scenario for all stakeholders.
The scheme's second component can look at incentivising residential and commercial consumers to install DRE-powered EV-charging facilities. This could include subsidies for integrating DRE solutions such as rooftop-solar systems with the EV-charging points at carports or commercial parking facilities. Further, tax benefits similar to those currently available to individuals for buying EVs can be considered for installing personal DRE systems for EV charging.
Net-metering benefits can also be provided to enhance the scheme's financial viability, and emerging market mechanisms like vehicle-to-grid (V2G) and blockchain-based peer-to-peer (P2P) trading can also be included.
Finally, for ensuring active participation of distribution companies or DISCOMs, the scheme could include a renewable purchase obligation (RPO) component on DRE for EV charging. The RPO targets would require increasing DRE installations, which would spur further investments.
Transitioning to electric mobility is crucial for realising India's net-zero goals by 2070, but this transition needs to be fully green and sustainable. The proposed scheme for DRE-powered EV charging, when accompanied by diligent research and efficient implementation, can serve as a catalyst for this transition.

Around three lakh people participated in the event, which was organised on a 28-kilometre stretch from RK Beach to Bheemili in the presence of India's Prime Minister Narendra Modi. In a post on X, the Ministry of Ayush wrote, 'Main event of IDY 2025 sets Guinness World Record in Visakhapatnam. With an estimated 3 lakh participants, the grand celebration along the 28 km beach road--from RK Beach to Bheemili--and across various parts of Visakhapatnam marked the world's largest gathering for a yoga session at a single venue.' 'Led by Hon'ble Prime Minister Shri Narendra Modi, the event was part of the 'Yoga Sangam' initiative, synchronised across 13 lakh+ locations nationwide. A historic morning for yoga and India's global wellness leadership,' it added. Addressing the world's largest-ever yoga gathering, the Prime Minister joined thousands of participants from India and abroad for a historic yoga session by the sea, the Ministry of AYUSH said in a release. As per the release, in the national event, PM Modi was joined by the Governor of Andhra Pradesh, Abdul Nazeer, and the Chief Minister of Andhra Pradesh, N Chandrababu Naidu. Union Minister for Civil Aviation Ram Mohan Naidu and Union Minister of State (Independent Charge) Ayush and MoS for Health and Family Welfare (MoHFW) Prataprao Jadhav were also present alongside Union Minister of State Dr. Chandrasekhar Pemmasani. Refunds, advance tax dip: Net direct mop-up down 1.4% to Rs 4.6 lakh crore
Representative Image NEW DELHI: Gross direct tax collections rose less than 5% to Rs 5,45,207 crore during the fiscal year up to June 19. The first of the four instalments of advance tax receipts increased at a muted 3.9%, raising fears of a sharp slowdown in the growth in corporate profits during the June quarter. On a net basis, direct tax collections were 1.4% lower at a little under Rs 4.6 lakh crore, but that was on account of a 58% jump in refunds, which added up to Rs 58,385 crore. The spike in refunds comes amidst finance minister Nirmala Sitharaman's clear missive to ensure that officials don't sit on refunds, a message she delivered to the indirect tax brass on Friday and which is likely to be reiterated to top income tax officials in the coming week. Typically, advance tax payments are seen as a barometer of corporate health with some individuals also required to pay. The changes in personal tax may have played a part too. "The revised tax slabs and reduced personal tax rates that came into effect from April 1, 2025, have provided relief to salaried individuals, and this is naturally reflected in lower TDS collections. On the corporate front, we're seeing the impact of increased capital expenditure by businesses. As companies invest in expansion and infrastructure, they benefit from higher depreciation claims, which temporarily lower taxable profits. This is a healthy sign of forward-looking investment behaviour," said Samir Kanabar, tax partner at consulting firm EY India. In recent months, industrial output has seen a slowdown although GST numbers have been steady. "Tax collections for recent quarter, while subdued, put spotlight on emerging macro trends posing challenges to earning growth for corporates andd non-corporates taxpayers for the financial year. Also, as many elements of current geopolitical scenario play out over next few months, impact of the developments would come to bear on the forecast for rest of year too," said Sumit Singhania, a partner at Deloitte India. NTR district takes up ‘Clean Air' drive with major initiatives under NCAP
Vijayawada: The NTR district administration has taken up the 'Clean Air' initiative in a big way under the National Clean Air Programme (NCAP), by launching a series of integrated measures aimed at reducing air pollution and improving environmental standards in Vijayawada. Authorities of NTR district conducted a high-level meeting with officials from the Pollution Control Board, Vijayawada Municipal Corporation, transport, industries, and other departments, assessed the progress made, and planned further action. Air quality monitoring data revealed that the level of PM 10 fine dust particles in the city stood at 64 µg/m³ during 2024–25. Authorities resolved to bring this number down through focused interventions in traffic, greenery, and pollution control. Among the key initiatives is the Intelligent Traffic Management System (ITMS), being developed at a cost of ₹5 crore. The system is expected to improve traffic flow, reduce congestion at junctions, and cut down vehicle emissions. The administration also directed that illegal parking be curbed and dedicated parking zones be created to ease road pressure. Action is being taken to identify and penalise vehicles emitting high levels of pollutants. Additionally, pollution caused by VTPS ash is to be addressed using advanced technology. On the solid waste management front, construction of proper roads, pavement development, canal bank greening, and mechanical sweeping are being prioritised. The administration is also enforcing ban on single-use plastic, particularly in shopping complexes, farmers' markets, and commercial zones. "All departments must report on plastic control measures and explore alternatives. Awareness campaigns among street vendors are equally important," Dr. Lakshmi added. A stakeholder workshop under NCAP has been scheduled for July 4 to discuss and finalise the next phase of clean air actions.
